RE: APPROVE 2002-2003 GRANT PROPOSAL FOR JUVENILE DIVERSION PROGRAM
AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a 2002-2003 Grant Proposal for the
Juvenile Diversion Program between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the 19th Judicial District
Attorney's Office, and the Juvenile Diversion Program, commencing October 1, 2002, and
ending September 30, 2003, with further terms and conditions being as stated in said grant
proposal, and
WHEREAS, after review, the Board deems it advisable to approve said grant proposal,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the 2002-2003 Grant Proposal for the Juvenile Diversion Program
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the 19th Judicial District Attorney's Office, and the
Juvenile Diversion Program, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said grant proposal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of November, A.D., 2002, nunc pro tunc October 1, 2002.

IDENTIFIED PROBLEM/NEED AND THE PROGRAM PURPOSE AREA:
The Juvenile Diversion Program offers a voluntary program to first and second time
juvenile offenders (ages 10-17)within the 19th Judicial District to divert youth from the court
system following their crime. Youth admit guilt to their offense and choose to divert from the
court system.
PROBLEM:
Juvenile offenders within the 19th Judicial District are abusing drugs and/or alcohol.
According to 2000 stats on youth within the 19th Judicial District: approximately one-fourth of
the referred cases are drug/alcohol related. These same stats indicate the following:
--21%of referred juvenile cases to the Juvenile Diversion Program were drug/alcohol
related offenses.
—11.65% (self-report)parents indicate they use/have used alcohol.
—3.76% (self-report)parents indicate they use/have used drugs.
PURPOSE AREA: #12: Implement a policy of controlled substance testing for appropriate
categories of juveniles within the juvenile justice system.
SUMMARY OF YOUR FOCUS WITHIN THE PURPOSE AREA:
To identify drug/alcohol related use/abuse issues with juvenile offenders and get a
baseline reading by requiring Urine Analysis screens (UA)or Breathalysers (BA). To increase
accountability in youth decision-making re: drugs and alcohol. To connect juveniles with
available resources to address this problem area.
Goal 1: To identify drug/alcohol use/abuse by juvenile offenders referred to the Juvenile
Diversion Program.

How will the results be analyzed? The results will be closely monitored by each Juvenile
Diversion Counselor. The chart will indicate whether the results are showing a decrease or
increase in drug/alcohol use/abuse. We will review the pattern of results and discuss these
results with the juvenile and their parent/legal guardian to see if additional referrals are needed
for classes and/or evaluations. These results will be monitored during the time period that the
case is open on the Diversion Program.

How will the results be analyzed? The referral component will be closely monitored by each
Juvenile Diversion Counselor. The chart will indicate whether the results are showing a decrease
or increase in drug/alcohol use/abuse. We will review the pattern of results and discuss these
results with the juvenile and their parent/legal guardian to see if additional referrals are needed
for classes and/or evaluations or if the case will be closed and referred for filing in court. These
results will be monitored during the time period that the case is open on the Diversion Program.
*The Juvenile Diversion Program has a contract with Island Grove Regional Treatment Center
dated 2002. We also have a contract with The Villa/Restitution Center dated 1999. During July
2002, this contract will be updated. Donna Haynes, Director of The Villa, gave permission to list
the prices per the 1999 contract with the understanding that our 2002 contract will likely indicate
different costs for services.

This project will make every attempt to be culturally and gender sensitive to juvenile offenders and their families. Every attempt
will be made to explain the rationale for making a referral for a UA or BA test,referral to a class or evaluation,and to community
resources. The Juvenile Diversion Program has both male and female staff persons. We can seek Hispanic/Latino colleagues to
work with our youth when appropriate. We offer in-house groups that are gender specific:Older Male Life Skills,Younger Male
Life Skills,and Female Life Skills groups. Topics are constantly being revised to address needs of youth on our program. We
seek out community resources that are cultural and gender sensitive as well.
EVALUATION AND LONG-TERM PLAN:
Measurement of the success o$our goals will be indicated by getting baseline reading on youth's initial UA and BA
tests(minimum of two UA screens). All consequent referrals will be closely monitored and charted with the juvenile's case file
to track all UA/BA levels. With the referrals to drug/alcohol related classes and/or evaluations,it is our desire that youth will
acquire knowledge of the effects of drugs/alcohol on their body as well as their actions;thus,the use/abuse of drugs/alcohol will
be eliminated.
Long Term Goals include:
• Continue to take the opportunity identify the use/abuse of drugs and/or alcohol used by juvenile offenders
participating in the Juvenile Diversion PRogram.
• Assess drug/alcohol use/abuse through UA screens,BA tests,and evaluations.
• Connect juvenile offenders with community resources to provide education and
resources to address this problem.
• Continue to seek appropriate community resources for juveniles.
LONG TERM SUSTAINABILITY PLAN
The long term(3-5 year)plan will be to seek other grant funds in the event JAIBG grant funds are discontinued.
Youth are encouraged to"earn"monies to pay for the services they need. These grant funds are provided in order to have youth
receive the services they need for drug/alcohol related issues.

