WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, June 24, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile
Commissioner William H. Jerke - EXCUSED
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Controller, Claud Hanes
MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting
of June 19, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously.
WARRANTS: Claud Hanes, Controller, presented the warrants for approval by the Board in the amount
of $88,012.63. Commissioner Masden moved to approve the warrants as presented by Mr. Hanes.
Commissioner Geile seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER AGREEMENT FOR SERVICES FOR COLORADO WORKS PROGRAM AND AUTHORIZE
CHAIR TO SIGN - UNITED WAY OF WELD COUNTY: Judy Griego, Director of Social Services, stated
the term of this agreement is from June 1, 2002, through June 30, 2004. She stated the Department of
Social Services agrees to invest an amount not to exceed $36,000 with United Way. She further stated
these funds will be used to enhance, improve,and develop information and referral services through a call
center, website, and electronic directories for the benefit of employers, agencies, and the citizens of Weld
County. Ms. Griego stated United Way will document that a minimum of 15 percent of the customers
served yearly through the information and referral system are Colorado Works applicants and recipients.
Commissioner Geile moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Long, the motion carried unanimously.

CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION
POLICIES AND PROCEDURES: Ms. Griego stated these revisions will allow the Department of Social
Services to negotiate yearly agreements with Residential Treatment centers, Residential Child Care
facilities, and RCCF Shelter providers and Child Placement agencies. Commissioner Long moved to
approve said revisions. Commissioner Geile seconded the motion, which carried unanimously.
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD
COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego stated these revisions will
revise the reimbursement transfer amount with the Department of Human Services to $319,188 for the
period beginning July 1, 2002, through June 30, 2003. She stated the Department of Human Services will
provide employment and training services to Colorado Works recipients in conjunctior v,'ith the Department
of Social Services. She further stated they will include a provision regarding the use and ownership of
computer and software equipment purchased with Colorado Works funding. Commissioner Long moved
to approve said revisions. Commissioner Masden seconded the motion, which carried unanimously.
CONSIDER ADDITION TO OPERATIONS MANUAL, SECTION 9.000, SOCIAL SERVICES DIVISION
EMERGENCY AND SAFETY PROCEDURES: Ms. Griego stated the addition of this section to the Social
Services Operations Manual augments the County-wide policies regarding emergency and safety
procedures. Commissioner Geile moved to approve the addition of Section 9.000 to the Department of
Social Services Operations Manual. Commissioner Long seconded the motion,which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
