RE: APPROVE AGREEMENT FOR 2002 PAVEMENT TESTING PROGRAM AND
AUTHORIZE CHAIR TO SIGN - STANTEC CONSULTING, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement for the 2002 Pavement
Testing Program between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Public Works, and
Stantec Consulting, Inc., with terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Agreement for the 2002 Pavement Testing Program between
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Department of Public Works, and Stantec Consulting, Inc., be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 5th day of August, A.D., 2002.

Agreement with Stantec Consulting, Inc. for the proposed 86 miles of the 2002 Pavement
Testing Program. Enclosed are the Acceptance Notice,the Certificate of Insurance,and the
Board-approved work session for this project.
Please return a copy of the signed agreement to Dean Dreher at Public Works.
The appropriate documentation is attached.

AGREEMENT
THIS AGREEMENT, made this 10 day of July. 200Z, by and between THE BOARD OF
WELD COUNTY COMMISSIONERS, and
Stantec Consulting Inc.
doing business as
Santee Consulting Inc.
hereinafter called "Contractor".
WITNESSETH: That for and in consideration of the payments and agreements hereinafter mentioned:
1. The Contractor will commence and complete the phased
construction of
2002 PAVEMENT TESTING PROGRAM
As oer received_proposal dated June 14, 2002
2. The Contractor shall furnish all material, supplies, tools,
equipment, labor and other services necessary for the construction •
and completion of the project as described in the received proposal
dated June 14, 2002.
Working Hours
Unless special arrangements are made with the Engineer, work shall
be done only during regular and commonly-accepted or prescribed
working hours. No work shall be done at night, holidays, or Sundays
unless special permission shall be given by the Engineer.
Prolegt Safety
The Contractor shall take all reasonable precautions in the
performance of the work under this Contract to protect from all
hazards to life and property, and shall comply with all health,
safety, and fire protection regulations and requirements.
Traffic Control and Signing
The Contractor shall provide, install, move and maintain the signing
required. Signs shall be in compliance with the Manual on Uniform
Traffic ;ontrol Devices.
3. The Contractor shall complete all phases of the work by
October 15, 2002.
4. The Contractor agrees to perform all of the work described in the
Contract Documents and comply with the terms of herein for the sum
of:
Thirty nine thousand. nine hundred and seventy six dollars
($39.976.00) for the project 2002 PAVEMENT TESTING PROGRAM

5. Payment
Partial payment under the Contract shall be made at the request of
the Contractor once each month, based upon partial estimates, to be
furnished by the Contractor and approved by the Engineer.
6. This Agreement shall be binding upon all parties hereto and their
respective heirs, executors, administrators, successors, and
assigns.
IN WITNESS WHEREOF, the parties hereto have executed, or caused to be
executed by their duly authorized officials, this Agreement, each of which shall
be deemed an original on the date first written above.

RE: Approval for the 2002 Pavement Testing Proposal from Stantec Consulting, Inc.

Brief description of the problem/issue: Stantec submitted a proposal for the 2002 pavement
evaluation and related services. Stantec is the only vendor that has the ability to perform the testing
and electronically transfer the data in our Pavement Management Software System. Stantec has
satisfactorily performed this testing since 1995.
Stantec's proposal for the 86-mile project is$39,976.00. This expense is under the 2002 anticipated
$50,000 proposed budget.
1. Project Setup and Management $ 1,500
2. Deflection Testing (approximately 1,516 tests @ $12.65 each) 19,176
3. Cores (177 @ $84.18 each plus) 14,900
4. Analysis & Report ($51.16 per mile) 4,400
Total: $39,976
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
5) Approve the proposal from Stantec that has proprietary rights to transfer data to our computer
system.
6) Accept a bid from another vendor that does not have the proprietary rights to transfer the
field data to our existing Pavement Management System. The result would be that
approximately 16,676 deflection readings would have to be manually input in our system.

Reference: 2002 PAVEMENT TESTING PROGRAM PROPOSAL
Stantec Consulting Inc. is pleased to provide this proposal to Weld County for the above noted
project. The fees are based on performing testing services on approximately 86 centerline miles
of various county roads. The road sections tested will conform to the sections in the County's
PMA database. This will facilitate the loading of the deflection data. Stantec will provide this data
in an electronic file ready to append to the existing database.
County 2-lane Roads:
Deflection tests will be performed by Stantec Consulting Inc. at approximately 600' centers in
each direction. The test locations will be offset by approximately 300', from those in the opposing
lane. A minimum of 3 tests will be taken per section.
Buildings The coring services and report will be provided by P.S.I. of Wheat Ridge, CO. Cores will be taken
at a frequency of two (2) per mile,with the cores spaced as evenly as possible on each pavement
Environment section, and with traffic safety as a major determination of core location. The core data provided
will include the thickness of the asphalt section and the thickness of any base course material. A
visual classification of the sub-grade soil type classification and moisture content will be provided.
Industrial All cores will be patched with a concrete mixture.
Transportation Testing will be performed on days and at times, which will minimize the need for any traffic
control. However, where traffic control is considered necessary, it will be appropriate for the type
of testing being performed. The exact locations for coring will be selected with the safety of the
Urban Land field crew in mind. - -

Stantec will provide a report with overlay recommendations for each road section, the raw test
data, core results, and the results of our analysis.
The fees for this project are as follows:
1. Project Setup and Project Management
$ 1,500.00
1. Deflection Mobilization &Testing (Approximately 1516 tests) $19,176.00
2. Cores and Core Data Report(Approximately 177 cores) $14,900.00
3. Deflection & Core Data Analysis and Report
$ 4,400.00
Total $39,976.00
The coring sub-consultant, PSI,will use traffic control, as necessary,for Task 2.
The County has provide:
(1) a map of the pavement sections, to be tested
(2) a list of the pavement sections to be tested,with traffic counts
Assumptions include:
(1) 4% commercial growth rate
(2) 35% commercial traffic
(3) 500 AADT for Section#00000S8770, 23 RD,from 24.5 RD to 26 RD
Stantec understands that the County wishes to have this testing conducted during the summer of
2002. A draft report will be provided within 6 weeks of the receipt of all field data. The final report
will follow the receipt of the County's comments on the draft report.