The Juvenile Diversion Program has contracted for drug/alcohol related services with Island Grove Regional Treatment
Center(contract is dated 2002);and with The Villa/Restitution Center(current contract is dated 1999;plan is to update this
contract effective July 2002). Donna Haynes,Director of The Villa,gave permission to use the 1999 figures for this grant
application with the understanding that costs for services will likely change with the new contract.)

JAIBG Grant Proposal
Information on Referrals for Breathalysers (BA) and/or Urine Analysis (UA) Screens
The Juvenile Diversion Program is concerned for the overall safety and well-being of juveniles who
participate in our program. Information gathered from the juvenile and family may result in a
referral for drug/alcohol assessment, education and BA and/or UA screens. The BA and/or UA
screens may be required either on a scheduled or random basis at any time throughout the Juvenile
Diversion Program. '
The juvenile will be given a referral form to take to the designated agency and/or the juvenile will
be assigned to a"call in"program which will inform the juvenile of the date and time to appear for
BA or UA.
The juvenile and family will be responsible for all costs involved with these referrals. The Juvenile
Diversion Program will not be responsible for any costs for drug/alcohol assessment, education,
detox, BA and UA screens or transportation.
We understand that:
1) should the juvenile and family fail to comply with the referral,
2) should the juvenile provide a diluted sample(which will be considered a positive sample), or
3) should the juvenile provide a positive sample,this will be considered non-compliance with the
Juvenile Diversion Program.
We understand that if the juvenile continues to provide positive samples for drugs/alcohol,they may
be required to seek a full drug/alcohol evaluation and comply with any and all recommendations.
There may be a parent component to the recommendations and we,as parent/legal guardian, agree
to comply as well.
The Juvenile Diversion Program currently has contracts with the following agencies: GDRC
(Greeley Day Reporting Center) for BA/UA screens; and IG (Island Grove Regional Treatment
Center)BA/UA screens,evaluations,education classes. If juvenile/family should select a different
agency than the above, they must provide all appropriate documentation to the Juvenile Diversion
Program in a timely manner. All expenses are the responsibility of the juvenile/family.
Procedures set un with GDRC:
When a juvenile is required to submit to a random BA, the juvenile must call between the hours
of 9:00 a.m. and 6:00 p.m. every day, seven days/week. Phone: 970-353-9512 ext. 4. If the
juvenile's color is stated,the juvenile is required to provide a sample that same day between the
hours of 9:00 a.m. and 6:00 p.m. at the GDRC. (See map) The juvenile is responsible for
payment of each BA($1.00 each). Therefore,the juvenile should always come prepared with$2.00
cash for the following reasons:
(A) If the juvenile blows a positive BA, they will be required to wait in the Reception Area for
approximately 15 minutes and then blow a second BA. If the second BA is also positive,the GDRC
staff will attempt to contact a parent/legal guardian to respond and take the juvenile home or to

Detox at Island Grove Regional Treatment Center. If a parent/legal guardian cannot be reached, a
phone call will be made to law enforcement to transport the youth to Detox.
NOTE: If the juvenile is transported to Detox, all expenses incurred will rest with the
juvenile/family.
If the BA is positive,the juvenile may be required to submit a UA sample. Cost to the juvenile for
the UA sample is $12.00.
(B) If the juvenile blows a negative BA, the youth will be allowed to leave. Cost to juvenile is
$1.00.
In either situation,results will be sent to the Juvenile Diversion Counselor and will then be reviewed
with the juvenile/family as soon as possible.
All transportation needs are the responsibility of the juvenile/family.
Failure to comply with the requirements of the Juvenile.Diversion Program could result in the
juvenile's case being closed as unsuccessful for non-compliance and being referred to the Deputy
District Attorney for review for court filing.

juvenile/family.
