We, Ronald Burch &Linda Burch of Block 19,Dream Acres; 5221 WCR 16% are
protesting or voting against the following action:
Case#USR-1364, Site Specific Development Plan and a special review permit for an
airstrip (Helicopter Landing Facility)in the A(Agricultural)Zone District.
This is an agricultural zoned area which has several homeowners with horses and cattle.
We feel that what this area is zoned for is not prudent for a helicopter airstrip which is to
be used as a business. This would cause extra traffic and a hazard to all the homeowners
in the area. This airstrip will be flown in and out of several times on a daily basis. We
moved out here to be in the country with animals, and peace and quiet, not an airstrip.
We feel this is not appropriate for the zoning.

This letter is in regard to a Special Permit for an Airstrip off W.C.R. 16 3/4. We do have
some concerns about this matter. One of the concerns is that the extra traffic going up
and down this road. This road gets busier and busier, for a one lane road. We know for a
fact that the Rhoads teach pilot lessons, this creates a lot more traffic and speeders. Some
people have no consideration.
This area is zoned agricultural and that is the way we would like to keep it. We moved
here for peace and quiet, that we have now and would like to keep. There is a lot of new
home construction going on around here,every corner_ Putting a helicopter pad in now
might not be a good idea. We object to the planes that take off on the airstrip south of us.
They fly pretty low sometimes,right over our homes. We have horses and cows and this
kind of noise sometimes can upset them. Again, we moved here in the country for a
quiet, scenic, type of home life,we like here and would like to keep it the way it is.
Another concern we have is what happens when the property with the helicopter pad
would go up for sale and get sold. What happens to the permit then? Would the new
buyer have to go through the same hearing? Or would it just get put into their name and
they can do more with the permit? In the letter it stated an airstrip and helicopter landing
facility. When I talked to Gina Rhoads she stated it would just be a pad. Which is it?
An airstrip and helicopter facility sounds a lot bigger than a pad. Please explain.
Another concern we have is whether all this work would be done. We signed an
agice vent a few years ago when Rhoads wanted to build their home,they wanted to
bring a mobile home in and live in it while they built. Then it was to be removed after
they moved into the home. They have lived in their home for quite a few years now and
someone was living in the mobile home. It has been removed now,not sure where, but it
should have been removed a long time ago. Also, how do you get an occupancy permit
on a home that is not finished. Doesn't railings have to be put on decks before you can
get an occupancy permit? We are concerned that things will not be done right.

We are sure there are a lot of homes involved in this public hearing and that a lot of
letters were sent out. We are just one property owner making our concerns and or
objections. Don't know how many will get involved in this matter, but even if we are the
only property owner, we have brought our concerns forward and we can do no more. The
I thoads are a wonderful family, but this may not be the right area for a helicopter facility.
We have come forward and told you how we feel. Thank you for taking the time and
reading this letter. Please keep this confidential, we do have to live next to these nice
people.
