Dear Ms.Taylor.
The Department of Planning Services is in receipt of your letter dated October 13,2002 and offers the
following comments specific to the re-platting of existing lots. Your letter to Brenda Archuleta of Security
Title Guaranty Company of Brighton stated that there are two individuals who want to purchase three
lots for two hangar buildings. Each owner would purchase the end parcel and sham an Interest in the
interior parcel.
The Department of Planning Services in their letter dated April 3.2000 from Robert Anderson, Planner
stated'The Weld County Department of Planning Service's Staff has determined that Platte Valley
Airpark's request to change the proposed hangar configuration on Block 2, (Lots 1-6)from six small
hangars to one large or two to four small hangars does not constitute a substantial change from the
original application as long as the combination of lots required for the proposed larger hanger or hangers
are sold as a single unit to a single buyer and that the platted lots are not reconfigured."
"The platted lots shall remain as separate legal parcels. Reconfiguring the lots would require Re-
Subdivision with all associated applications, requirements and fees."
"One potential area of concern,for planning staff,was if any utilities or utility easements between the lots
were in place."
The proposal to combine three existing lots into two new lots for the purposes of constructing two new
hangers owned wholly In part by two individuals does constitute a substantial change from the original
application. Given this proposed action to reconfigure the lots, the Department of Planning Services will
require a Re-Subdivision application and re-platting of the PUD,

Dear Ms. Taylor:
The Department of Planning Services received your letter dated August 26, 2002 concerning the
relocation of the detention pond to another location southeast of the existing T-Hangar structure. Your
request was forwarded to the Department of Public Works for consideration and review.
This office received a memorandum from the Department of Public Works concerning your request
dated September 3, 2002. The Department of Public Works notes that Platte Valley Airpark has
contacted Drexel, Barrell & Company to engineer and design a new detention pond and supply an
appropriate drainage plan for the airport.
The Department of Public Works foresees no problems with the relocation of the detention pond as long as
it remains within the PUD application boundary as delineated on the S-409 plats. However, Drexel, Barrell
&Company will be required to supply a new drainage plan and study verifying that the f';ilitywill retain and
release at the h 'urIcal :ate any run-oil associated with the drainage report to t`,t: ;.partment of Public
Works for review and approval prior to construction.
Given this revision to the existing plats,the Department of Planning Services and the. Department of Public
Works requests that the new detention pond area be bonded to insure the construction on site. An
Improvements Agreement may be obtained through the Department of Planning ::::r'ices or the office of
the Clerk to the Board.

Dear Mr. Ogle:
I am contacting you in regard to the existing PUD S-409 for Platte Valley Airpark, as
you are familiar with the history of this project. If I should be directing this
correspondence to someone else, I would appreciate your assistance in forwarding this
letter and advising me accordingly.
We are requesting permission to modify the current PUD by relocating the proposed
detention pond to a southeast location to allow the existing T-Hangar structure to remain
in place parallel to the east/west taxiway. This T-Hangar unit is a major source of revenue
for the airport and, if possible,we would like to avoid the expense of relocating it to
another location.
As you may recall, this modification was previously requested in our letter to Weld
County Department of Planning Services, dated January 17, 2000. Subsequently,this
request, along with several others,was,denied in your letter of February 11, 2000,
advising that an amendment to the PUD would be required. Since this time, we have
learned the Grading and Drainage Exhibit/Map outlining the proposed detention pond
was never formally recorded with the PUD. It was on file with Public Works, but was
never formally reviewed or approved by the Board of County Commissioners. I.have
talked with Lee Morrison, and based on this discovery, he suggested that we once again
try for this minor variance to the PUD. Lee Morrison can give you additional
information on this unusual circumstance if necessary.
Please be assured that we have no intention of eliminating the detention pond or altering
the natural/historical flow of drainage on the airport property. We only,desire to relocate
an identical drainage system for the benefit of the airport operation. Enclosed, you will
find a proposal from Drexel, Harrell & Company, to engineer and design a new detention
pond and appropriate grading plan for the airport. Our contact, Gary Odehnal, has

reviewed the original grading and drainage map and PUD application material,including
the drainage study, and has assured us that the pond can be relocated to achieve all of the
original requirements for flow and release at the historical rate.
Based on these facts and arguments, we are hopeful that the Department of Planning
Services will approve our request.

