HomeMy WebLinkAbout800932.tiff MINUTES WELD COUNTY COUNCIL October 16, 1980 Tape 80/88, 80/89 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, October 16, 1980, at 1:00 p.m. ROLL CALL The following members were present in person: Ralph Waldo, Jr. , President, Robert Martin, Sr. , Vice President, Patricia Anderson, Floyd Oliver, Sr. Howard Foster was absent. Also present were three members of the press, Jean Overturf (representing League of Women Voters) , Health Board members Dr. Bob Drennan, John Wheeler, Fran Christensen, and Al Dominguez, Commissioners Bill Kirby, Leonard Roe, and June Steinmark, and council secretary, Susan Elton. • APPROVAL OF MINUTES Councilman Floyd Oliver made a motion to approve the minutes as written from the October 2, 1980, meeting of the Weld County Council . Councilman Robert Martin seconded the motion and it carried unanimously. CORRESPONDENCE Correspondence items were available for each council member to examine. NEW BUSINESS Robert Martin made a motion that voucher #5247 for $18.00 be approved for payment to Robert Ray for services rendered. Motion seconded by Floyd Oliver and passed unanimously. The council met with three commissioners and four health board members to discuss their opposing positions on three proposed amendments to the county Home Rule Charter. One amendment would split the director of public health position into a full-time administrative director and a part-time director of medical services. The other two amendments are contridictory. One would restore power to the board of health as outlined in the state statute, the other would limit the board's financial and personnel powers and the commissioners would retain the power of "establishing" the health department's budget. Commissioner Chairman Bill Kirby said "The basic issue as we see it is that we have the responsibility to control costs. That's what we're here for as county commissioners." Leonard Roe explained that the decision to change the director's position was based on not having very good luck in the past finding a medical administrator. Both the health board and the commissioners agreed that there has been poor communication between the two groups. Commissioner June Steinmark feels that central concept of the charter is at stake--that if the board's amendment passes other advisory board, will demand similar powers. Dr. Robert Drennan stated there is a problem in philosophy. They are an advisory board, yet the commissioners don't let the board have any input. "The commissioners are making all the decisions." John Wheeler read a letter from the Medical Association recommending that the director of the health department should be a physician with an MPH degree. Bob Drennan feels they must take the time to fine the right person with the right qualifications. 800932 n r1 P MINUTES, County Council , page 2 October 16, 1980 ADJOURNMENT There was no further business. Upon motion made and seconded, the meeting was adjourned. The time of adjournment was 3:00 p.m. , October 16, 1980. The next meeting is November 6, 1980.
