Dear Commissioner Kirkmeyer:
As you know, Galaxy Telecom, L.P., d.b.a. Galaxy Cablevision, has gone through some significant
changes in the past few months. The purpose of this letter is not only to notify you that we have emerged
from bankruptcy as Galaxy Cable, Inc., but also to inform you of some new and exciting developments due
to our reorganization.
Enclosed, you will find a"Quality of Service"survey. We would greatly appreciate you
completing and then mailing or faxing back to us. This survey has been designed to assist us in the
identification of pre-existing problems, as well as find out how we can better serve you in the future. Also
enclosed, you will fmd a check to cover the franchise fees that is now due to your county. We apologize
for the delay during the bankruptcy procedures; I would like to assure you that the franchise fees will be
paid promptly in the future.
In the forthcoming months, we will be exploring new products specifically designed to bring digital
cable to rural cable television systems like yours. In the past, our financial situation prevented us from
these possibilities. Although this solution may not be feasible in all of our franchises, all customers will
experience enhanced technical and customer service beginning with improved picture quality.
Communication with each of our franchise holders is very important to us. I would like to start
with giving you our contact information for any questions or comments you or your board members may
have now or in the future. We are structured so that each state has a state manager; Colorado's State
