We have no objections to the proposal, however,we do recommend that the following conditions be part of any approval: We recommend that the following requirements be incorporated into the pciwit as "development standards": 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 1. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 2. Fugitive dust shall be controlled on this site. 3. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 4. SUBJECT: USR-1362; Theodore Schrage 9 COLORADO Weld County Public Works has reviewed this proposal; this project falls primarily under the purview of the Use by Special Review Standards,Weld County Code, Chapter 23,Article II, Division 4, Section 23. Our comments and requirements are as follows: COMMENTS: WCR 3 is designated on the Transportation Plan Map as a local gravel road,which requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld County Code, Chapter 23,Article III, Section 23-3-50,the required setback is measured from the future right-of-way line. Traffic Counts: The average daily traffic(ADT) count for WCR 3 was 182 vehicles taken in a 24-hour period on June 22, 1998. REQUIREMENTS: Access:The applicant and I have been working together to upgrade and share joint access point with the adjacent property owner from WCR 3. This will minimize access points. Storm Water Drainage: The applicant indicated that there will not be any storm water drainage problems as the remaining portion of this site is designated as agricultural. The site is approximately 45.99 acres. No storm water drainage report will be required.
