Hodges Design, LLC, to represent me in my endeavor to create an Agricultural Events
Center through the Use by Special Review Process on land located in the South half of
Section 9, Township 7 north, Range 67 west of the 6th P.M., Weld County, Colorado.

USE BY SPECIAL REVIEW QUESTIONNAIRE
1. Explain, in detail, the proposed use of the property.
The 34.9-acre parcel will be developed primarily as an equestrian park and training facility.
Private memberships to the training facility will be sold. Members are allowed use of the outdoor
and indoor arenas to be constructed. During weekdays, 4-H and other equestrian events will be
scheduled for members. Weekend events will be open to the public. Twenty regional equestrian
events will also be held throughout the year. Thirty local events will be held throughout the year.
In addition to the indoor and outdoor arenas, a small concessions area will be provided for limited
refreshments. A 29,000 square foot space within the indoor arena is identified in application
materials for future retail activities.
Other uses for the property include livestock auction, antique shows and auctions, dog events,
boat and motorhome shows.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22.
Section 22-2-60.8 A.Goal 2, 'Allow commercial and industrial uses which are directly
related to or dependent upon agriculture to locate within agricultural zoning when the impact to
surrounding properties is minimal, and where adequate services and infrastructure are available."
Section 22-2-150.8.1 C.Goal 2, "Ensure the compatibility of commercial land uses with
adjacent land uses."
An equestrian center is directly related to, and dependent upon, agriculture. The proposed site
buffering and landscaping plan, coupled with the natural site topography minimizes negative
impacts to surrounding properties. We propose to connect to North Weld Water District at our
expense.
Section 22-2-150.A.1 C.Goal 1, "Encourage the expansion and diversification of the
commercial economic base."
An equestrian center in this location provides convenient access to residents of Northern
Colorado and the greater region.
Section 22-2-150.F.1 C. Goal 6, "Ensure maintenance of a quality commercial environment
which is free of unsightly materials, including inoperable vehicles, unscreened outdoor storage of
items, refuse and litter."
The success of our business relies heavily upon a healthy, clean and aesthetically attractive site.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 and the zone district in which it is located.
Based upon calculations in a table found in Section 23-1-90 under the definition of Animal Unit,
this 34.9 acre site is allowed to have 139.6 cattle, bison, mule, ostrich, elk, or horse by right. This
application proposes to keep a maximum of 100 head cattle on site. Over-night boarding of 400
horses may be accommodated in the Stalling Barn. A maximum of 400 stalls measuring ten feet
by ten feet will be located in a covered building to accommodate such boarding needs for events.
Weekly boarding will be provided for the horses of owners and horses in training. This number
shall not exceed 40 horses.
The Operation Standards of Section 23-2-250 and Design Standards of Section 23-2-240 were
consulted in the design of the site. Additional comments from referral responses and coordinated
Staff Comments will be incorporated into the operation and design of the site.
This application supports the intent of the Agriculture Zone District, found in Section 23-3-10, as
follows, "The Agricultural Zone District is indented to provide areas for the conduct of agricultural
activities and activities related to agriculture and agricultural production without the interference of
other, incompatible uses. The Agricultural Zone District is also intended to provide areas for the
conduct of USES by Special Review which have been determined to be more intense or to have
a potentially greater impact than USES Allowed by Right." This uses called out in this application
are directly dependent upon agricultural uses.
This application is made exceeding the number of animal units kept on site during special events
and the volume of vehicular traffic all allowed by Section 23-3-20.T.
This application conforms to the following sections outlined in Uses by Special Review in the
Agriculture Zone District, Section 23-3-40:
Section 23-3-406.14 LIVESTOCK sale barns and facilities
Section 23-3-40B.17 Rodeo Arenas, Commercial
Section 23-3-40B.18 Roping Areas, to include both indoor and outdoor arenas,
Commercial
Section 23-3-40Q ANIMAL BOARDING where the maximum number of ANIMAL
UNITS permitted in Section 233-50D below are exceeded
and/or the traffic that is generated by the boarding activity
exceeds sixty(60)trips per day to and from the property.
4. What type of uses surround the site? Explain how the proposed use is consistent and
compatible with surrounding land uses.
Surrounding property uses include crop production, rural residential, cellular towers, and Cactus
Hill Ranch Company(commercial sheep feed lot). Three residential uses surrounding this
property include outdoor and indoor arenas.
5. Describe, in detail,the following:

