WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Notification of Financial Assistance Award for Lifeskills between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, and Presidio, Inc., commencing June 1, 2002, and ending May 31, 2003, with further terms and conditions being as stated in said award, and WHEREAS, after review, the Board deems it advisable to approve said award, a copy of which is attached hereto and incorporated herein by reference. In some cases, this "parenting time,"whether with birth parents or other extended family members, could be safely provided in the home of the birth parent/extended family or in another community location which would be less formal, and more neutral, than alternatives in the County Department of Social Services or other agency buildings. This project is intended to provide supervision for those visitations which are determined by the County Department of Social Services to be appropriate for in- home or in-community visitation sites, other than the formal site provided at the County Department. A continuum of visitation services will be offered, dependent upon the assessment of need of the County Caseworker. The least restrictive service on the continuum would be visual "monitoring"of visitation for physical safety. More restrictive would be "supervising"the visitation, both physically and verbally, for appropriateness of interactions, intervening in behaviors or activities only to assure safety of the children involved. "Therapeutic" services would include more active intervention, support and education of the family members during the visit, as well as time spent separately with adult family members prior to, and/or following, the visitation. Transportation to and from the visitation site would be provided in each of the above-described levels. II. TARGET/ELIGIBILITY POPULATIONS A./B./C. The target population would include any children who are the subject of dependency and neglect actions requiring supervised"parenting time"by the Court or the County Department of Social Services. The maximum number of cases per week served through this program would be thirty(30) and could include children from birth through eighteen (18), with family members of any Page 1 of 6 RFP-FYC-O2005/Presidio/nc ages. The total number of client contact hours with the children will depend on the total number of hours of visitation ordered by the Court, or requested by the County Caseworker, e.g., one case may require one hour per week of visitation with a child and another may require two hours, two times per week. D./E. Bilingual services will not be available. Services in the South Weld County area will be provided in a maximum of five (5) cases per week. F./G./H./I. The average monthly capacity of direct service contact hours with the children would be one hundred twenty(120). The average stay in the program, as well as the average hours per week, would be dependent upon the conditions of the Court Order and/or the request of the County Department of Social Services. III. TYPE OF SERVICES TO BE PROVIDED A continuum of visitation services will be offered by the contracting agency, offering supervision of visitations involving children in out-of-home care at three different levels. The level of visitation services required would be determined by a referral from the County Caseworker and by consultation with the contracting agency Program Coordinator. The total cases receiving services may be divided between the three levels, but may not total more than thirty(30) cases in any one week. The three general categories making up the continuum are: "Monitored"Visitation In some situations, children in out-of-home care need only transportation to visitations with birth family members, a reasonable and safe visitation location and a supervisor to assure that the family members are providing for the safety of the child(ren) during the visit. hi these situations, the visit supervisor would be expected to arrange for and document the location, time and attendance of participants of the visit, and provide a brief written observation of the appropriateness, timeliness and interaction of visit participants. The supervisor would not be expected to stay within hearing distance of the child(ren) and other visit participants in order to monitor the content and appropriateness of conversations. Transportation for the children in care to and from the site, would be provided by the contracting agency. "Supervised" Visitation More restrictive than the first level of the continuum, this visitation would require that the supervisor monitor not only the physical behavior and activities of the visit, but remain within a distance reasonable to monitor communication with the children during the visit. The purpose of the supervised visit might be to assess the level of future intervention needed for continuing visitation, to provide information to the Court and the Department regarding the interaction of the children and other visit participants, or to provide for protection, physically and emotionally, for children in out-of-home placement when the goal is no longer for reunification with the birth family but visitation is still required. Intervention and role modeling, if needed, to impact communication or activities would occur for the purpose of the well-being of the child. Education, demonstrating, coaching, etc. for the birth family would not be the primary goal of this level of visitation. Arrangements for the site of the visit, Page 2 of 6 RFP-FYC-O2005/Presidio/nc whether in home or in the