7. Description of Operation
A. Types and number of operating and processing equipment to be used: See previous
USR-1125 and AmUSR-1125 for operating and processing equipment associated
with those approved permits. For the addition of the retail landscaping yard, the
current scale house and office will be used initially. As the operation progresses the
current office will be removed and a larger, newer modular office will replace it. No
other additional operating or processing equipment is proposed at this time.
B. Maximum number of employees: Ten at full capacity, two initially for the first six
months to one year, and number of shifts: one shift for landscaping sales.
C. Number of stages to be worked: Not applicable for the amendment.
D. Thickness of mineral deposit: Not applicable for the amendment.
E. This will be a wet/dry pit operation. Not applicable for the amendment.
F. Site entrance/exit points and County roads and bridges to be utilized between site and
delivery point. The existing entrance and haul routes for the AmUSR-1125 will be
utilized for this proposal. Initial discussion with Weld County Public Works
Department indicated that a traffic study for the new use would not be required.
8. A. Proposed reclamation land use(s): The property where the landscape yard will be
located will be reclaimed as shown in the original DMG permit. The proposed use of the
reclaimed land is as pasture lands. A full explanation of the reclamation process can be
found in Exhibit E of the DMG Permit.
B. Source of technical advise for reclamation: West Greeley Soil Conservation District
and Tuttle Applegate, Inc.
C. Explanation of Reclamation Process: Concurrent reclamation as mining progresses,
as indicated in previous permits. Sloping and topsoiling of lake banks and re-vegetation.

Subject: Substantial Change Determination for the Firestein Gravel Pit,USR-1125
Dear Mr. Ogle:
This letter is in regard to the above referenced gravel mining operation. Hall-Irwin Corporation is
interested in having some additional material and landscaping items for sale at the current facility.
Currently there is an existing scale house and excess material from the mining operation is sold from
this facility. It is our desire to add the following types of items for sale: decorative stone and other
aggregate products brought in from other facilities, some compost to mix with top soil already on the
site, some landscaping mulching and other landscape items. The first year or so the current office
would be utilized for employees, however, in the future, a modular type office would be required.
Currently there is one employee for this portion of the operation and we would anticipate four to five
employees initially, with a maximum of ten employees in the future. There is a septic system and
restroom for employees in the scale house and when the modular is added, it is anticipated that a new
restroom would utilize the existing septic system. This will be reviewed with the Department of
Public Health and Environment to confirm this use. We would anticipate traffic to increase by
approximately fifty trips per day. This would include trucks hauling material in and out of the
property,as well as public traffic.
Please advise us of the appropriate steps to accomplish this additional use on the property. We would
like to have the landscaping yard open by Spring, 2002. Thank you for your consideration in this
matter.

USE BY SPECIAL REVIEW QUESTIONNAIRE
1. Currently, the property is under AmUSR-1125 for a gravel mining operation and concrete batch plant, with
associated uses. Hall-Irwin Corporation is proposing to include a retail landscape yard to the current uses. The
landscape yard will include stockpiling of landscape materials and will utilize the existing office and scale
house. Traffic may increase by approximately fifty(50)trips per day. The property owner will continue to use
the existing processing site to process the materials excavated in the existing areas.
2. This proposal is consistent with the Weld County Comprehensive Plan, Chapter 22 of the Weld County Code,
as follows:
Section 22-2-150. Commercial development goals and policies.
A. C.1 goal.
1. C. Goal 1. Encourage the expansion and diversification of the commercial economic base. The
landscape yard will be a retail facility and will add to the economic base of the County. It will
provide a needed service to the public.
B. C.2 goal.
1. C. Goal 2. Ensure the compatibility of commercial land uses with adjacent land uses. Adjacent
land uses include the gravel mining operation and concrete batch plant and other commercial
gravel mining operations.
2. Section 22-5-70. Commercial and mineral deposits. As no additional mining is proposed at this
time,all goals and policies regarding Commercial and mineral deposits will be observed.
3. This proposal is consistent with the Weld County Code,Chapter 23,and the zone district is located within. The
property is zoned Agricultural and is currently under Site Specific Development Plan and Special Review
Permits(USR-1125 and AmUSR-1125). As a second amendment to the current Special Review Permit,this use
is consistent with the current zoning and with the permits in place,at this time.
4. The uses that surround the site include other gravel mining operations,agricultural uses and residential uses.
5. Describe,in detail,the following:
a. The landscape yard will be open to the public. Currently, Hall-Irwin Corporation has three
landscaping yards in Weld County. On average, during the summer months, approximately
twenty-five people per day may come to the site. Winter months: five people per week, Spring:
ten to fifteen people per day and Fall: five people per day.
b. Initially,two people will be employed at this site,with a maximum of ten people at full capacity.
c. Hours of operation: Monday through Saturday,6:00 a.m.to 6:00 p.m.
d. There is currently an office and scale house on the property that will be used for this operation.
No new structures are proposed at this time,however,the office will be replaced in the future with
possibly a larger,newer modular type office building.
e. No animals will be on site.
f. Generally, pick-up trucks, end dumps, tandems, front end loader, flat bed trucks, road graders,
service trucks,water trucks and fuel trucks.
g. Windsor/Severance Fire Protection District
h. Pond for fire protection and irrigation and a water tap from Shark's Tooth Pipeline Company for
domestic use.
i. There is an existing septic system,permitted by Septic Permit#SP-9700106.
j. The following items ill be offered for sale: decorative stone and other aggregate products brought
in from other facilities, some compost to mix with top soil already on the site, some landscaping
mulching and other landscape items. The items will be stored as shown on the plat map.
6. Landscape displays will be located around the scale house and office areas.
7. The approved Division of Minerals and Geology reclamation plan will be followed when termination of the Use
by Special Review activity ceases.
8. Storm water will be retained on site and is inspected quarterly. There is an approved storm water management
plan for the site.
9. Retail landscape sales build to Memorial Weekend which is the highest sales weekend during the
Spring/Summer months. It is our desire to have approval, conditions met and the plat recorded no later than
May 1,2002,so that we can open for business around that same time.
10. No wastes will be stored or stockpiled as a part of this use.

Subject: Response meeting questions, regarding an Amendment to USR-1125 (Firestein Pit) for the sale of
Landscape Materials
Dear Mr. Gathman:
Thank you for meeting with me last week and discussing the referral responses for the above referenced case.
There were several questions that were brought up and I wanted to respond to you in writing to answer them.
The first question was what types of materials would be sold and where did they come from. I have enclosed a
copy of our brochure, which lists the types of landscape materials to be sold. Some of the materials are
processed on site and some come from other areas, depending on what types of material they are. For example,
all organic materials are supplied by A-1 Organics, some of the mulches and barks are supplied by local
suppliers and some come from out of state. Cedar mulches and barks,for instance may come from Washington
State. Rock material, which is not processed by Hall-Irwin Corporation, is supplied from other companies,
already processed.
The second question was in regard to a breakdown of trips per day to and from the site. In general, semi-trucks
bringing in stock will initially be approximately five to ten trips per day,tapering off to five trips per day on the
average after the Landscape Yard is established. The bulk of the trips per day will be retail customers and it is
anticipated that approximately twenty trips per day will be small dump trucks and pickup trucks and twenty trips
per day to be tandem trucks. The employees will initially generate four trips per day.
The third question was in regard to the sign for the facility. Originally,the current sign for the facility included
Landccape Material Sales. At this time we would like to remove the lettering, which says"Greeley Plant",and
replace it with Landscape Material Sales.
