HomeMy WebLinkAbout20022733.tiff RESOLUTION RE: DESIGNATION OF LOCAL EMERGENCY PLANNING COMMITTEE AS CITIZEN CORPS COUNCIL AND APPOINT MEMBERS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, by letter dated May 20, 2002, a copy of which is attached hereto as Exhibit "A," the Colorado Emergency Planning Commission ("CEPC") recommends that each county in Colorado create a Citizen Corps Council, to help coordinate volunteer activities that will make the counties safer, stronger, and better prepared to respond to any emergency situation, and WHEREAS, CEPC also recommends that each county's Local Emergency Planning Committee be designated as the county's Citizen Corps Council, and WHEREAS, the Board deems it advisable to designate Weld County's Local Emergency Planning Committee as Weld County's Citizen Corps Council; a list of the members of said Local Emergency Planning Committee being attached hereto as Exhibit "B." NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that Weld County's Local Emergency Planning Committee be, and hereby is, designated as Weld County's Citizen Corps Council, to perform the duties detailed in the letter dated May 20, 2002, from the Colorado Emergency Planning Commission, which is attached hereto as Exhibit "A." The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 9th day of October, A.D., 2002. The purpose of Citizen Corps is to help coordinate volunteer activities that will make our communities safer, stronger, and better prepared to respond to any emergency situation. You likely now have such a Richard Bardsley Co-chaw group in your community created under the Emergency Planning and Community Right-to- Know Act. Known as Local Emergency Planning Committees, they now perform many of the Susan Jones-Hard Co-chair Citizen Corps Council roles. Member Duane Freeman In an April 4, 2002 letter, available at http://www.citizencoros.¢ov/, President Bush notes that every Member Tim Gablehouse community is different and so each community will organize its Citizen Corps in its own way Member using a Citizen Corps Council. He encourages local leaders to use existing structures as they set Tommy F.Grier,Jr. up Citizen Corps Councils. The President notes, that "what all Citizen Corps Councils will have Member in common is that our local leaders will be working to expand opportunities for their community Linda Hendrickson members to engage in volunteer service that will support emergency preparation,prevention, Member and response." Ultimately, it is possible that grant funding from FEMA will be available to the Ed Herring Member Councils to support these volunteer efforts. Stephen S.Johnson Member Fortunately in most counties we have an existing Local Emergency Planning Committee which Capt.Tom Wilcoxen Member can undertake the functions of the Citizen Corps Council. According to both EPA and FEMA use of the LEPC as the Citizen Corps Council would be appropriate and avoid duplication of effort. As county emergency management staff and emergency responders are already likely involved in the LEPC, minimal duplication of effort, extra expense or change in duties would be required. In most cases all that is needed is for the Board of County Commissioners to designate Right-To-Know 300 Ch South reek its LEPC as the Citizen Corps Council.
