WELD COUNTY COUNCIL
February 3, 1983

The Weld County Council met in regular session in full conformity with
The Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado,
February 3, 1983, at 1 :30 p.m.
ROLL CALL
The following members were present in person: President Don Elliott,
Vice President DeAnn Emerson, Patricia Anderson, Bill Rupp and Ralph Waldo..
Also present for the meeting were Commissioners Gene Brantner and John Martin,
three members of the press, and the council secretary.
RESOLUTION/PRESENTATION OF PLAQUE
A resolution expressing appreciation to past council president DeAnn Emerson
was read. Bill Rupp made a motion to approve the resolution. Ralph Waldo
seconded the motion and it passed unanimously. A plaque honoring Mrs. Emerson
was presented.
MINUTES APPROVED
Patricia Anderson made a motion to approve the minutes of January 6, 1983,
as written. The motion was seconded by DeAnn Emerson and carried unanimously.
ADDITIONS AND/OR DELETIONS
Added to the agenda was an additional bill for January, subscription
renewal to the Platteville Herald for $6.50.
APPOINTMENTS
Council members were reminded by the President of their upcoming
appointments.
CORRESPONDENCE
The President either read correspondence received by the council or made
the correspondence available for their individual review.
REPORTS
Don Elliott, Bill Rupp and Ralph Waldo attended the Commissioners Pay for
Performance program on January 26, 1983. Bill Rupp summarized his opinion of
the meeting by saying that he felt it clarified the issues presented to the
council on January 6, 1983, by the Sheriff's Department. Don Elliott stated
that he feels the commissioners have sincerely tried to solve this problem.
Ralph Waldo said he is proud of what the county is doing within their 5% limit-
ation. For the record, the issues raised by the Sheriff's Department will no
longer be pursued by the council as it is now up to the Sheriff's Department to
resolve the matter directly with the personnel director.
Discussion of the legal opinion received from Ron Lambden regarding county
funds being available contingent on audit authority was tabled. Council members
felt they needed time to study the opinion and decided to schedule a worksession
with Mr. Lambden present.

NEW BUSINESS
Bill Rupp moved that the January council bills be paid. This motion
was seconded by DeAnn Emerson and carried unanimously.
ADJOURNMENT
There being no further business, DeAnn Emerson moved that the meeting
be adjourned. Ralph Waldo seconded the motion and it carried unanimously.
The time of adjournment was 2:10 p.m. , February 3, 1983.
The next scheduled meeting is Thursday, March 3, 1983, at 1 :30 p.m.

RESOLUTION
Re: Presidential Term of DeAnn Emerson
WHEREAS, DeAnn Emerson served as President of
the Weld County Council for the calendar year of 1982; and
WHEREAS, DeAnn Emerson contributed her time and
effort in attending to the affairs of the County Council
and tried to promote better relationships with other
departments of the county; and
WHEREAS, DeAnn Emerson should be duly congratulated
on her successful term of office as president.
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the
other members of the Weld County Council do hereby express
their thanks and gratitude for her efforts as President of
the Weld County Council for the year 1982.
The above and foregoing Resolution was, on Motion
duly made and seconded, adopted by the following vote on the
third day of February, 1983.
