HomeMy WebLinkAbout20022355.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO AUGUST 28, 2002 TAPE #2002-28 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, August 28, 2002, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Glenn Vaad, Chair Commissioner David E. Long, Pro-Tem Commissioner M. J. Geile - EXCUSED Commissioner William H. Jerke Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners meeting of August 26, 2002, as printed. Commissioner Masden seconded the motion, and it carried unanimously. ADDITIONS TO AGENDA: There were no additions to the agenda. CONSENT AGENDA: Commissioner Masden moved to approve the consent agenda as printed. Commissioner Long seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner Masden reported the Energy Impact Committee has agreed to provide Energy Impact grants for the Platteville Sewer application,in the amount of$79,537, the Gilcrest Comprehensive Plan, in the amount of $75,000, and the City of Greeley, in the amount of$300,000. PUBLIC INPUT: There was no public input. 2002-2355 BC0016 WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $675,158.02 Electronic Transfers - All Funds $2,535,162.17 Commissioner Long moved to approve the warrants as presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously. BIDS: PRESENT BIDS: Pat Persichino, Director of General Services, stated there are no bids to present. APPROVE DELINQUENT TAX LIST ADVERTISEMENT BID - TREASURER'S OFFICE: Mr. Persichino stated the Weld County Treasurer recommends approval of the sole bid from the Greeley Tribune, in the amount of $10,264.00. Commissioner Jerke moved to approve said bid as recommended by staff. Commissioner Long seconded the motion, which carried unanimously. APPROVE REMOVAL OF STRUCTURE OF PROPERTY AT SOUTH COUNTY BID-DEPARTMENT OF FINANCE: Mr. Persichino stated the Department of Finance recommends approval of the low bid, with alternate#1 for the removal of all trees and stumps, from Argitrack, Inc., in the amount of$28,327.00. In response to Commissioner Masden, Mr. Persichino stated this is for the property adjacent to Southwest Weld County Administrative Building. Commissioner Long moved to approve said bid as recommended by staff. Commissioner Masden seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER GRANT APPLICATION FOR HEALTHY VISION 2010 COMMUNITY AWARDS PROGRAM AND AUTHORIZE CHAIR TO SIGN: Marian Ruge, Department of Public Health and Environment, stated this grant will allow the Health Department to continue working through the Weld County Diabetes Coalition to provide dilated eye exams for uninsured persons with diabetes. She stated the local medical centers are willing to identify and refer those in need of the services. In response to Chair Vaad, Ms. Ruge stated the grant does not indicate the amount available. Ms. Akin stated she feels they have a good chance of receiving the funding since the coalition has been in place for six years. Commissioner Masden moved to approve said application and authorize the Chair to sign. Seconded by Commissioner Long,the motion carried unanimously. CONSIDER APPLICATION FOR 2003 LAW ENFORCEMENT ASSISTANCE FUND (LEAF) PROJECT AND AUTHORIZE CHAIR TO SIGN: Kim Fliethman, Sheriff's Office, stated in 2001 the Sheriff's Office received $39,000,which provided an intoxilizer, portable breath testers and staff overtime. He stated this year the Traffic Unit has applied for$40,003, which will be used to cover the overtime required of officers involved in this type of operation. Mr. Fliethman stated Weld County leads the State in traffic deaths, so it is likely they will receive funding. In response to Commissioner Masden, Mr. Fliethman stated approximately 31 percent of the deaths in Weld county are alcohol related. Commissioner Long moved to approve said application and authorize the Chair to sign. The motion was seconded by Commissioner Jerke, and it carried unanimously. CONSIDER RESOLUTION RE: CONSENT TO ENFORCEMENT BY THE BERTHOUD FIRE PROTECTION DISTRICT OF THE 1997 UNIFORM FIRE CODE AND STANDARDS, WITH AMENDMENTS, WITHIN THE DISTRICT'S UNINCORPORATED PORTIONS OF WELD COUNTY: Mr. Barker stated the Berthoud Fire Protection District provided notice of a meeting held on August 20, 2002, including the Berthoud Chamber of Commerce,Citizens for Preservation of Property Rights,Summit Crest Minutes, August 28, 2002 2002-2355 Page 2 BC0016 Homes,the Loveland/Berthoud Association of Realtors, and the Little Thompson Water District. He stated there was no opposition to the code; however, the Little Thompson Water District is planning to discuss the issue at the September 5,2002,meeting. Mr. Barker recommended delaying further consideration until comments are received from the Little Thompson Water District. Commissioner Long moved to continue this matter until September 16, 2002, at 9:00 a.m. Commissioner Masden seconded the motion, which carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
