USR-1370 S-598 1. Building permits may be required for the construction of new structures. A building permit may also be required for a change in use of the existing structure. A plan review may be required for each building. Contact the Building Inspection Department it determine if a plan review will be required, and if so whether or not plans need to be designed by a Colorado registered architect or engineer. 2. Our comments and requirements are as follows: COMMENTS: WCR 5 is located within the 1-25 Mixed Use Development (MUD) area. This road is identified as a paved urban roadway. This road provides access to Vista Commercial Center and to the City of Longmont's landfill facility. REQUIREMENTS: Section 26-1-70,Transportation and Circulation: C. Goals and Policies: 3(d)MUD. T. Policy 3.3. The County will require improvements of roads, streets, or highway facilities when dictated by traffic demand and land development patterns in the MUD area. The off-street parking spaces including the access drive shall be surfaced with asphalt, concrete or equivalent and shall be graded to prevent drainage problems. Due to the type of use of this facility,the applicant may ask the Board of County Commissioners to waive the paving requirements for the approach road and parking lot facility. Parking Lot: Each parking spot should be equipped with wheel guards or curb stops where necessary to prevent vehicles from extending between the boundaries of the spaces and from coming into contact with other vehicles, wall, fences, or plants. Section 23-4-40 number of off-street parking spaces required, Weld County Codification Ordinance 2001-1, for the type of land use is listed in Appendix 23-B Storm Water Drainage: The use of the property for an archery range will not alter the topography of the landfill site. The site has been graded for storm water and detention by the City of Longmont as a part of the city's post landfill reclamation. Traffic Impact Analysis: All significant development within the MUD area shall be required to provide a traffic impact analysis. The Weld County Public Works will waive this requirement from the MUD standards, as we feel that this use will not require additional traffic impact to the system. If the traffic volume exceeds 200 vehicles (AADT), paving will be required. We have concerns about the proposal presented. The application materials state that no running water will be necessary and that sewer service will not be needed for the archery course. Because handwashing is the single most important step to stopping the spread of disease, we believe a permanent water supply such as a community water system, well etc. is a necessity. In addition, Weld County Code 30-2-10 states that an adequate, convenient, sanitary toilet and sewage disposal system shall be available where people live, work or congregate. If the conditions listed below can be implemented we would have no objections to the proposal. We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. An individual sewage disposal system is required for the proposed use and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. A permanent, vaulted restroom facility would be acceptable. 2. The applicant shall provide evidence that the facility has an adequate water supply for drinking and sanitary purposes. Bottled water would be acceptable. We recommend that the following requirements be incorporated into the permit as "development standards": 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a "solid waste" in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. EX BIT USR-1370 City of Longmont Page 2 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. The applicant shall permanently post signs informing patrons/members of potential hazards associated with this site being on a reclaimed landfill. These signs should warn individuals of landfill concerns such as subsidence, hazardous trash, landfill gas, etc. that may exist on the site. The sign(s) shall disclose the names, address, and phone numbers of the responsible party. 6. This applicant shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 7. The applicant shall provide additional adequate toilet facilities (port-a-potty) during the occasional archery competitions. 8. The applicant shall provide an adequate water supply for drinking and sanitary purposes. 9. Adequate handwashing and toilet facilities shall be provided for employees and the public. — 10. Any structure(s)built on the landfill shall be constructed so that the structure(s)is compatible with conditions that are inherent to closed landfills. SUBJECT: 301/2002 CITY OF LONGMONT DATE: COLORADO Environmental Health Services has reviewed this proposal for a private recreational facility (St. Vrain Archers and Bowhunters Association). We have concerns about the proposal presented. The application materials state that running water will not be necessary and that sewer service will not be needed for the archery course. Because handwashing is the single most important step to stopping the spread of disease, we believe a permanent water supply such as a community water system, well etc. is a necessity. Additionally, Weld County Code 30-2-10 requires an adequate, convenient, sanitary toilet and sewage disposal system be available where people live, work or congregate. It is our understanding the proposed use is located within close proximity to community water and sewer and that these utilities may be appropriate for the proposed development due to its location with the MUD. We have recommended that this facility utilize these utilities. However, we are aware that use of the proposed facility will be somewhat seasonal and only a limited number of users will visit the facility. As a result, a vaulted sewage disposal system with a portable water supply could be considered as an alternative. However, this is a decision that must be discussed with the Planning Commission and the Board of County Commissioners. We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. A restroom utilizing an approved sewage disposal system is required for the proposed use. The system shall either be a community sewer system or an appropriately permitted septic system designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. Any system that would discharge to the subsurface must be appropriately located in consideration of the existing landfilled areas of the property. 2. The applicant shall provide evidence that the facility has obtained water service from a community water supply. 3. The applicant shall provide evidence that the installation of any utility line is constructed to prevent the migration of landfill gases.
