HomeMy WebLinkAbout20020399.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO FEBRUARY 13, 2002 TAPE #2002-07 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, February 13, 2002, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Glenn Vaad, Chair Commissioner David E. Long, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Robert D. Masden Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Don Warden ADDITIONS TO AGENDA: The following was added to the Agenda under Social Services New Business: 1) Consider Application for Child Care Quality Expansion Grant and authorize Chair to sign [2002-0401] MINUTES: Commissioner Masden moved to approve the minutes of the Board of Social Services meeting of February 11, 2002, as printed. Commissioner Geile seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $27,961.11. Commissioner Masden moved to approve the warrants as presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER APPLICATION FOR CHILD CARE QUALITY EXPANSION GRANT AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Social Services, stated this application was received late yesterday requiring the item be added to the agenda. She stated this is a competitive grant for fiscal year 2003, issued by the Colorado Department of Human Services. Ms. Griego stated under the terms of the application,only the Department of Social Services can apply,which results in subcontracting the services out to United Way and Aims Community College. She stated they are requesting $40,018.00, and United Way and Aims Community College will provide the ten percent matching funds. If approved,the funds will be used to target raising the quality of child care in child care homes and centers, retaining center staff and home providers, and increasing quality training opportunities for child care staff. She stated the major objectives are to provide an incentive program for mentors paying $155.00 per mentor, targeting four 2002-0399 BC0016 mentors from the Windsor, Johnstown, Fort Lupton and Dacono/Firestone/Frederick areas, license five home providers through the accrediting program,and recruit 25 new child care home providers. Ms.Griego stated the Department of Social Services will enter into Purchase of Services Agreements with United Way and Aims Community College as subcontractors. Commissioner Geile commented when WIRS was discontinued,this grant and subcontracting process was initiated to continue the previous WIRS functions and programs under United Way. He stated this provides child care providers with access to better techniques and technology. He further stated mentoring,education,and recruiting are crucial for child care centers, and this program is very important to the employers of Weld County. Responding to Chair Vaad, Ms. Griego stated the Department of Social Services has a minimal investment in the process in working with United Way and Aims Community College to complete the grant process. The actual program services are provided by United Way and Aims; however, Social Services is still the contact agency if the State has any questions regarding reports or use of finances. Commissioner Masden commented the grant also includes$1,000 which is used for administrative fees. Responding to Commissioner Jerke, Ms. Griego stated the mentors are typically child care providers already in the business who work with new providers, primarily in rural areas to help them get through the licensing process,and the$155 offsets their costs to help. Commissioner Geile added the mentors are also an encouragement to those who are feeling burnt out or are considering quitting. Commissioner Masden moved to approve said application and authorize the Chair to sign. Seconded by Commissioner Jerke, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