SCOPE OF SERVICES
FINAL DESIGN
PROJECT STARTUP AND DATA GATHERING
Task 1 -Meetings, Research, Investigation and Review: Drexel Barred will research,
investigate and review existing documents and reports relevant to the, project. In
addition, Drexel Barrell will review and verify project design criteria with the client and the
Country staff before commencement of design work. Drexel Barrell will also meet (as
required) with City staff to identify background information and incorporate staff
suggestions, recommendations and other requirements.
FINAL SURVEY SERVICES
Task 1 -Site Topographic and Utility Survey: Drexel Barrel)will provide a field survey of
existing topographic conditions with contours and spot elevations. Existing buildings (T
hangers) will also be field located as part of this survey along with selected surface
features and pavement areas.
FINAL ENGINEERING SERVICES
Task 2-Final On-Site Grading and Drainage Plan: Based on an accurate, scaled site
plan from the client's preliminary engineering (preferably In AutoCAD format), Drexel
Barrel)will prepare a Final Grading and Drainage Plan at an appropriate scale(1"=20').
The plan will detail fine grades, establish drainage patterns and size required storm
sewers and inlets.
Task 3 Final On-Site Drainage Study: Drexel Barred will provide a Final Drainage Study
meeting the requirements of the Masler Drainage study and Weld County. The study
will estimate the runoff from the development site during the initial and major(100 year)
storm events. The study will serve to act as an addendum to the original study as
approved in Sept. 1986 by Acklam and Associates.
Task 4-Erosion Control Plan and Calculations: Drexel Barred & Co. will provide the
required erasion control plan and calculations per State requirements.
Task 6-Reprographics and Reimbursables: Drexel Barrel) has estimated an amount to
cover routine project reprographics and reimbursalbes. This does not cover the cost of
printing contractor bid sets or other reirnbursables beyond the final engineering phase.

PROFESSIONAL FEES
Drexel Barrell agrees to provide the services described in our Scope of Services on an
hourly basis with a Cost-not-to-exceed,for the amounts shown on the attached `Estimate of
Hours and Fee." Drexel Barrell &Co.will send monthly invoices detailing the hourly charges
incurred.
Naturally, any significant City, Client, architect, or outside agency-initiated change in project
scope or direction would require a corresponding modification to the fees listed.
CONDITIONS,ASSUMPTIONS,AND EXCLUSIONS
The following conditions, assumptions, and exclusions are an integral part of this proposal:
1) Thls estimate assumes that the proposed lot is subdivided per existing regulation
and that there Is no requirement for a final subdivision plat or on-site easements.
2) Drexel Barrell has provided time and fees to convert the Owners site plan into our
computer system and make requisite adjustments. Large or significant changes
to the site plan after final design work has commenced will result in additional
charges to the client to cover these changes.
3) Geotechnical (soils)engineering is to be provided try others.
4) No environmental assessmenthazardous waste)services are included.
5) Site planning, architecture, landscape architecture, mechanical engineering,
structural engineering (except for small site retaining walls less than 3' high),
electrical engineering, and other building related trades are excluded from this
proposal and note part of our services.
6) Although we consider ourselves experts at the tasks we have offered to provide,
we cannot control the actions of review agencies. Therefore, no guarantees
regarding outcomes are expressed or implied.
7) If conditions materially change during the course of this project, we reserve the
right to re-negotiate this contract to reflect the changed conditions.
8) All Drexel Barrell invoices are due and payable within 30 days of the invoice date.
Payments not received within said period will accrue a late fee on the unpaid
balance at the annual rate of 18 percent, compounded daily.
