HomeMy WebLinkAbout20021757.tiff RESOLUTION RE: APPROVE REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Revisions to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures for the Weld County Department of Social Services Operations Manual, and WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Revisions to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures for the Weld County Department of Social Services Operations Manual be, and hereby are, approved. (..1\k"( RE: Revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual Enclosed for Board approval is a revision to Section 6.000, Colorado Works in Weld County and Child Care Policies and Procedures, Weld County Department of Social Services Operations Manual. These revisions were reviewed at the Board's Work Sessions of June 19, 2002. The revisions are to Section 6.030, Community Resources Investment Assistance, as follows: 1. Sections 6.036 through 6.036.6, Technology and Alcohol and Drug Services Program with Island Grove Regional Treatment Center. The section provides authorization to fund a technology and services program with Island Grove Regional Treatment Center. The Board previously authorized the project for $2,795 and approved the Agreement between the Department and Island Grove Regional Treatment Center for this purpose. 2. Sections 6.037 through 6.037.8, Computerized Educational Laboratory Program with Aims Community College—South Campus. The section provides authorization to the Department to fund a computerized educational laboratory program with Aims Community College— South Campus and the Weld County Division of Human Services. The Board previously authorized the project for$107,190 and approved the Agreement among the Department, the Weld County Division of Human Services, and Aims Community College— South Campus. If you have any questions, please telephone me at extension 6510. 2002-1757 Colorado Works in Weld County and Child Care Policies and Procedures 6.036 Technology and Alcohol and Drug Services Program with Island Grove Regional Added 6/10/02 Treatment Center 6.036.1 General Organization The Technology and Alcohol and Drug Services Program involves two major entities as follows: A. The Weld County Department of Social Services (Department) B. Island Grove Regional Treatment Center, Inc. (Island Grove): Island Grove provides regional alcohol and drug services that serves, in part, Weld County. 6.036.2 General Description A. Colorado Works applicants and recipients including family preservation recipients require alcohol and drug assessment, testing and services to strengthen families and provide for such alcohol and drug services to enable applicants and recipients to succeed in education and training, especially applicants and recipients located in rural Weld County. B. The Technology and Alcohol and Drug Services Program will expand technology access in Greeley and South Weld County for the benefit of both Colorado Works clients and Department staff through a collaborative environment with Island Grove and will solve a technology barrier that prevents such access expansion through a one-year phase-in plan. C. The Department will invest in a viable technology link with Island Grove and expand services to assist Colorado Works clients and Department staff to accomplish as follows: 1) Enhance the process to provide and to report the results of alcohol and drug screening, assessment, and therapy to Colorado Works applicants and recipients including family preservation recipients in Greeley and South Weld County; and 2) Strengthen families by providing a technology solution by which a Colorado Works applicant and recipient can succeed in education and training through alcohol and drug services, especially applicants and recipients located in rural Weld County; and 3) Expand technology access in Greeley and South Weld County for both Colorado Works clients and Social Services staff through a collaborative environment with the Contractor and to solve a technology barrier that prevents such access expansion through a one-year phase-in plan. aooa_/757 Colorado Works in Weld County and Child Care Policies and Procedures 6.036 Technology and Alcohol and Drug Services Program with Island Grove Regional Added 6/10/02 Treatment Center 6.036.1 General Organization The Technology and Alcohol and Drug Services Program involves two major entities as follows: A. Colorado Works in Weld County and Child Care Policies and Procedures 6.036.3 Eligibility Criteria A. Youth who are foster care/adopt children and are IV-E eligible under TANF and are placed in the County Certified Foster Care Homes and Group Homes and are emancipating from the Child Welfare System through the ALIVE—E Program; or B. Adults who are eligible for, applicants of or receiving TANF, Medicaid, and Food Stamps and have incomes below 185%of poverty level; or C. Adults who are non-custodial parents and are unemployed or underemployed and have incomes below 185%of poverty level. 6.036.4 Functions of the Department A. The Department will be responsible for identifying adults and youth who are eligible to be served by Island Grove pursuant to the Technology and Alcohol and Drug Services Program. B. The Department will refer for services eligible Colorado Works applicants and recipients to Island Grove for access to Island Grove's Greeley and Ft. Lupton Offices. C. The Department will assist Island Grove in the development of and measuring of outcomes for the program. 