HomeMy WebLinkAbout20022573 RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO SEPTEMBER 18, 2002 TAPE #2002-30 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, September 18, 2002, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Glenn Vaad, Chair Commissioner David E. Long, Pro-Tern Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners meeting of September 16, 2002, as printed. Commissioner Jerke seconded the motion, and it carried unanimously. ADDITIONS TO AGENDA: There were no additions to the agenda. CONSENT AGENDA: Commissioner Geile moved to approve the consent agenda as printed. Commissioner Long seconded the motion, and it carried unanimously. PRESENTATIONS: LOCAL ENERGY IMPACT AND COMMUNITY DEVELOPMENT REVIEW TEAM-EDWARD TAGLIENTE: Chair Vaad read the certificate recognizing Edward Tagliente for 12 years of service on the Local Energy Impact and Community Development Review Team. Mr. Tagliente was not present. WELD COUNTY REGIONAL COMMUNICATIONS ADVISORY BOARD-THOMAS BACKER:Chair Vaad read the certificate recognizing Thomas Backer for six months of service on the Regional Communications Advisory Board. Mr. Backer was not present. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. 2002-2573 BC0016 PUBLIC INPUT: Kathy Hall, St. Vrain Valley School District, gave a brief presentation regarding the core issues of the upcoming bond issue for the School District. (Clerk's Note: A copy of the presentation is listed under Correspondence on the Consent Agenda, as document #2002-2571.) Responding to Commissioner Geile, Ms. Hall stated approximately 50 percent of the funds will be used in Weld County, serving approximately 30 percent of the students, with 70 percent of the students coming from Boulder County. In response to Commissioner Masden, Ms. Hall stated each elementary school will hold approximately 545 students, including preschool children,and the proposed costs will vary,depending on the bid process and inflation. She further stated each Middle School will hold approximately 750 students, and the High Schools will accommodate 1,250 students each. In response to Chair Vaad, Ms. Hall stated there will be a new High School located near Mead. She further stated the redistricting is done every other year based on the number of individuals moving into an area, rather than the number of students. She further stated there are only two directors in Weld County. Ms. Hail requested the Board's support to provide desperately needed schools. Chair Vaad stated the St. Vrain Valley School District is the second largest educator in Weld County, second only to School District 6. WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $187,018.15 Commissioner Long moved to approve the warrants as presented by Mr.Warden. Commissioner Masden seconded the motion, which carried unanimously. BIDS: PRESENT BRIDGE REHABILITATIONS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Warden presented the six bids received. Said bids will be considered for approval on Wednesday, October 2, 2002. PRESENT HIGHWAY DE-ICING SALT BID-DEPARTMENT OF PUBLIC WORKS: Mr.Warden presented the three bids received. Said bids will be considered for approval on Wednesday, October 2, 2002. NEW BUSINESS: CONSIDER ESTABLISHING THE NEIGHBORHOOD TO BE SERVED, DESIGNATING A COMMISSIONER TO MAKE ON-SITE INSPECTION AND SETTING THE HEARING DATE CONCERNING THE APPLICATION OF BUSY, INC., DBA BORDERLINE, FOR A TAVERN LIQUOR LICENSE: Bruce Barker, County Attorney, stated the application materials are complete, and he recommends the Board establish the neighborhood to include all of Sections 15, 16, 21, and 22, all in Township 12 North, Range 66 West of the 6th P.M. He further recommended the Board set the hearing date for October 7, 2002, at 9:00 a.m., and designate a Commissioner to make an on-site inspection. He stated the neighborhood includes a one-mile radius from the establishment, and does include areas within the State of Wyoming. Commissioner Jerke moved to establish the neighborhood as recommended by staff, appoint Commissioner Long to inspect the premises, and set a hearing date for October 7, 2002, at 9:00 a.m. Commissioner Masden seconded the motion, which carried unanimously. CONSIDER MAIN EXTENSION CONTRACT AND BILL OF SALE,ASSIGNMENT,AND RIGHT-OF-WAY AND EASEMENT AND AUTHORIZE CHAIR TO SIGN - GREELEY GAS COMPANY: Claud Hanes, Controller, stated these items will provide an easement to bring a main line to the fuel site where there will be a compressed natural gas station. He stated there is a purchase order for the natural fuels, and in response to Commissioner Masden, Mr. Hanes stated this will be a 1,066-foot line. He gave a brief description of the location of the easement, and added the cost of the project will be covered with grant funds. Commissioner Masden moved to approve said Contract and Bill of Sale,Assignment,and Right-of- Minutes, September 18, 2002 2002-2573 Page 2 BC0016 Way and Easement and authorize the Chair to sign. The motion was seconded by Commissioner Jerke, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
