HomeMy WebLinkAbout20022352.tiff RESOLUTION RE: APPROVE APPLICATION FOR 2003 LAW ENFORCEMENT ASSISTANCE FUND (LEAF) PROJECT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for the 2003 Law Enforcement Assistance Fund (LEAF) Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriffs Office, to the Colorado Department of Transportation, Office of Transportation Safety, commencing January 1, 2003, and ending December 31, 2003, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Application for the 2003 Law Enforcement Assistance Fund (LEAF) Project from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of Transportation, Office of Transportation Safety, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said application. YES (1)This years statistics are for the Weld County Sheriff's Office only. Previously years statistics accounted for both the sheriff's office and the Colorado State Patrol combined. Further describe your present situation regarding the DUI problem within your city/county. In 2001the Weld County Sheriff's Office was awarded a traffic grant through the Colorado Department of Transportation. Until that date,traffic enforcement and DUI enforcement were not priorities in the Weld County Sheriffs Office and were handled by the Colorado State Patrol. Because of this situation, there is limited information about drunk drivers on county roadways. In 2002 the Colorado Department of Transportation awarded the Weld County Sheriff's Office a grant for thirty nine thousand dollars to combat drunk driving. This grant purchased Portable Breath Testers, a new intoxilyzer, and overtime hours for DUI enforcement. This additional overtime enforcement has caused a dramatic increase in DUI arrests. Weld County is a large county consisting of over 4000 square miles with a diverse population of over 180,000. Many of the alcohol serving establishments are located in rural areas and many of the patrons of these establishments must travel through rural areas to get back to their residences. Additionally, cultural variances of some of the sub-groups and communities throughout the county encourage alcohol usage, over usage, and usage by underage drinkers. For the past several years,Weld County has been one of the leading counties in the state in number of traffic fatalities. This year is on target to be there again. In each of those years alcohol has been a contributing factor in the many of those crashes. Thus far 42 people have died on Weld County Roadways. If this trend continues,Weld County will exceed last years number of fatal crashes and will again lead the state in fatalities. Approximately thirty percent of the traffic crashes involved drunk driving. PART A - PROBLEM STATEMENT - Page 2 Over the past year,the sheriff's office has participated in the three"Heat is On"DUI saturations in conjunction with other agencies. Additionally, we have conducted another four DUI saturations utilizing this type of enforcement with other agencies and our own reserve patrol officers. This grant will enable the sheriff's office to continue this type of enforcement and perhaps expand our efforts. PART B - PROJECT PROPOSAL If you are unfamiliar with the LEAF grant application process,please refer to the LEAF APPLICATION GUIDELINES or call the LEAF Administrator at 303 757-9462. Requested Information How many DUI checkpoints of DUI saturation patrols will your city/county conduct in 2003? We will either conduct one saturation per"Heat is On"campaign or will assist other"Heat is On"agencies in the county during each campaign. Does your agency have the capability to run the required LEAF Grant Manager computer reporting software program? (Windows 95/98/NT)Yes What will your city/county do during 2003 to confirm your involvement with any DUI media campaigns endorsed by LEAF and the Colorado Department of Transportation (CDOT)? Please state your agency's specific plans for The Heat is On! Campaign in 2003. If your agency wishes to receive assistance from the Public Information Office of CDOT to work intensive DUI/DUID enforcement for local event(s), detail the proposal, along with the actual date(s)of the event(s). We have participated in every Heat is On media event in 2002. Additionally, we have made numerous press releases of our own and have worked with our local liquor establishments to promote responsible drinking. In 2003 we plan to again participate in all media events and to promote local events again. List your funding priorities. If selected, what impact will LEAF funds have on your agency's Impaired Driving Enforcement efforts? We are only asking for overtime funding for DUI/DUID enforcement. If we do not receive this funding,we will still conduct DUI/DUID enforcement but at a reduced rate. Further describe your proposal. Describe your agency's operational commitment to DUI/DUID enforcement for 2003. Furthermore, describe other proactive efforts that your department has taken to reduce the incidence of problems associated with impaired driving. During the remaining portion of 2002 and into 2003 the traffic unit will conduct at least two SFST courses to increase the number of SFST certified officers in the Weld County Sheriff's Office. Additionally,the traffic unit will conduct two intoxilyzer operator courses to again raise the number of certified operators. The sheriff's office is currently and will continue to work with liquor establishments to promote safe drinking behavior. Over the past year the sheriff's office in conjunction with the school districts within Weld County have presented drunk driving prevention programs to several high schools. Many more of these types of programs are planned in the upcoming year.