community,would be made by the contracting agency, with the agreement of the County Caseworker, and transportation to and from the visit for the children in care, would be provided by the contracting agency. "Therapeutic" Visitation When the goal of a dependency and neglect action remains reunification with the birth family, supervision at this level would focus on more than assessment of interaction and the safety and well-being of the children, although those goals would certainly be included. If possible, and with the approval of the County Caseworker, this level of visitation should (at least, eventually) occur within the family home. Whether within the home, or in another community setting, this approach will offer role-modeling, instruction and support to the parent in providing nurturing, limit setting, structure and consistency in their interactions with the children currently in out-of-home care. To accomplish these goals without lowering the self-esteem of the parent in front of their children, some of the education would need to occur at a time when the children are not present for the visit, generally just prior to, or immediately following, a visit. Transportation for the children will be provided by the contracting agency. IV. MEASURABLE OUTCOMES 1. Children will be safe, physically and emotionally, during visitation with birth family members pursuant to Court Order or County Department of Social Services request. 2. Visits ordered or requested for children will occur in compliance with the time frame and duration required. 3. Assessment of child/adult interactions at visits will help move the children toward either reunification with birth family or other permanency plans. 4. Parenting support and education by visitation supervisors will move the children toward visitations in their family homes, with the goal of eventual unsupervised visitation and then reunification. 5. If children cannot be returned home, visitation supervision and efforts to assist parents will result in information for the County Department and Courts that will allow for alternative permanency plans to be considered. 6. The County Caseworker will receive written documentation pursuant to whichever level of visitation supervision is being required. 7. Contracting agency visitation supervisors will be available for Court testimony, if requested. 8. Department of Social Services monthly verification, reimbursement requests and program project reports will be submitted as required. Page 3 of 6 RFP-FYC-02005/Presidio/nc V. SERVICE OBJECTIVES The proposed visitation continuum necessitates three levels of service objectives, although one level might conceivably move to the next during the service provision. Monitored Visitation At this level the objective is safe transportation of the children to and from a visit site, physical safety of the children during the visitation and a positive visitation experience for the children in care with birth family members. "Birth family members" could include only siblings who are also in out-of-home care in another placement location. A visitation case does not necessitate the involvement of adults in the birth family. The visit supervisor will provide a monthly account which will be forwarded to the County Caseworker detailing the date, time and duration of the visitation, the participants in the visitation, a brief summary of activities, notice of any critical incidents (including early termination of visit for any reason), and children's attitudes or comments during the visit and during the transportation to and from the visit. The length of service would be dependent upon Court Order or County Caseworker request, until permanency plans for the children in out-of-care are accomplished. Supervised Visitation—Initially, this level of visitation would require information sharing, managed by the visitation supervisor, between the children and visiting family members concerning the purpose of the visits, possible visit locations and the safety arrangements. In addition to the children's physical safety at the visitation, this level of supervision would require a physical proximity to visit participants which would allow for monitoring of verbal communication with the children. The supervisor would be prepared to intervene for either the emotional or physical safety of the children and would be permitted to terminate the visit if the children were at risk. In addition, detailed documentation of conversations, activities and interactions would be provided to the Caseworker, and/or the Court, in order to assess the effect of the visits on the children and the possible need for adjustment, either limiting or extending visitation arrangements. The objective of these visits would be to protect the children, to help the family work toward reunification, possibly moving to a therapeutic level of visitation, and/or to provide information regarding parent/child interaction to allow for other permanency planning arrangements. The visit supervisor would be both qualified and available to testify in Court, if necessary. Therapeutic Visitation—The objective of this level of visitation would be to help the children and the parent move to a level of interaction which would no longer require supervised visitation. In order to achieve this goal, the therapeutic supervisor will not only monitor the children's safety and interactions, but will work with the parent by role modeling, supporting and educating toward the goal of appropriate nurturing, limit setting, structuring and consistency with their