RE: GRANT REQUEST FROM TRI-STATE GENERATION AND TRANSMISSION
ASSOCIATION, INC., TO PRE-ADVERTISE SITE SPECIFIC DEVELOPMENT PLAN
AND USE BY SPECIAL REVIEW PERMIT#1392
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from Tri-State Generation and
Transmission Association, Inc., P.O. Box 33695, Denver, Colorado 80233, for pre-
advertisement of an application for a Site Specific Development Plan and Use by Special
Review Permit#1392 for a Major Facility of a Public Utility (13.2 mile 115 kV transmission line
and two new switching stations) in the A (Agricultural) Zone District, and
WHEREAS, said property is described as parts of Sections 5, 6, 7, and 18, all in
Township 2 North, Range 67 West; parts of Sections 1, 12, 13, 14, 23, 24, 25, 26, 35, and 36,
Township 2 North, Range 68 West; and parts of Sections 1, 2, 11, 13, 14, 23, 24, 25, and 26,
all in Township 1 North, Range 68 West; parts of Sections 30 and 31, Township 3 North, Range
67 West; and parts of Sections 25 and 36, Township 3 North, Range 68 West of the 6th P.M.,
Weld County, Colorado, and
WHEREAS, after study and review the Board deems it advisable to grant said request,
with the hearing date to be set as September 25, 2002, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request from Tri-State Generation and Transmission
Association, Inc., for pre-advertisement of an application for a Site Specific Development Plan
and Special Review Permit#1392 for a Major Facility of a Public Utility (13.2 mile 115 kV
transmission line and two new switching stations) in the A (Agricultural) Zone District be, and
hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said
request be, and hereby is, set as September 25, 2002, at 10:00 a.m.

COLORADO SUBJECT: Request for Pre-advertisement
Tri-State Generation and Transmission Association, Inc. has submitted a request that the
application for Use by Special Review Permit #1392, which will be heard by the Planning
Commission on September 17, 2002, be pre-advertised. If you wish to approve this request, a
hearing before the Board on September 25, 2002, will allow adequate time for advertising.

Dear Mr. Ogle:
As a result of the Weld County Planning Commission hearing on August 6, 2002
I am requesting this letter act as Tri-State's application for pre-advertisement in case
number USR-1392. The Weld County Planning Commission requested that Tri-State
complete the Firestone permitting process before hearing case number USR-1392.
Tri-State is set to appear before the Firestone Planning Commission on August
21st' and the Firestone Town Board on September 5th. Because of these dates we are now
set to appear before the Weld County Planning Commission on September 17th, and the
Weld County Commissioners on September 25th. I am also enclosing a check for$20.00
to cover the fee's associated with this request.
