RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO
WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Revisions to Section 6.000, Colorado
Works in Weld County and Child Care Policies and Procedures for the Weld County
Department of Social Services Operations Manual, and
WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Revisions to Section 6.000,
Colorado Works in Weld County and Child Care Policies and Procedures for the Weld County
Department of Social Services Operations Manual be, and hereby are, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of September, A.D., 2002.

6.005 Temporary Good Cause Exemptions from Work Participation
Effective 9/10/97
The Department will exempt individuals receiving or applying for benefits from
participation in work or training activities based on individual or family situations.
These exempted people will still qualify under Weld County's work participation rate
6.005.1 Reasons for Temporary Good Cause Exemption from Work Participation

Revised 9/02 Temporary good cause reasons for exemption from work participation will include but not
be limited to those listed below:
A. A Colorado Works applicant or participant who is caring for child(ren)who is
under age six(6) is exempt from work activities if one or more of the following
conditions apply:
1. Affordable child care arrangements are unavailable in Weld County when
the cost of available child care exceeds the maximum amount Weld
County Department of Social Services deems as appropriate and
considers a participant could pay. Appropriate child care would not exist
if there was no facility or home available when a child's health and safety
could not reasonably be assured, or
2. Informal child care does not exist when a TANF recipient cannot make
arrangements for child care with a relative or acquaintance and assure that
the child's health and safety would not be in jeopardy, or
3. Child care is not available when it is not within a reasonable distance
from work or home to allow the recipient to effectively participate in the
Colorado Works in Weld County Program. It must also be demonstrated
that a reasonable commuting time and/or alternative transportation is also
not available.
B. Transportation -An applicant or a recipient residing at a location too remote for
effective participation in work activities is exempt from participation. The person
must demonstrate that he or she is unable to get to and from the site of a work
activity within a reasonable commuting time or does not have alternative
transportation.
C. Temporary Incapacity-An applicant or a recipient who has an illness or injury
(may include domestic violence)which prevents entry into employment or
training for a temporary period not to exceed three months.
D. Incapacitated Household Member-An applicant or a recipient needed in the
home to care for an incapacitated member of the household.
E. Jobs or Work Sites -If the Department's program does not have available jobs
and work sites, the applicant or recipient is exempted from participation.

F. Relative Care -A non-parent participant who has children living with him or her
for whom out-of-home placement would be necessary if the Department
discontinued the assistance.
G. Due to personal circumstances, such as the lack of skills, or abilities, or economic
conditions, which limits the individual from attaining employment that results in
self-sufficiency. Self-sufficiency is defined for these purposes as income that
makes them ineligible for ongoing cash assistance.
6.005.2 Redetermination of Temporary Good Cause Exemptions
The Department will redetermine the recipient's exempt status not to exceed three months,
and possibly sooner, depending on the individual or family situation.
6.005.3 Participant Appeal of Non-Exempt Status Under Temporary Good Cause
Exemptions
The Department will send a notice of adverse action to all applicants and recipients, who
in the opinion of the Department, do not meet the exempt status of temporary good cause.
The Department's process is outlined in Section 6.011.12 of the Department's Operations
Manual.
The participant may appeal his or her nonexempt status under Temporary Good Cause
Exemption(Sections 6.0051 and 6.0053)by following the procedures outlined in Section
6.011.12 of the Department's Operations Manual.

6.045.1 Extension

The Department will follow the general eligibility guidelines for extensions of
the sixty(60) or more cumulative months for Federal TANF Assistance as
established under Colorado State Rules, Section 3.619.1, A through F, Volume
III, Income Maintenance Programs.
6.045.2 Hardship
Added 9/1/02
A. The Department will follow the general hardship definitions for
extensions of the sixty(60)or more cumulative months for Federal
TANF Assistance as established under Colorado State Rules, Section
3.619.2, A through D, Volume III, Income Maintenance Programs.
B. The Depai Lucent will allow temporary extensions for individuals who
meet the good cause criteria as outlined in Section 6.005.1 of the
Department's Operations Manual, and are not able to obtain or maintain
employment and meet the extension eligibility according to the
provisions of Section 3.619.1, A through E,Volume III, Income
Maintenance Programs.
C. The Department will allow temporary extensions for individuals who are
former participants after the lapse of the 60-month lifetime limit, who
meet the good cause criteria as outlined in Section 6.005.1 of the
Department's Operations Manual, and are not able to obtain or maintain
employment and meet the extension eligibility according to the
provisions of Section 3.619.1, F,Volume III, Income Maintenance
Programs.
D. Redeterminations of eligibility for extensions will follow the criteria as
outlined in Section 6.005.2 of the Department's Operations Manual.
6.045.3 Order of Selection Upon Meeting the 20% Allocation of Extensions
Added 9/1/02
A. The Department will use an order of selection process when:
1. The number of Colorado Works recipients who have been
granted extensions exceed the percentage of Weld County' cases
used to establish the 20%maximum statewide caseload pursuant
to Federal Law and Colorado State Rules, Section 3.619.7,
Volume III, Income Maintenance Programs; and
2. The Department is unable to serve all eligible Colorado Works
recipients from Weld County who have requested an extension
due to hardship.
B. The order of selection will be based on criteria and definitions similar to
that used by the Colorado Department of Vocational Rehabilitation and
will be implemented in order to assure compliance with 20%maximum
caseload rule as follows:
1. First Priority—Most Significant Disability. An individual
who has a severe physical or mental impairment,which seriously
limits three or more functional capacities (mobility,
communication, self-care, self-direction, interpersonal skills,
work tolerance, or work skills) in terms of employment outcome.
2. Second Priority—Significant Disability. An individual who
has a severe physical or mental impairment,which seriously
limits one or two functional capacities (mobility,
communication, self-care, self-direction, interpersonal skills,
work tolerance, or work skills)in terms of employment outcome.
3. Third Priority—Least Significant Disability. An individual
who does not meet the criteria for"most significant disability" or
"significant disability" is considered to have the least significant
disability.

RE: Revision to Section 6.000, Colorado Works in Weld County and
Child Care Policies and Procedures, Weld County Department of
Social Services Operations Manual
Enclosed for Board approval are revisions to Section 6.000, Colorado Works in Weld
County and Child Care Policies and Procedures, Weld County Department of Social
Services Operations Manual. These revisions were reviewed at the Board's Work
Sessions of August 26, 2002. The revisions are necessary to comply, by September 1,
2002, with HB02-1042 "Concerning Extensions Under the Colorado Works Program for
Persons Who Have Reached the Sixty-Month Lifetime Limit for Receipt of TANF
Assistance" and corresponding rules of the Colorado Department of Human Services.
The revisions are to:
1. Section 6.005.1, Reasons for Temporary Good Cause Exemption from Work
Participation,with the addition of Section 6.005.1, G. This provision allows the
Department to temporarily exempt individuals who have personal circumstances that
limit them in attaining employment,which does not result in self-sufficiency. Self-
sufficiency is defined as income that makes them ineligible for ongoing cash assistance.
2. Section 6.045, Colorado Works in Weld County Time Limits. This new
section defines extension and hardship criteria, and outlines an order of selection
process if the 20%maximum statewide caseload limit is reached for extensions.
The Department is recommending the inclusion of former participants for
temporary extensions if they meet the good cause criteria and are not able to
obtain or maintain employment.
