RE: GRANT REQUEST FROM CITY OF LONGMONT, ON BEHALF OF THE ST. VRAIN
ARCHERS AND BOWHUNTERS ASSOCIATION, TO PRE-ADVERTISE SITE
SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1370
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from City of Longmont, on behalf of the
St. Vrain Archers and Bowhunters Association, 375 Airport Road, Longmont, Colorado 80503,
for pre-advertisement of an application for a Site Specific Development Plan and Use by
Special Review Permit #1370 for a Private Recreation Facility (St. Vrain Archers and
Bowhunters Association) in the A (Agricultural) Zone District, and
WHEREAS, said property is described as part of the S1/2 NE1/4 of Section 8,
Township 2 North, Range 68 West of the 6th P.M., Weld County, Colorado, and
WHEREAS, after study and review the Board deems it advisable to grant said request,
with the hearing date to be set as May 15, 2002, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request from City of Longmont, on behalf of the St. Vrain
Archers and Bowhunters Association, for pre-advertisement of an application for a Site Specific
Development Plan and Special Review Permit#1370 for a Private Recreation Facility (St. Vrain
Archers and Bowhunters Association) in the A (Agricultural) Zone District be, and hereby is,
granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said
request be, and hereby is, set as May 15, 2002, at 10:00 a.m.

COLORADO SUBJECT: Request for Pre-advertisement
The City of Longmont, on behalf of the St. Vrain Archers and Bowhunters Association, has
submitted a request that the application for Use by Special Review Permit #1370, which will be
heard by the Planning Commission on May 7, 2002, be pre-advertised. If you wish to approve this
request, a hearing before the Board on May 15, 2002, will allow adequate time for advertising.

The applicant, on behalf of the St. Vrain Archers and Bowhunters Association, respectively
requests the Board of County Commissioners to take under advisement their request for a pre-
advertisement / pre-notification for the above referenced case. Their request is based on an
incorrect description for this case USR 1370 in the Farmer & Miner newspaper. The case
was originally scheduled for March 19, 2002 and has been continued to May 7, 2002. Attached
is their letter dated April 10, 2002 requesting this pre-advertisement/ pre-notification.
The Department of Planning Services is in support of this request.

Re: USR-1370 Application Pre-advertisement
Dear Mr. Ogle;
Thank you for advising me recently of the rescheduling of this USR hearing before the Weld
County Planning Commission. I understand that the hearing for this application will be held on
May 7, 2002 at 1:30 p.m. at the Weld County Planning Department Offices, 1555 N. 17a'
Avenue, Greeley, Colorado. I will be present for this hearing and attending with me will be Dr.
Roger Trudell, who represents the St. Vrain Archers and Bowhunters Association.
Because of the problems associated with the publication notice and the rescheduling of the
original hearing date, you have suggested that for an additional $35, this application can be
scheduled for the Board of County Commissioners approximately seven days after the Planning
Commission meeting. Enclosed is a check to Weld County for the $35 and per this letter I am
formally requesting the advance publication and scheduling.
On related matters, I would like to advise you that both Dr. Trudell and I have had conversations
with Shirli Hayes, the adjacent property owner to the west of the landfill. I believe that many of
Shirli's questions were answered in our conversations. The archery group has agreed to design
the archery course near the Hayes' property to account for Shirli's concerns. Both Dr. Trudell
and I have offered to spend any amount of time needed with Mrs. Hayes to provide further
information or to follow up on concerns about the archery range operation, if Weld County
approves the application.
Also enclosed for your information are communications from several scout troops and one 4H
organization in support of this application. I would appreciate it if you could make this part of
the record and make sure that both the Planning Commission and Board of County
Commissioners are aware that this facility will serve the recreational needs of nonprofit youth
organizations in the area.
