RE: COMMITMENT TO PARTICIPATE IN NEGOTIATIONS OF AN
INTERGOVERNMENTAL AGREEMENT TO CREATE THE NORTH FRONT RANGE
TRANSPORTATION AUTHORITY
WHEREAS, the Board of County Commissioners of Weld
County, Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado,
and
WHEREAS, the Board of County Commissioners, pursuant to its authority under
Section 43-4-601 to 621, C.R.S., and the Colorado Constitution Article XIV, Section 18(2)(a),
may enter into an intergovernmental agreement with a combination of other municipalities and
counties to form a transportation authority, and
WHEREAS, said transportation authority would have the power and authority to finance,
construct, operate, and maintain rural transportation systems within and outside the boundaries
of the authority, and
WHEREAS, ten municipalities and one other county have expressed the desire to
participate in the negotiation of an intergovernmental agreement to create the North Front
Range Transportation Authority, and
WHEREAS, the Board of County Commissioners of Weld County wishes to express its
desire to also participate in such negotiation and to appoint Commissioner Glenn Vaad as its
representative in such negotiations.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that Weld County shall be a participant in the negotiation of an
intergovernmental agreement to create the North Front Range Transportation Authority.
BE IT FURTHER RESOLVED by the Board that Commissioner Glenn Vaad is appointed
to participate in such negotiations, with such negotiations being subject to the direction and final
approval by the board.

The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 8th day of July, A.D., 2002.
