Dear Board members: The Comprehensive Plan Update Committee has presented to the Board its recommendations for revisions to the _ Weld County Comprehensive Plan. These changes are very extensive in their extent and potential impacts on the future character of the County. It might be stated without too much exaggeration that as much is being " =' changed as remains as it was. These proposals are by far the most extensive than have ever been made to the Comprehensive Plan. In order for the general public, officials of municipal, state and federal agencies, members of the planning services department, the planning commission and the Board to evaluate the reasons and motivations for each proposed change, the committee should be required to provide the interested parties their reasons and motives for the changes. The reasons and motivations for changes may be valid but not obvious. Without this information, the general public, officials of municipal, state and federal agencies, members of the planning services department, members of the planning commission and the Board may not be able to fairly evaluate the need, intent, worth and effects of each recommendation on the health, safety and social and economic welfare of the citizens of the County. The reasons and motivations should be matters of record, so that they may be adequately reviewed by all interested parties. This procedure may already be the intent of the Board. However, this, and only this, will adequately permit: Othe procedure involved in the update shall include an opportunity for the general public, Dept. of Planning Services, municipal, state and federal agencies to submit proposed changes and to review and comment on any amendments being considered by the Planning Commission and the Board of County Commissionersb, as stated in section 22-1-50 [proposed to be changed to section 22-1-60] of the County Code.
