Dear Mr. Vaad:
As you may recall, on October 9, 2002, Mike Silverstein of my staff presented to the Weld
County Commissioners the proposed revisions to the Greeley area maintenance plan for carbon
monoxide. One key element of the plan is the elimination of two emission reduction strategies from
State and federal regulations by January 1, 2004 - the oxygenated gasoline program and the inspection
and maintenance (I/M) program. The Commissioners expressed support for the plan as drafted.
There has been a recent development regarding the proposed plan. The Greeley Planning
Commission has approved of the plan with one modification- that the I/M program be removed from
federal regulation but be retained as a State-only requirement until an evaluation of alternative UM
programs is completed in 2003. Once evaluated, possible options include retaining the I/M program in
its current form to be administered by either the State or local governments, implementing a hybrid
program, or eliminating the program altogether.
I wanted to inform you of this development so that Weld County could provide input at future
meetings. The North Front Range Transportation and Air Quality Planning Council will be considering
the Greeley area plan at its December 12, 2002 (6:00 p.m.) meeting to be held at the CDOT Region 4
offices, 1420 2nd Street, Greeley. The Colorado Air Quality Control Commission has scheduled a public

hearing for December 19, 2002 in Denver to consider the proposed plan. If there are any questions
