From the information in the application, it appears that this is for industrial/commercial land use only. Without a residential component there would be no direct student impact to the School District, thus, the School District would not be in opposition to this proposal. If the proposal does contain residential land uses, the District would appreciate receiving the plans to determine any student impacts. Students from any residential unit in this area would attend Mead Elementary, Mead Middle, and Skyline High Schools. Planning DATE: July 31, 2000 CO FROM: Pam Smith, Weld County Department of Public Health an • Environment COLORADO CASE NO.: Z-548 NAME: California Home, Inc. • The Weld County Health Department has reviewed this proposal. We have also observed the site. The application has satisfied PUD Ordinance No. 197 in regard to water and sewer service. Water will be provided by the Little Thompson Water District and sewer will be provided by St. Vrain Sanitation District. Will serve agreements from both districts were included in the application materials. The impact plan provided in the application appears to meet the requirements of the PUD ordinance. The specific uses in the PUD were not identified in the application. Additional review will be required as each use is subject to the Site Plan Review process. The Department recommends approval with the following conditions: 1. The applicant shall obtain water service from the Little Thompson Water District . 2. The applicant shall obtain a storm water discharge permit from the Water Quality Control Division of the Colorado Department of Public Health and the Environment, if required. Silt fences shall be maintained on the down gradient portion of the site during all parts of the construction phase of the project. 3. During development of the site, all land disturbance shall be conducted so that nuisance conditions are not created. If dust emissions create nuisance conditions, at the request of the Weld County Health Department, a fugitive dust control plan must be submitted. 4. In accordance with the Regulations of the Colorado Air Quality Control Commission any development that disturbs more than 5 acres of land must incorporate all available and practical methods which are technologically feasible and economically reasonable in order to minimize dust emissions. a) If land development creates more than a 25 acre contiguous disturbance, or exceeds 6 months induration,the responsible party shall prepare a fugitive dust control plan, submit an air pollution emissions notice,and apply for a permit from the Colorado Department of Public Health and Environment. 5. The"Right to Farm"covenant shall be placed on the plat. (303) 772-0710• FAX(303)651-7702 VIEW July 17,2000 Mr.Chris Gathman Weld County Planning Department 1555 North 17th Avenue Greeley,CO 80631 Dear Mr.Gathman: I have reviewed the submitted material pertaining to the change in zone for the Delcamino North Ridge Business Park located south of and adjacent to Weld County Road 28; east of and adjacent to 1-25 Frontage Road (Case Number: Z-548). The property named is within the boundaries of the Mountain View Fire Protection District and receives service from the District. The Fire District does not object to the change in zone, provided the development is able to meet the requirements of the Fire District. All applicable codes as they pertain to water supply, fire hydrant locations, street designs, and fire department access must be met. Construction plans for the utilities, showing the configuration of streets, the location of fire hydrants, the size of water mains and available fire flows will need to be submitted to the Fire District for review and approval before the final plat is approved. It should be noted,the maximum spacing between fire hydrants on public streets and along fire apparatus access roads is 300 feet in commercial subdivisions. Hydrants, as shown on the plan submittal, do not meet the spacing requirements of the Fire District and Uniform Fire Code. As soon as the fmal plat is approved, the applicant must provide to the Fire District an eight and one half inch by eleven inch map of the subdivision showing the street configuration, street names, hydrant locations and addresses of the lots if available. The Fire District reserves the right to make further comments as development proceeds. Nothing in this review is intended to authorize or approve of any aspect of this project that does not comply with all applicable codes and standards. Z-548 '1. Building permits are required before any buildings or structures, are built, remodeled, moved, or demolished. Building permits shall be obtained before any excavation. 2. Electrical permits shall be obtained for any irrigation systems for the development. 3. All buildings shall be engineered. Engineered foundations shall be based on a site-specific geotechnical report or an open hole inspection performed by a Colorado licensed engineer. r 4. The allowable floor areas of buildings shall be limited by Section 504 of the 1997 Uniform Building Code (UBC) 5. All buildings shall maintain distances from property lines and adjacent buildings as outlined in Section 503 and Table 5-A of the UBC. 6. Fire-protection systems shall be installed as required in Chapter 9 of the UBC. 7. Handicap accessibility shall be provided to all buildings. All buildings shall be accessible as required in Chapter 11 and Appendix Chapter 11 of the UBC. 8. The appropriate fire district shall receive a complete set of construction documents prior to the development of any specific site. 9. Additional requirements or changes may be required when building applications or plans are reviewed by the Weld County Building Inspection Department or the Union Colony Fire District. SUBJECT: Z-548, Del Camino-North Ridge, Change of Zone COLORADO The Weld County Public Works Department has reviewed this Subdivision Change of Zone request. Our comments and requirements are as follows: COMMENTS: This project is within the planning boundaries of the future WCR 9.5 between State Highway 66 and State Highway 119. Unfortunately, due to the number of landowners in the area, a decision on the final location of WCR 9.5 may take several months. The developer is encouraged to meet with the Public Works Department and his neighbors to expedite this process. The drainage study was included, but Public Works has not had time for a thorough review. Is there an agreement with the property owner to the south to build one-half of North Ridge Road? If not, the developer will be required to dedicate the entire right-of-way and build at least a 24'wide paved section. RECOMMENDATION: Denial DEVELOPMENT CONDITIONS (If Approved): The developer agrees to eliminate all direct access to Benjamin Avenue and provide the possible 120' right-of way required for a minor arterial.
