A regular meeting of the Weld County Utilities Coordinating Advisory Committee was held on Thursday,
May 23, 2002, at 10:00 a.m., in the Conference Room of the Weld County Planning Department at 1555
N. 17th Avenue, Greeley, Colorado.

1. APPLICANT: David Keiser/Michael Sigg

REQUEST: Latham View Estates, a Four-Lot Residential Planned Unit Development, Final
Plat
LEGAL: Lot B of RE-2527; being part of the W2 SW4 of Section 10, T2N, R65W of the
6th P.M., Weld County, Colorado.
LOCATION: South of and adjacent to WCR 46.5 and east of and adjacent to WCR 43
Kim Ogle, Planner, presented case PF-633, an application for a Final Plat for Latham View Estates, a
Four-Lot Residential Planned Unit Development. Todd Hodges, applicant's representative was present.
Mr. Ogle stated that Central Weld Water District is the water district and the residents will be on septic
systems. There is oil and gas on the property, refer to drawing 6 of 7. La Salle (not Galeton, as was
stated) is the Fire Protection District, and is not requiring a fire hydrant.
Cody Wooldridge, Central Weld County Water District, said a water line will be brought in off of WCR 43
and was signed off by the fire department. They did not require a hydrant because there is no fire flow
available at this time. He also had questions regarding the15 foot front line and perimeter utility
easement. It is not indicated that there is an easement. Lots 3 and 4 on the east side do not indicate
utility easement. Could this be listed as open space/utility easement to allow for utilities access around
back side?
Todd Hodges, applicant's representative, was agreeable to this. Mr. Hodges then asked Mr. Wooldridge
for further clarification pertaining to the east side?
Mr. Wooldridge said that at least 15 feet around the perimeter of Lot 4 would be needed. Only the east
side of Lot 3 would need the additional 15 feet, as all other sides and the cul-de-sac provided for
easements.
Cody Wooldridge, Central Weld County Water District, made a motion to approve the applicant's
request with the condition that the preceding utility easement changes be included. Don Magnuson,
Cache La Poudre Irrigation, seconded. Motion passed.
2. APPLICANT: Guy Jensen
CASE NUMBER: MF-1006
PLANNER: Lauren Light
REQUEST: Final Plat for a (4) Four-Lot Minor Subdivision
LEGAL: Lot B of RE-2303; part of the E2 of Section 35, T2N, R67W of the 6th P.M.,
Weld County, Colorado.

Kim Ogle, Planner, for Lauren Light, presented case MF-1006, a Final Plat for a Four-Lot Minor
Subdivision. Kirk Goble, applicant's representative was present.
Mr. Ogle stated that water taps are presently installed on the property. On the west side of the road,
immediately adjacent to WCR 23, there is an easement for Panhandle Eastern pipeline. There is a
hydrant at the corner of WCR 23 and WCR 14 '/2. There will be septic systems, and there is oil and gas
just off the property on the western most corner of Lot 1, on tangent with the center line of Blue Sky
Drive.
Don Magnuson, Cache La Poudre Irrigation Company, expressed a concern with reference to the
agreement with Slate Ditch Company. The agreement is not a recorded agreement and he
recommended it be recorded so that it shows up in future deeds and insurance for that property, and that
the recording number be placed on the map so that it is referenced for people in the future.
Kirk Goble, applicant's representative agreed that this was a good idea and had no objections to the
request.
Doug Melby, Evans Fire Protection District, said there doesn't appear to be a 15 foot easement along
the Slate Ditch?
Cody Wooldridge, Central Weld County Water District, said he believed what Doug is referring to is an
additional 15 feet besides the Slate Ditch easement, so utilities are not encroaching on the ditch
company's right-of-way should they need access in the future.
Mr. Gobel had no objection to implementing Mr. Wooldridge's suggestion.
Don Magnuson, Cache La Poudre Irrigation Company, made a motion to approve the applicant's
request, subject to the clarification of the easements along WCR 23; the recording of the agreement with
the Slate Ditch; and the addition of a 15 foot easement paralleling the ditch easement on Lot 1.
Paul Greg, Qwest, seconded. Motion passed.