50' x 150' hay/feed Storage Barn
e. What type and how many animals, if any,will be on this site?
Thirty(30) beef cattle and fifty to seventy(50-70) head roping cattle will be kept
on site for event practice. Additional cattle may be necessary during regional events.
Weekly boarding will be provided for the horses of owners and horses in training. This
number shall not exceed 40 horses. It is important to note this application is not for
boarding. However, short-term overnight stalling is anticipated during events.
f. What kind (type,size,weight)of vehicles will access this site and how often?
Employees will use passenger cars, making one trip to the site per day.
50 Pickups outfitted with horse trailers, making one trip to the site per day.
Tractor-trailer to pick up and deliver cattle, making one trip per month.
g. Who will provide fire protection to the site?
We have been in contact with Poudre Valley Fire Protection District to address their
concerns and incorporate those into the design of the site.
h. What is the water source on the property? (Both domestic and irrigation).
North Weld Water District will supply water to the site after the extension of an 8-inch
water line. Irrigation will be supplied through one share of North Poudre Water.
I. What is the sewage disposal system on the property? (Existing and proposed).
Currently,the site is vacant. We are proposing a 2,000 gallon septic system to serve the
site. The Colorado State Board of Health developed guidelines on individual sewage
disposal systems which shall be followed. (According to the State Board of Health, this
site requires a system designed to adequately handle capacity of 200 people per day x 5
gallons per person. With 15 employees x 15 gallons per employee per day, the system
would need to handle 1,150 gallons per day. This figure needs to be further multiplies by
1.5 for design which is 575 gallons per day. The total is a 1,625 gallon system.) Please
see attached maps for delineation of placement, setback and replacement fields.
Portable toilets will be added to accommodate increased need during special events.
j. If storage or warehousing is proposed,what type of items will be stored?
A tractor and mulching machine will be stored on site.
6. Explain the proposed landscaping for the site. The landscaping shall be separately
submitted as a landscape plan map as part of the application submittal.
Perimeter fencing will be installed. An entrance landscape display will include low-maintenance
sod, trees and shrubs. The remainder of the property will be maintained in pasture vegetation.
The west, north and east perimeters will be planted to Austrees for a quick establishing wind-
y-- break.
7. Explain any proposed reclamation procedures when termination of the Use by Special
Review activity occurs.
Not applicable.
8. Explain how the storm water drainage will be handled on the site.
A detention pond will be located in the northeast corner of the property. Natural drainage
patterns indicate this the best location for the detention pond.
9. Explain how long it will take to construct this site and when construction and landscaping
is scheduled to begin.
Six month construction period will begin with the plat filing and approval for building permits.
Excavation and water line installation will be the first step followed by the outdoor arena and then
the indoor arena.
10. Explain where storage and/or stockpile of wastes will occur on this site.
The animal pens will be cleaned on a regular basis. Waste will be removed and delivered to a
composting facility owned and operated by Skye Weitzel of Fort Collins. A letter from Skye
Weitzel is included in application materials.

Dear Lauren:
I thought I would email you our thoughts on the other uses for the
Saddler Arena. If you could give me your thoughts I would appreciate
it. I also would like an idea how you would like this in a formal
letter so I can get one to you. Mike has been very busy and seems not
to have made it to Greeley. I thought you and me could communicate via
email and get this done in a hurry.
Here are our thought for addition non-ag/equestrian uses for the arena.
Our plan is to use the arena 3-6 times a year for non-equestrian/ag use.
Some of the things we were thinking about are:
1. Dog Trials
2. Boat Show
3. Motor Home Show
4. Home and Garden Show
5. Etc.
None of these type uses would be done if they exceed our initial
proposal of 500 people until we get sewer to the facility. Also, we are
planning to use portable toilets when we get close to the 500 people
limit so as to not stress the septic system.
Could you see if we can get a meeting with Char, yourself, Mike, Todd
and me in the next couple of weeks so we can discuss the fine points of
these issues? Let me know a day and time and we will be there.
