PHONE: 970-356-4000, EXT. 4780 WEBSITE: www.co.weld.co.us FAX: 970-352-0242 COLORADO WELD COUNTY COUNCIL REPORT TO THE PEOPLE November 19, 2002 The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people matters relating to the Council's review of Weld County government. This report summarizes the activities of the Weld County Council during the third quarter of the calendar year 2002. July 16, 2002 -Weld County Centennial Center • Weld County Treasurer Donald Mueller reviewed the duties of the Treasurer's office governed by Colorado statutes. He outlined the guiding principles of the office and the operations of the office including an update on office internal controls. Mr. Mueller summarized the total taxes collected, tax notices sent, total cash, and investments. Council members' questions regarding changes in office procedures during Mr. Mueller's tenure were discussed and answered. • Mr. Al Meny asked Council members to consider in salary-setting that county employees are discouraged from running from a county elected official position because they can make more money as a county employee or a deputy official. • Council members discussed: increasing elected officials' salaries to maintain quality applicants, the tension between voting one's conscience and voting the opinions of one's constituents, benefits available to elected officials, and salaries received by other Category One Counties set by the state legislature. August 20, 2002 - South West Weld County Administration Building • The Weld County Council set the Weld County's Commissioners' salaries at $63,000 for 2005 and $65,000 for 2006. Council set the Sheriffs salary at $80,000 for 2003 and 2004 and $90,000 for 2005 and 2006. The salaries of the Assessor and the Clerk/Recorder were set at $67,000 for 2003 and 2004 and $75,500 for 2005 and 2006. September 17, 2002 -Weld County Centennial Center • Sheriff Jordan presented a review program of the Weld County Sheriffs Department. He explained that the consolidation of Sheriff Department services with the Greeley Police Department has streamlined services and has been cost effective. Consolidated services now include: the computer system, the records' department, evidence storage, the criminal lab and the drug task force. • Sheriff Jordan also explained the establishment and improvements to these Sheriffs Office programs: traffic enforcement, community policing, the new jail, a new recruiting program, staff development, volunteer program, and the office's credibility. • Councilman Dwaine Kurtz discussed the following issues with personnel at Weld County's Election Department: Twenty-five signatures are required to run for a town board, but 200 signatures are required to run for the Weld County Council. Each side of each page of the Council Designation Petition has to be notarized. J Cm(a „t-� 2002-3065 Weld County Council Report to the People November 19,2002 Page 2 of 2 A historical perspective and understanding of the County's redistricting policy are needed. • The need for signs on Weld County Road 66, Highway 119, and 125 with directions to the South West Weld County Administration Building was discussed. During the third quarter of 2002, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in the Weld County Centennial Center, Greeley, Colorado or at the Southwest Weld County Administration Building, Longmont, Colorado.
