HomeMy WebLinkAbout20021290.tiff RESOLUTION RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR MIGRANT HEAD START FOSTER GRANDPARENT PROGRAM AND AUTHORIZE CHAIR TO SIGN - SAINT MARY'S HOSPITAL AND MEDICAL CENTER WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Memorandum of Understanding for the Migrant Head Start Foster Grandparent Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Family Educational Network of Weld County, and Saint Mary's Hospital and Medical Center, with terms and conditions being as stated in said Memorandum of Understanding, and WHEREAS, after review, the Board deems it advisable to approve said Memorandum of Understanding, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Memorandum of Understanding for the Migrant Head Start Foster Grandparent Program between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Family Educational Network of Weld County, and Saint Mary's Hospital and Medical Center be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said Memorandum of Understanding. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 20th day of May, A.D., 2002. Place four to six (4-6) Foster Grandparents to serve children with special or exceptional needs for 20 hours per week in accordance with Foster Grandparent Program guidelines. b. Recruit, select, and enroll volunteers in the program and provide forty (40) hours of orientation training for new Foster Grandparents. c. Conduct basic reference check(s) prior to placement. d. Furnish adequate accident and liability insurance coverage as required by Foster Grandparent Program project guidelines. e. Retain full responsibility for the management and fiscal control of the project. f. Provide supervision for the volunteers in conjunction with the volunteer station staff. g. Provide four(4)hours of in-service training per month for the volunteers. h. Provide orientation for the volunteers prior to their placement and at other times as appropriate. i. In cooperation with the project Advisory Council make available a volunteer's appeal procedure to resolve problems arising between the volunteer,the station, and/or the sponsor. j. Arrange with volunteer station for meals,when possible, for volunteers on assignment. 2. Provide supervision of the volunteers on assignment in cooperation with the SPONSOR. b. Provide Foster Grandparents with assignments which utilize their skills and training; i.e., volunteer to be trained in all aspects of children in recovery, play therapies and parenting skills, disease process of alcoholism, nurturing and support of the children. c. Assist SPONSOR in the coordination of volunteer assignments, orientation, inservice training and other project related activities. Have the right to request the SPONSOR to reassign a volunteer. e. Provide for adequate health and safety protection of volunteers by following the criteria set forth by the state and federal health codes. f. Report all accidents involving a Foster Grandparent to the Foster Grandparent Program office within 24 hours in order that the volunteer may be covered by Foster Grandparent's CIMA insurance. g. Provide general liability insurance coverage. h. Provide any additionally required volunteer screening and/or back ground check(s) applicable to the specific volunteer assignment(i.e. NCIC,CBI,and Child Abuse Registry). i. Complete Foster Grandparent Program project reports and/or forms as required,including: 1) Request for Volunteer Form 2) Annual Volunteer Appraisal;evaluation to be done by the VOLUNTEER STATION. 3) Complete 5 Element statement of Impact (Need, Service Activity, Input, Accomplishment, Impact) as requested by Foster Grandparent Program. j. Send written documentation to the Foster Grandparent Program office when there are concerns about a Foster Grandparent volunteer. This documentation should include the problem, related dates, and any action taken by the Volunteer Station staff. Any staff member witnessing inappropriate behavior should include their documentation and the follow-up required. This documentation needs to be received at the Foster Grandparent Program office within one week of the incident. k. Discrimination on the basis of race, color, creed, sex or handicap will not be permitted. The volunteer site and the Foster Grandparent Program will actively comply with the provisions of Title VI of the Civil Rights Act of 1964 and the Rehabilitation Act of 1973, which prohibits discrimination against disabled persons in all programs,services and activities. m. Volunteers cannot be utilized for any"In-Home" volunteer station assignments/placements. n.
