WELD COUNTY COUNCIL
February 19, 2002

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at the Weld County Centennial Center, 915 10`h Street, Greeley,
CO, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Joyce Smock. Vice
President Mitchell Martin, Councilman Dwaine Kurtz, and Councilman Douglas
Rademacher were present, constituting a quorum of the members. Councilwoman
Jody Malone was excused. Also present: Mr. Walt Speckman, Sandy Bright, Emily
Hegenu, Jay Porter, and the Council secretary, Bev Thomas.
REVIEW PROGRAM: Mr. Walt Speckman, Executive Director of the Weld County
Division of Human Services, presented an overview of the major components of Human
Services including: a family education network (Head Start, Migrant Head Start, and
other programs for children and parents); services for Weld County's senior population;
job services and training programs; and Temporary Assistance to Needy Families
(TANF.) He stated that self-sufficiency and independence are the goals of all the human
service programs, and that ninety-percent of all Weld County Human Services programs
are federally funded.
TANF was the focus of Mr. Speckman's review. He gave a historical overview of welfare
and welfare diversion activities in Weld County leading to the present TANF program.
He outlined the work his department does with TANF clients including: types of clients,
intake, referrals, placement, tracking/auditing and post-program intervention.
Sandy Bright, area child care provider, gave her perspective on the difficulties of
providing child care for TANF clients because of the reduced payments available for
their children's care.
The Council meeting resumed at 7:50 p.m. after a five-minute break.
AGENDA ADDITIONS/APPROVAL: Councilman Douglas Rademacher made a motion
to approve the additions to the agenda after the first printing. The motion carried.
APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the
January 15, 2002 Council meeting minutes. The motion was seconded and carried.
PUBLIC COMMENT: There was no further public input.

UNFINISHED BUSINESS:
Salary-Setting Time Line
Councilman Dwaine Kurtz presented a proposed time-line for the Council's elected
officials salary-setting responsibilities for 2002. Councilman Dwaine Kurtz made a
motion to adopt the salary-setting time-line as printed from June through October 2002.
Councilman Douglas Rademacher seconded the motion and it carried.
NEW BUSINESS:
APPOINTMENTS AND ANNOUNCEMENTS: Councilman Kurtz will represent the Weld
County Council at the County's February 26, 2002 Strategic Planning Meeting.
Council members were urged to attend the March 8, 2002 Southwest Weld
Administration Building Open House where County Advisory Board Members will be
honored.
CORRESPONDENCE: Council members reviewed the correspondence.
COORDINATOR REPORTS:
County Coroner's Office
Vice President Mitchell Martin reported that he and President Joyce Smock had met with
Weld County Coroner Scott Anthony just before the February 19' Weld County Council
meeting. Vice President Martin said that he saw no need for the Council to intervene in
the Coroner's office personnel matters although a coroner's office staff member has
repeatedly contacted the Weld County Council.
It was agreed that Weld County Coroner Scott Anthony would be invited to present a
review program at the May 2002 Council meeting.
Sheriff and Communications Departments
Councilman Douglas Rademacher reported he had the opportunity to visit with Weld
County Sheriff Department staff. He has asked Captain Statler, Director of
Communications, to present a review program at the April Council meeting

Councilman Dwaine Kurtz made a motion to pay the bills as listed:

The January 15, 2002 Weld County Council minutes state that $49.68 was approved for
mileage reimbursement for President Joyce Smock. The actual payment was for $41.40.
ADDITIONS: Councilman Dwaine Kurtz will check in with the Public Works Department
as needed until Councilwoman Jody Malone is able to resume her coordinator duties.
ADJOURNMENT: The meeting was adjourned at 8:35 p.m.
