RE: CALLING FOR AN ELECTION ON PROPOSED AMENDMENTS TO THE WELD
COUNTY HOME RULE CHARTER AND CERTIFYING THE APPEARANCE OF
SAID AMENDMENTS ON THE BALLOT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has directed to be published, certain
amendments to the Weld County Home Rule Charter, and
WHEREAS, Section 30-11-506 , CRS 1973 and Section 17-1 of
Article XVII of the Weld County Home Rule Charter require the
Board to call an election on the proposed amendments.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that there be called an
election on the proposed amendments to the Weld County Home Rule
Charter, said election to be held on November 4 , 1980, the date
of the next general election, and
BE IT FURTHER RESOLVED that said amendments to the Weld
County Home Rule Charter appear on the ballot in the following
order and in the following form:
1. Shall Section 3-8 (4) (b) of Article III Yes
of the Home Rule Charter for Weld County, No
Colorado be repealed and re-enacted with
amendments to provide that the Board of
County Commissioners may act on contracts
and disposition of real property by the
enactment of general ordinances setting
forth the procedures which must be fol-
lowed before the County may enter into
a contract or dispose of any real property?
2 . Shall Section 4-3 of Article IV of the Yes
Home Rule Charter for Weld County, Colo- No
rado be repealed and re-enacted with
amendments to provide that the Director
of Public Health need not be a medical
doctor but must possess the Degree of
Master of Public Health, and providing
for the establishment of the Office of
Chief of Medical Services, and setting
forth the duties of each such office?
3. Shall Section 4-3A of Article IV of the Yes
Home Rule Charter of Weld County, Colo- No
rado be amended by the addition of a new
paragraph (5) to provide that the Board

of Health shall have the powers and
duties set forth in state statute speci-
fically providing however, that the Board
of County Commissioners shall establish
the budget and set fees for the Health
Department, that the Health Department
and its employees be a part of the Weld
County personnel system, that purchasing,
accounting and bookkeeping functions of
the Health Department be performed by
Weld County and that the salary of the
Director of Public Health be set by the
Board of County Commissioners?
4 . Shall Section 4-3A of Article IV of the Yes
Home Rule Charter for Weld County, Colo- No
rado be amended by the addition of a new
paragraph (5) to provide that the Board
of Health shall have the powers and
duties set forth in state statute speci-
fically subject, however, to the power
of the Board of County Commissioners to
approve the budget of the Health Depart-
ment?
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 1st day of
October, A.D. , 1980.
