This document fulfills the statutory requirement pursuant to C.R.S. 31-12-108.5 of filing one copy with the Board of County Commissioners governing the area proposed to be annexed. This is a City-initiated annexation request, per our Outside of City Water Agreement, dated May 4,2000. COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected Growth Area, Urban Growth Area, and Mid-Range Expected Service Area. It is outside the Municipal Services Suitability Area because it lies outside the Fire Department's five-minute response area. Comprehensive Plan Policy GR3.4 states that when considering a proposed annexation, the City should find persuasive evidence that the inclusion of the property into the City's jurisdiction meets Comprehensive Plan growth objectives and can be developed in a manner which will be a positive addition to the City, improve the quality of Greeley's neighborhoods, and can be provided with municipal services. Additionally, the proposed annexation promotes the geographical balance of the City's land use-pattern; it will not expand the outer municipal boundaries. Adequate services are available to support the existing development; however, the property lies Page 2 of 3 outside the Fire Authority's five-minute response time. The annexation would provide for a continual and rational boundary. The site currently contains a church and road rights-of-way. East - Weld County A West - Weld County A & City of Greeley H-A SURROUNDING LAND USES North - Agricultural South - U.S. Highway 34 Bypass East - Single-Family Residences West - Rural Residences and Agricultural ANALYSIS The 16.85-acre parcel is located generally northeast of U.S. Highway 34 Bypass and 7V Avenue. The site lies within the Long-Range Expected Growth Area, Mid-Range Expected Service Area, and Urban Growth Areas. It is outside the Municipal Services Suitability Area because it lies outside the Fire Department's five-minute response time. The proposed annexation would be consistent with present growth patterns and Comprehensive Plan policies. All State of Colorado statutes and City of Greeley guidelines for annexation appear to be met by the proposed annexation. Since the property is already developed with a church, and the balance of the proposed annexation contains only road right-of-way, there would not be any school-age students generated by the proposal.
