RE: APPROVE COUNTY PREFERENCE FOR CLOSE-OUT PROGRESSION AND
REQUEST TO TRANSFER TANF FUNDS TO CHILD CARE AND TITLE XX (CHILD
WELFARE)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a County Preference for Close-Out
Progression and Request to Transfer TANF Funds to Child Care and Title XX (Child Welfare)
from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Social Services, to the
Colorado Department of Human Services with terms and conditions being as stated in said
request, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the County Preference for Close-Out Progression and Request to
Transfer TANF Funds to Child Care and Title XX (Child Welfare) from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Social Services, to the Colorado Department of Human Services
be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of June, A.D., 2002.

RE: County Preference for Close-Out Progression and Request to
Transfer TANF Funds to Child Care and Title XX (Child Welfare)
Enclosed for Board approval is a Transfer Request Form that is entitled, "County
Preference for Close-Out Progression and Request to Transfer TANF Funds to Child
Care and Title)O ." This preference for the progression of the Close-Out process to
cover deficits for Child Care and Title XX (Child Welfare) are those deficits not covered
by the Surplus Distribution process. By State statute, a county has discretion annually
over how it chooses to utilize transfers from the Temporary Assistance for Needy
Families (TANF) program into Title XX (Child Welfare) and/or the Child Care
Development Fund. The enclosed Transfer Request Form outlines Weld County's
request.
Our request considers, by progression, that:
1. Weld County deficits in child welfare be covered first by reducing our Child
Welfare Allocation by tan amount equal to the needed increase in the Core
Services and Expedited Permanency Planning (EPP) allocations.
2. Weld County deficits in child welfare be covered for Core Services and EPP with
a TANF transfer, up to the 10% individual county limitation.
3. Weld County Child Welfare deficits be covered with a TANF transfer, up to the
10% individual county limitation.
4. Weld County Child Care be covered with a TANF transfer, up to the 30%
individual county limitation.
5. Weld County child welfare deficits in Core Services and EPP not covered in by
the 10% individual county limitation above be covered under the 10% statewide
TANF transfer limitation. This is the State interpretation that permits the 10%
limitation of the Federal funds in the Colorado Works or TANF allocation to Title
XX (Child Welfare)be on a statewide basis, rather than an individual county
basis.
6. Other Weld County child welfare deficits not covered in by the 10% individual
county limitation above be covered under the 10% statewide TANF transfer
limitation.

7. Cover any remaining Weld County deficits in child care be covered by a TANTF
transfer limitation of 30% statewide, rather than an individual county basis. This
is the State interpretation that permits the 30% limitation of the Federal funds in
the Colorado Works or TANF allocation to Child Care be on a statewide basis,
rather than an individual county basis.
8. The remaining transfer amounts be directed to reserves and according to the
priorities of:
Priority#1 First to Child Welfare Reserves—up to the maximum amount;
Second to Child Care Reserves for Direct Services - up to the
maximum amount.
Priority#2 First to Child Care Direct Services—up to the maximum amount;
Second to Child Welfare Reserves

The Surplus Distribution Process will be utilized to Cover Core
Services, Expedited Permanency Planning, Child Welfare and Child Care
deficits realized. TANF Transfers are permitted up to 10%/30% of your
county's federal portion of your Colorado Works allocation but limited by
the amount of your County Reserves available to cover any deficit created by
such transfer. Any amounts not covered in any allocation through Surplus
Distribution or TANF Transfer will become a County Only expenditure.
We do x do not authorize CDHS to deplete a portion of our County
Reserves, if necessary, in order to accommodate our requests in Steps 1, 2, and
3 .
Please indicate your county' s preference for the progression of the
Close-Out process to cover any remaining deficits not covered by the Surplus
Distribution process (For each STEP list choices (1", 2na etc) in the
blanks provided:
STEP 1
2 Cover deficits in Core Services and Expedited Permanency Planning with
a TANF Transfer, up to the 10% individual county limitation.
1 Cover deficits in Core Services and Expedited Permanency Planning by
reducing your Child Welfare Allocation by an amount equal to the needed
increase in the Core Services and EPP allocations .
3 Cover any deficit in Child Welfare with a TANF transfer, up to the 10%
individual county limitation.
4 Cover any deficit in Child Care with a TANF transfer, up to the 30%
individual county limitation.
STEP 2
1 If it is allowable under statute, cover any remaining deficits in Core
Services and Expedited Permanency Planning with a TANF Transfer, up to the
10% state-wide limitation.
2 If it is allowable under statute, cover any remaining deficits in
Child Welfare with a TANF transfer, up to the 10% state-wide limitation.
3 Cover any remaining deficits in Child Care with a TANF transfer, up to
the 30% state-wide transfer limitation.
STEP 3
If all of your county' s deficits have been covered to this point and
you have remaining County Reserves to cover additional Colorado Works
deficits, please indicate to where you would like to transfer the funds, the
amounts you wish to transfer, and the purpose for which you wish to transfer
the funds. For transfers to Child Care, please specify whether funds will
be for "child care direct services", "child care quality activities", or
"infant/toddler activities". If you have multiple purposes for which you
wish to transfer TANF funds, please prioritize them in the order by which
you most prefer for them to be transferred.
