BOWHUNTERS ASSOCIATION)IN THE A(AGRICULTURAL)ZONE DISTRICT-CITY OF
LONGMONT
A public hearing was conducted on May 15, 2002, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated April 26, 2002, and duly published May 1, 2002, in
the Tri-Town Farmer and Miner and the Greeley Tribune, a public hearing was conducted to
consider the request of City of Longmont for a Site Specific Development Plan and Use by Special
Review Permit #1370 for a Private Recreational Facility (Saint Vrain Archers and Bowhunters
Association) in the A(Agricultural)Zone District. Lee Morrison, Assistant County Attorney, made
this a matter of record. Kim Ogle, Department of Planning Services, presented a brief summary
of the proposal and entered the favorable recommendation of the Planning Commission into the
record as written. Mr. Ogle gave a brief description of the location of the site, which is the former
Longmont Landfill. He stated 13 referral agencies reviewed this case,ten responded with favorable
comments or proposed Conditions, and he received various letters of support, and one telephone
inquiry from Shirli Hays, surrounding property owner, expressing concerns regarding stray arrows
which may be hazardous to livestock. Mr. Ogle stated the applicant is asking for waiver of public
water and public sewer requirements. They have proposed to supply bottled water and a vaulted
septic system. Mr. Ogle explained the Mixed Use Development(MUD)area requires all properties
to connect to public water and sewer services. He further stated the Department of Public Works
has indicated agreement with waving the paving requirement; however, it has requested the
parking areas be graded to prevent drainage problems. In response to Commissioner Geile, Mr.
Ogle stated the shooting distances range from 30 to 40 feet in length,and the applicant has agreed
to redesign the shooting range to move the targets back from Ms. Hays property line to address
her concern.
Don Carroll, Department of Public Works, stated Condition#1.C.1 was discussed at the Planning
Commission hearing, and staff determined it would be better to avoid paving over landfill. He
stated Section 23-1-70 of the Weld County Code addresses paving off-street parking in the MUD;

however, he recommends waiving that requirement in this situation due to the low traffic volume
anticipated and the underlying use.
Char Davis, Department of Public Health and Environment, stated this is an unusual situation
because the facility will be located on the top of a closed landfill; however,the applicant has worked
to address all the concerns expressed by the Health Department. Responding to Commissioner
Geile,Cindi Etcheverry, Department of Public Health and Environment,stated they have discussed
safety measures with the applicant, who has agreed to install gas probes if any structures are built
on the landfill cap. She stated an unpaved parking area will help ensure underlying gases are not
blocked, and smoking and combustible materials will not be allowed on site. Responding to
Commissioner Long, Ms. Etcheverry stated the cap is two feet deep, with an additional layer of top
soil for revegetation. She added this is an older landfill and the reclamation requirements were not
as strict as they are now.
Brad Schol, City of Longmont Planning Director, represented the applicant and stated Weld
County's staff has been very professional. He stated the City of Longmont has worked with the
Saint Vrain Archers and Bowhunters Association for several years to find a suitable location for an
archery range. He stated the City Council agreed that an archery range would be a beneficial use
of the site and has approved a five-year lease, which specifies that the use must remain in
compliance with the Weld County landfill regulations. Mr. Schol stated the use will be primarily on
top of the landfill due to the sloped sides, and he added they have redesigned the archery range
to address Ms. Hays' concerns. He requested whether a vented vault system would be in
compliance with Condition #1.A, and asked that Condition #1.B be deleted because they do not
intend to construct any utility lines due to the nature of the landfill. He stated they would also like
to have the paving requirement for the parking area waived,and added the private access road has
been paved, and is owned and maintained by the City of Longmont. Mr. Schol further requested
they will provide bottled water for drinking to address Condition #1.C.5, and will work with staff to
determine a satisfactory hand sanitizing method. Mr. Schol stated the City would like enter into an
Intergovernmental Agreement rather than post financial security for the improvements.
In response to Chair Vaad the other members of the Board and Mr. Carroll indicated no opposition
to deleting Condition #1.C.1. Mr. Morrison suggested the City provide a form of guarantee that
shows the City has budgeted funds for the necessary improvements. Ms. Davis suggested the
applicant purchase or rent a portable handwashing station; however,she will continue to work with
the applicant to discuss other options which may prevent the need for paper towels.
Roger Truvell, Saint Vrain Archers and Bowhunters Association, stated the facility will be insured
through the National Field Archery Association (NFAA). He stated field ranges are considered a
very safe recreational use, and there have been no incidences in the last ten years. He
commented there will be a buffer between the targets and Vista Commercial Center, as well as
relocating targets from the western property boundary adjacent to Ms. Hays' property. Mr. Truvell
stated the facility will operate in accordance with strict regulations protecting area wildlife.
Responding to Commissioner Jerke, Mr. Truvell stated most participants will use target arrow tips
only; however, there will be a designated practice area with hunting broadhead arrow tips. In
response to Commissioner Masden, Mr. Truvell stated most of the targets will be in front of a berm
or veiled for added protection. The broad head area will be located in front of a large sand berm.
He reviewed the final range design for the record, and added the site will also be inspected by the

NFAA, and he anticipates it will likely exceed standard safety requirements. Mr. Truvell stated the
course will be self-monitored, the safety and club rules will be posted specifying the hours, and
pets, smoking, drinking, etc., will be restricted. He further stated there are 62 members who will
also informally monitor the range. In response to Commissioner Masden, Mr. Truvell stated they
do not require testing because they intend to have the site used by families and many children
would not be able to meet the minimum requirements. Responding to Commissioner Geile, Mr.
Truvell stated weekdays will likely average 15 users, and weekends may average 20; however,the
site will usually only have several people at one time because they come at different times
throughout the day.
In response to Chair Vaad, Ms. Davis stated a vented vault system would be adequate to meet
Condition #1.A. No public testimony was offered concerning this matter. In response to Chair
Vaad, Mr. Schol stated he has reviewed and agrees with the Conditions of Approval and
Development Standards, as modified.
Commissioner Jerke moved to approve the request of the City of Longmont for a Site Specific
Development Plan and Use by Special Review Permit #1370 for a Private Recreational Facility
(Saint Vrain Archers and Bowhunters Association) in the A (Agricultural) Zone District, based on
the recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record. His motion also included deleting
Conditions #1.B, #1.C.1, #1.C.5 and renumbering or relettering as appropriate. The motion was
seconded by Commissioner Masden, and it carried unanimously. There being no further
discussion, the hearing was completed at 10:45 a.m.
This Certification was approved on the 20th day of May 2002.
