Dear Mr. Smith:
The Hazardous Materials and Waste Management Division (Division) of the Colorado Department of Public
Health and Environment has reviewed your responses dated July 27,2001,September 15, 2001,July 19, 2002 and
September 3,2002 to the Compliance Advisory(certified mail P 335 550 973)issued to Stromo Composting,
LLC on May 14,2001. Based on the information contained in the submitted reports, correspondence and
observations from the May 9,2002 inspection of this facility,the Division finds that compliance with all of the
violations sited in the Compliance Advisory have been achieved.
This No Further Action letter shall not preclude the Division from issuing an Administrative Enforcement Action,
bringing a civil action or seeking a civil penalty pursuant to 30-20-113, C.R-S.for violations cited in the
Compliance Advisory. If the violations sited in the Compliance Advisory occur in the future,the Division may
issue a subsequent Compliance Advisory and/or Compliance Order. A copy of the No Further Action letter will
be attached to the Compliance Advisory in the facility's file at our office.

The liner testing for Stromo LLC's stormwater containment pond has been
"1 completed, Earth Engineering Consultants,Inc. (EEC)had a flexible wall
115O14 � permeability test run as outlined in their attached letter. The results of that test
M showed apermeability factor(k) of 1.5 x 10'6 cm/second. Utilizing this permeability
't or r factor,th'e 18-inch liner thickness installed and Darcy's Law results in a total head
� f rill,; :fd. tliat can exist and meet the specification-of 1.0 x 10 cm/second is 8.5 feet. The

Subject: StroMo Compost Facility—Third Quarter Inspection,2002
Dear Mr.Smith:
On August 23, 2002, a routine inspection of the StroMo Compost Facility, located at 21970 WCR 30, in
Weld County, was conducted. The purpose of the inspection was to inspect.and assess the facility's
compliance with the'Regulations Pertaining to Solid Waste Disposal Sites and Facilities' (the Regulations)
(6 CCR 1007-2) as promulgated by the Solid Waste Disposal Sites and Facilities Act, Title 30, Article 20,
part 1, C.R.S., as amended, and the development standards set forth in Use by Special Review Permit
#1276(USR-1276).
On this date, it was observed that the facility was in compliance with both the Regulations and USR-1276.
However, please be aware,the compliance advisory issued May 14, 2001, by the Colorado Department of
Public Health and Environment, may not yet be resolved.
