RE: DESIGNATION OF LOCAL EMERGENCY PLANNING COMMITTEE AS CITIZEN
CORPS COUNCIL AND APPOINT MEMBERS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, by letter dated May 20, 2002, a copy of which is attached hereto as
Exhibit "A," the Colorado Emergency Planning Commission ("CEPC") recommends that each
county in Colorado create a Citizen Corps Council, to help coordinate volunteer activities that
will make the counties safer, stronger, and better prepared to respond to any emergency
situation, and
WHEREAS, CEPC also recommends that each county's Local Emergency Planning
Committee be designated as the county's Citizen Corps Council, and
WHEREAS, the Board deems it advisable to designate Weld County's Local Emergency
Planning Committee as Weld County's Citizen Corps Council; a list of the members of said
Local Emergency Planning Committee being attached hereto as Exhibit "B."
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that Weld County's Local Emergency Planning Committee be, and
hereby is, designated as Weld County's Citizen Corps Council, to perform the duties detailed in
the letter dated May 20, 2002, from the Colorado Emergency Planning Commission, which is
attached hereto as Exhibit "A."
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of October, A.D., 2002.

The President; acting through the Federal Emergency Management Agency,has recommended
the local creation of Citizen Corps as part of the USA Freedom Corps initiative. The purpose of
Citizen Corps is to help coordinate volunteer activities that will make our communities safer,
stronger, and better prepared to respond to any emergency situation. You likely now have such a

Member Fortunately in most counties we have an existing Local Emergency Planning Committee which
Capt.Tom Wilcoxen Member can undertake the functions of the Citizen Corps Council. According to both EPA and FEMA
use of the LEPC as the Citizen Corps Council would be appropriate and avoid duplication of
effort. As county emergency management staff and emergency responders are already likely
involved in the LEPC, minimal duplication of effort, extra expense or change in duties would be
required. In most cases all that is needed is for the Board of County Commissioners to designate
