RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL
SERVICES DIVISION POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Social Services has presented revisions to the
Operations Manual, Section 2.000, Social Services Division Policies and Procedures, to the
Board of County Commissioners of Weld County, for consideration and approval, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, copies
of which are attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the revisions to the Operations
Manual, Section 2.000, Social Services Division Policies and Procedures be, and hereby are,
approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of September, A.D., 2002.

2.710.5 Consent for Out-of-County, Out-of-State, and Out-of- Country Travel Of
Foster Children
Revised 3/29/99 A. The caseworker must notify the birth parents or biological parents of any
Revised 9/01/02 out-of- county or out-of-state travel and obtain the biological parents'
permission. If the parents do not agree, the issue must be taken before the
Court for a ruling. This can be done in a letter before a review hearing or
by giving an update to the attorneys to ask for a hearing or a ruling on the
issue. Caseworkers and foster parents should not wait until the last minute
to address this issue, as the Court may not feel that this type of issue
should be addressed as an emergency.
B. The caseworker must obtain written permission from the caseworker's
supervisor, the Social Services Administrator, and the Director, through
the Department's Travel Authorization Form for foster parents to travel
with children for any out-of-country or out-of-state travel. The form must
be signed by the supervisor and Administrator prior to authorization of the
Director. The Travel Authorization form includes authorization for the
foster parents to obtain emergency medical treatment.
C. The caseworker will follow travel procedures as follows:
1. Voluntary Placement. The caseworker, through his or her
supervisor, must provide permission to the foster parent to travel
with the child out-of-state or out-of-county, after consent is
provided by the biological parents. The foster parent must have the
written permission from the caseworker's supervisor and biological
parents for any out-of-state or out-of-country travel with the child.
2. Court Ordered Placement. The caseworker, through the
caseworker's supervisor, must provide permission to the foster
parent to travel with the foster child out-of-state or out-of-county,
after consent is provided by the biological parents. The caseworker
must notify the Guardian ad Litem to obtain his or her consent.
The Court must provide its approval to the Department and foster
parents for any out-of-state or out-of-country travel. Any
permission forms must be signed by the Director as the legal
guardian and do not replace the court order. Both the order and the
forms are to be given to the foster parent to take with them in case
of an emergency.

Operations Manual
Enclosed for Board approval is a revision to Section 2.000, Social Services Division
Policies and Procedures, Weld County Department of Social Services Operations
Manual. These revisions were reviewed at the Board's Work Session on August 26,
2002.
The revision is to Section 2.710.5, Consent for Out-of-County, Out-of-State, and Out-
of-Country Travel of Foster Children. The policy is being revised to clarify the procedures
for authorizing travel of foster children.
