The Board of Trustees of the Town of LaSalle, Colorado, hereby finds that the Annexation Petition submitted for the annexation of the property denominated as the Freeman Annexation, as described on Exhibit A attached hereto and incorporated herein, is in substantial compliance with the requirements of C.R.S. 31-12-107 (1) as amended. 2. The Board of Trustees of the Town of LaSalle, Colorado shall hold a hearing to determine if the proposed annexation complies with C.R.S.31-12-104 and 31-12-105,or such parts thereof as may be required to establish eligibility for annexation under the terms of Part 1,Article 12,Title 31 C.R.S. NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Board of Trustees of the Town of LaSalle,Colorado will hold a Public Hearing on a proposed annexation of territory to the Town of LaSalle. The hearing shall be held on June 25, 2002, at the LaSalle Town Hall, 128 North 2n° Street, LaSalle, Colorado at 8:00 p.m.. The purpose of the hearing is to determine whether said property is eligible for annexation under Colorado law. Persons wishing to examine the annexation petition, resolution, and any exhibits thereto, may do so at the office of the Town Clerk during regular business hours. This territory is described in an annexation petition which has been filed with the Town Clerk as: The "FREEMAN ANNEXATION" is located directly adjacent to existing commercial property, between U.S. Highway 85 and the Union Pacific Railroad on the southerly side of LaSalle, Colorado just north of the highway-railroad overpass. Fallis - Town Clerk RECEIVED MAR 2 9 2002 FREEMAN ANNEXATION AND ZONING PROJECT SUMMARY WORKSHEET SECTION 1: PROJECT VISION • Development Type - The property proposed for annexation and zoning, as shown on the maps, is located between U.S. Highway 85 and the Union Pacific Railroad on the southerly side of LaSalle;CO just north of the highway-railroad overpass. The properties located south and north of this property have already been annexed into the Town of LaSalle. • Project Goals—It is our desire to have this property annexed to the Town of LaSalle because of the surrounding annexed area and to allow for future development of this property. • Project Uniqueness—No plans presently exist for the development of this property although several persons have expressed an interest in purchasing the property and developing it. When this property is annexed and zoned for commercial uses, the site is then enhanced and will become attractive to potential developers. The obvious advantage to the Town of LaSalle and the community for the annexation of this property is an increased tax base together with local employment possibilities. SECTION II: COMMUNITY CRITERIA • Development Size—The property contains 2.810 acres, more or less. No specific plan presently exists for the type of business that will be placed on this land. • Surrounding Land Uses—The site surrounds,on three sides, a parcel of property owned by the Greeley Gas Company. To the north and east of the site, warehousing for Enterprise, Inc. and Sergeant's Pet Products. Storage units (Mini Storage) and a car wash (Ultra Wash, Inc.)exist to the south of this site. It will be the responsibility of the property owners; present or future, to ensure that any development planned in the future is compatible with the surrounding area businesses. • Image and Design- It will be the responsibility of the property owners, present or future, to ensure that any development planned in the future compliments or enhances the image of the Town of LaSalle. • Parks, Recreation, Trails and Open Space—None are planned at this time. • Transportation—The property presently has access from U.S. Highway 85. No transportation plans will be developed until a specific use for the property has been defined. • Public Improvements—Until a specific use for the property has been defined, we can not offer any methods to conserve water. This of course reflects on sewer usage also. Hello