6.036.5 Functions of Island Grove A. Island Grove will be responsible for any technology solutions related to this project including ownership and maintenance of such technology solutions, including a 10MB microwave link, and services to be provided. B. Island Grove will conduct surveys of clients utilizing Island Grove's Ft. Lupton Office including the Department's referrals to ascertain expansion of services to South Weld County for a period ending December 31, 2002 and June 30, 2003. C. Island Grove will document that improvements have been made to the process and system regarding alcohol and drug services between Island Grove and the Department as follows: 1) The installation of an e-mail access system for both the Greeley and Ft. Lupton Offices of Island Grove will be completed by June 30, 2003. 2) The completion of two benchmark surveys by Island Grove with the development assistance of the Department to be conducted with Island Grove's and the Department's staff by July 31, 2002, and June 15, 2003, to document the level of improvement in services in the areas of: a) Timely results by Island Grove of alcohol and drug assessment and testing for purposes of Colorado Works and Child Welfare responsibilities with eligible clients in the areas of Individual Responsibility Contracts and Child Welfare Treatment Plans; and Colorado Works in Weld County and Child Care Policies and Procedures b) Client statistics to verify cost-sharing ratios; and c) E-mail connections between Island Grove and the Depai tiuent resulting in a timely resolution of client questions, treatment authorizations, and data requests; and d) Client demographics resulting in a faster response time to the Department regarding client statistics and referral numbers; and e) Timely and accurate billings to shorten processing times and improving billing completeness regarding correct and complete household numbers and referral numbers and within the Department's authorization time periods. 6.036.6 Investment Authority for the Technology and Alcohol and Drug Services Program with Island Grove Regional Treatment Center,Inc. A. The Department will invest, under a one-year start-up project and for a period ending June 30, 2003, a total of$2,795 in a start-up fee or 42.9% of the total project, which totals$6,500. The total project includes major areas as follows: 1. Assist Island Grove in their technology project to expand and solve a technology barrier among Island Grove's Greeley and Ft. Lupton Offices with the Department's Greeley and Ft. Lupton Offices through a 10MB microwave link and Island Grove's other microwave link. 2. Obtain services from Island Grove,which will demonstrate increased capacity and services to Colorado Works clients and Department staff, as a result of the technology project. B. If Island Grove is not able to achieve the goals outlined in Section 6.036.5, C, of the Department's Operations Manual, Island Grove will return a proportional cash share of$2,795 by June 30, 2003, to the Department. C. Island Grove will bill the Department before June 30, 2002, for start-up costs. Colorado Works in Weld County and Child Care Policies and Procedures 6.037 Computerized Educational Laboratory Program with Aims Community College- Added 6/10/02 South Campus 6.037.1 General Organization The Computerized Educational Laboratory Program involves two major entities as follows: A. The Weld County Department of Social Services (Department) B. The Weld County Department of Human Services (Human Services): Human Services is the One-Stop Employment Center for Weld County, through its Employment Services of Weld County Program, and is the Department's contractor for employment and training services for Colorado Works applicants and recipients. C. Aims Community College(Aims): Aims is the vocational and community college system of Weld County. 6.037.2 General Description A. Meeting the needs of unemployed and underemployed Colorado Works eligible clients, especially rural Weld County,through basic education, GED, high school diplomas, and educational skill development are major goals for the Department. B. Aims has the expertise and experience to provide quality educational programs and to increase accessibility to education and training in South Weld County, as well as to improve outreach to individuals with language and other barriers to such education and training. C. The Department will expand educational access in South Weld County through a collaborative environment with Aims and Human Services and to solve a technology barrier that prevents access to basic education, GED, high school diplomas, and educational skill development as follows: 1. Develop positive development of unemployed and underemployed Weld County citizens by meeting the educational and training needs of Colorado Works participants and other target groups in Weld County, especially rural Weld County; and 2. Provide quality educational programs and increase accessibility to education and training in South Weld County, as well as to improve outreach to individuals with language and other barriers to such education and training; and Colorado Works in Weld County and Child Care Policies and Procedures 3. Expand educational access in South Weld County through a collaborative environment with Aims and Human Services in the use of Destination Software Programs and related staff support. 