Applicant proposes to construct 2 self storage buildings on the site, each consisting of a number of individual storage units. These storage units will be leased to individual customers. 2,3. This site is not prime farmland, as defined by the Weld Cty. Code. See §22-2-60.A.A.1. Though the area is zoned 'A; it is in fact becoming increasingly urbanized, and, as noted in the response to 3. below, this lot is neighbored by a number of similar low intensity commercial uses that are consistent with continuing agricultural operations. See Weld Cty. Code §22-2-60.B.A.2. The proposed use is allowed by Special Review in the W zone under the provisions of the Weld County Zoning Ordinance. See Weld Cty. Zoning Ordinance§23-3-40.R. 4. Directly north of this property is Our Little Store, a convenience/gas station. Nearby is the Milliken Fire Station. To the east, a four acre parcel has been approved for R.V. storage. South, east and west of the property are private residences with Hill-N-Part Mobile Homes lying to the north. The presence of a storage area in proximity to Hill-N-Park would be a great convenience to the residents of that subdivision. The entrance to the storage area would be directly south of Our Little Store and an entrance to the Hill-N-Park subdivision. 5a. Approximately 144 storage units would be installed. The number of people using the site would fluctuate depending upon the number of units rented at a given time. Even under full rental conditions, use at any given time would be light, considering the intermittent nature of on site use by patrons. 5b. One full time manager would be employed. No other employees would be needed. 5c. Hours would be 8 am to 8 pm, daily. 5d. Two steel frame buildings approximately 40'x 360'would be erected. 5e. None. 5f. Traffic would consist of pickup trucks, cars and small trucks. Access would be allowed only during business hours. 59. Milliken Fire District. 5h. Central Weld Water District. Si. No sewage disposal system needed. No public bathroom facilities would be provided. Offices and bathrooms for the manager would be located in the Circle B Concrete office, located on Lot B of RE 2063, also owned by the Applicant. 5j. Storage units would be 10' by 20', so storage would consist primarily of household items. Contracts with lessees would limit the nature of items stored, and prohibit the storage of hazardous items. 6. See Landscape Map. 7. The storage units would be a permanent improvement. No reclamation activities are necessary. 8. A retention pond would be constructed on site. See Landscape Map. 9. Construction would begin in the spring of 2002 and be completed six months after commencement. 10. No supplies and machinery would be used on the site. All stored items would be in the storage buildings, out of sight.