children without dependency on the system. If therapeutic visitation cannot safely occur within the family home, goals set for visitation sessions would be designed to work toward that objective. Frequent communication with the children's Page 4 of 6 RFP-FYC-O2005/Presidio/nc Caseworker, Therapists and Guardians ad Litem would be likely. Individual time with the parent figure(s) and the therapeutic supervisor, without the children present, would be required at least one hour per week. VI. WORKLOAD STANDARDS Supervision for all three levels on the visitation continuum would be available from 8:00 a.m. until 8:00 p.m., Monday through Friday, from 9:00 a.m. until 5:00 p.m. on Saturdays and from 11:00 a.m. until 5:00 p.m. on Sundays. The total number of hours provided would be dependent upon the Court or Department's request (e.g., a unit might be a single one hour visit per week or it might be a one hour visit, three times per week). It is expected that two worker positions will be required to provide these services. The maximum number of hours available per week would be eighty (80). The maximum caseload for a worker providing levels B and C will be fifteen (15) cases and for a worker providing level A, the maximum caseload would be twenty (20). The total between the three levels should not, however, exceed thirty(30) cases. In-agency supervision, provided by the Project Coordinator, for Levels A and B cases would not exceed twenty(20) cases. In-agency supervision, provided by the Clinical Supervisor, for Level C cases would not exceed fifteen (15). The modality of treatment varies with the three levels on the visitation continuum, the priority at all levels is providing for the health and well-being of the child(ren) client. The contractor will provide transportation to and from the visit site for the children in out-of home care, visitation supervision at one of the three levels previously described, supervision within the contracting agency for the visitation monitor/supervisor, documentation as requested by the County for verification and billing purposes and documentation and assessment as needed by the Caseworker for case planning and Court presentation. VII. STAFF QUALIFICATIONS Project Coordinator This position will be responsible for accepting referrals from the County Department Caseworker, assessing the referrals with the Caseworker for the appropriate intervention level, assigning the case to the appropriate visitation supervisor. Supervision of the ongoing caseloads with the visitation supervisors of levels A and B will occur at least every-other-week, and immediate supervision will be available upon request. In addition, documentation of visits will be monitored through this position and all monthly reimbursement requests, verifications and program project reports will be completed by this position. Educational experience at a Bachelor's or Master's level with at least five (5) years of experience in a human services related field will be required. Page 5of6 RFP-FYC-O2005/Presidiolnc Clinical Supervisor—This position will supervise any cases in level C (therapeutic visitation), meeting with the visitation supervisor at least every-other- week, with immediate supervision available as needed. A licensed therapist with experience in human services and child welfare will be required to fill this position. Level A/Monitored Visitation---This position will provide transportation to children in out-of-home care to the visit location and monitor the physical safety of the children while they visit with birth family members. Arrangements for ongoing visit locations and any contact with the birth family necessary to make a change in, or cancel due to illness, a visitation will be the supervisor's responsibility. A higher education degree will not be required, however, experience or educational programs in areas related to human services and children will be required. In addition, training specific to the monitoring of visitations will be provided to this visitation supervisor. Level B/Supervised Visitation This position will require a knowledge of families and children and the ability to intervene in, or even terminate, a visit if a child becomes acutely distressed, is at risk either emotionally or physically or if a visitation birth family member acts inappropriately toward a child. Educational experience at a Bachelor's or Master's level with at least two years of experience in a human services related field will be required. Level C/Therapeutic Visitation—This position, in addition to safety of the children, will provide a role model and support to the parent(s) to maintain appropriate parenting skills during the visit, and will provide at least one hour per week to the parent(s) without the children present, to process the visitation and work with the parent on providing supportive and nurturing parenting during visits. Educational experience at a Bachelor's or Master's level with at least two years of experience in human services related areas will be required. With respect to the first recommendation, Presidio, Inc. will design and complete an outcome specific report to be submitted to the Department, incorporating results of services provided to all clients who are the subjects of referrals under the Visitation Services Continuum. With respect to the second recommendation, Presidio included a service caseload of five (5) cases per week available in the South County area in our initial proposal. If an increase in caseload in the South County area is needed, we will attempt to meet that need.
