The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, July 3, 2002, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Glenn Vaad, Chair
Commissioner David E. Long, Pro-Tem
Commissioner M. J. Geile - EXCUSED
Commissioner William H. Jerke
Commissioner Robert D. Masden - EXCUSED

Director of Finance and Administration, Don Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of July 1, 2002, as printed. Commissioner Jerke seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $15,090.53. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER CHILD PROTECTION AGREEMENT FOR ADDITIONAL FAMILY SERVICES AND
AUTHORIZE CHAIR TO SIGN-ISLAND GROVE REGIONAL TREATMENT CENTER, INC.:Judy Griego,
Director of Social Services, stated the term of this agreement begins July 1, 2002, and ends June 30,
2003. She stated this is a non-financial agreement under which Island Grove will designate $89,700 to
serve Child Welfare clients who require drug and alcohol services. Ms. Griego further stated the resources
are provided by Island Grove through its Managed Care entity, Signal Behavioral Health Network. She
stated the Department of Social Services agrees to refer Child Welfare clients to the Island Grove Regional
Treatment Center for these services. In response to Commissioner Jerke, Ms. Griego stated this is funded
with Child Welfare Block Grant funds from the State to the Signal Behavioral Health Network.
Commissioner Jerke moved to approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Long, the motion carried unanimously.

CONSIDER COLORADO WORKS AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN-
ISLAND GROVE REGIONAL TREATMENT CENTER: Ms. Griego stated the term of this agreement is
from July 1, 2002, through June 30, 2003. She stated the Department of Social Services agrees to pay
Island Grove a total of$15,000 for screening and assessment services, and $5,000 for alcohol and drug
education classes,funded with TANF allocations for this year. She further stated Island Grove will provide
the alcohol and drug screening, assessment, treatment options, and alcohol awareness classes as part
of the Job Readiness classes for Colorado Works recipients. In response to Commissioner Jerke, Ms.
Griego stated each participant will be screened for drugs and alcohol. Commissioner Long moved to
approve said agreement and authorize the Chair to sign. The motion, which was seconded by
Commissioner Jerke, carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:10 a.m.
