WITNESSETH: WHEREAS, Rodriguez filed an Application for Site Specific Development Plan and Special Review Permit, USR-1371 and USR-1372. WHEREAS, Carlson has concerns and objections regarding the permit pursuant to their March 18, 2002 letter to the Weld County Planning Commission; and NOW, THEREFORE, in consideration of the mutual covenants and promises of the parties hereto, 1.