4. Assist eligible Colorado Works Program applicants and recipients in obtaining educational and training access to entry-level positions and increasing their earning potential through the development of educational programs through the development and implementation of a learning lab within a two-year phase-in plan. 6.037.3 Eligibility Criteria A. Youth who are foster care/adopt children and are IV-E eligible under TANF and are placed in the County Certified Foster Care Homes and Group Homes and are emancipating from the Child Welfare System through the ALIVE—E Program; or B. Adults who are eligible for, applicants of or receiving TANF, Medicaid, and Food Stamps and have incomes below 185%of poverty level; or C. Adults who are non-custodial parents and are unemployed or underemployed and have incomes below 185% of poverty level. 6.037.4 Functions of the Department A. The Department will purchase a microwave network from its Ft. Lupton Office to Aims' South Campus for purposes of this Section 6.037 of the Department's Operations Manual. B. The Department will identify or refer eligible Colorado Works applicants, recipients and other eligible target groups to Aims for access to its computer lab. 6.037.5 Functions of Aims A. Aims will provide computers and networking within the Fort Lupton campus facility necessary to access the Human Services' Learning Lab software. B. Aims will provide space to house the computers. C. Aims will schedule students and Social Services referrals to access the appropriate software. D. Aims will provide staff to assist students to effectively use the software. E. Aims will provide for maintenance costs associated with the microwave link purchased by Social Services. F. Aims will conduct surveys of clients utilizing its lab including Social Services referrals for a periods ending December 31, 2002,June 30, 2003, December 31,2003, and June 30, 2004, according to requirements provided by Social Services. Colorado Works in Weld County and Child Care Policies and Procedures G. Aims will document that a minimum of 41%of students served yearly through the Aims Lab are Colorado Works applicants,recipients, and other target groups. H. Aims will reimburse Human Services for system maintenance, training, and microwave link costs as outlined in Section 6.037.7,B, 2, of the Department's Operations Manual. 6.037.6 Functions of Human Services A. Human Services will provide access and availability to all software programs currently used in Human Services Educational Lab to Aims for specific uses covered by Section 6.037 of the Department's Operations Manual. B. Human Services will provide the file server, system maintenance and other necessary equipment to provide continuous service via the microwave network to the Aims Fort Lupton Campus facility. C. Human Services will provide software management training to designated Aims staff on a quarterly basis. 6.037.7 Investment Authority for the Computerized Educational Laboratory Program with Aims Community College—South Campus A. Under a two-year start-up plan, the Department will pay for a portion of the start- up cost of$95,940 including the payment for the microwave link and Destination software before June 30, 2002. The Department will invest a total of$95,940, which is 41% of the total cost of the project of$229,386, to pay for a microwave network from the Social Services Fort Lupton Office to Aims Fort Lupton Campus as follows: 1. A total of$73,940 to pay for and own a microwave link; and 2. A total of$22,000 in Destination Software for an Aims link to the Human Services Educational Lab. Aims would use 20 licenses at$1,100 per license or a total of$22,000. B. Under a two-year start-up plan, Aims will invest a total of$133,446, which includes: 1. $102,046 for the two-year period ending June 30, 2004; and 2. $31,400 that will be reimbursed to Human Services for maintenance of a microwave network, cost-sharing for a portion of the microwave link, and to train staff on the administration of the software programs as follows: a) The period reimbursement by Aims to Human Services will be July 1, 2002 to June 30, 2004. b) System maintenance will be maintained by Human Services for 42 weeks per year,which includes 11 weeks/quarter for fall, Colorado Works in Weld County and Child Care Policies and Procedures c) winter and spring and 9 weeks for summer, or$12,600 for year one ending June 30, 2003, and$17,200 for year two ending June 30, 2004. c) Training by Human Services for Aims staff on software programs and administration for destination software, Rosetta Stone Software, Other Software, and training will be$1,600 for a period ending June 30, 2003. C. The Department will invest a total of$33,250 total of Destination licenses with Human Services for a total of 30 licenses. Aims will have access to a pro-rata share of 20 licenses or$22,000 and as outlined in Section 6.037.7,A, 2. D. If Aims is not able to meet the enrollment goal outlined in Section 6.037.5, G, of the Weld County Department of Social Services Operations Manual, Aims will return to the Department a proportional cash amount of the award of$47,970, for each date of June 30, 2003, and June 30, 2004. 6.037.8 Computer Equipment and Software Computer and related equipment and software purchased from Colorado Works funding through the Department will remain the property of the Department. Aims and Human Services will follow all County and Department policies regarding the use,maintenance, and inventory of such equipment and software. Hello
