Box 758 Greely,Colorado Dear Commissioner, December 27,2001 This letter comes to you as a result of an article that appeared in the Greely Tribune which was picked up by our local newspaper the Las Vegas Review Journal. Our privately held company,Norall Laboratories and our subsidiary Norall Technical Services LLC have spent ten years and eleven million dollars in the laboratory to break down the bacteria and pathogens in the manure of all farm animals. As your University can confirm,this is no simple task. Feed lot cattle waste,which seems to be your greatest detectable odor problem comes from ammonia, hydrogen sulfide,and other sulfurous compounds,amines,organic acids and heterocyclic nitrogenous compounds.The odor results from anaerobic bacterial activity which occurs during the fermentation of damp animal waste. Breaking down the cause of odors was one thing; fmding a solution was quite another and we could find no chemical company interested in trying to find a NON TOXIC solution to this complex problem. Accordingly, mainly through hundreds of different formulas we finally hit upon a solution, that incorporated a solution to all bacterial and pathogen problems which we now manufacture worldwide as Norall 2000. However,developing a product solution in the laboratory and on a small field trial basis was not enough and we were compelled to perform large open field trials to determine how best to use and market our product.We also knew that to sell our product cost was a vital consideration. To tell you about our product and application technology,we are attaching copies of papers prepared for the industry at large.These include:"Prevention of Air and Water Pollution From Animal Waste Of All Concentrated Feed Operation"2. Basic Technology of the Norall/Norall Technical Process System followed by 3.Norall Technical Services Proprietary Technology For Animal Waste Pollution Control. These same articles and a clarification letter have also been sent to Mr.Cobeler at The Greely Tribune and Mr. Jim Miller of Miller Feed Lots. In the letters to the above individuals,we went a step further to tell them about Norall's solution to the vast amount of animal waste that is polluting the air and water of our nation.According to a special report prepared for the U.S. Senate Agricultural Committee animals pollute our nation with over 1.3 billion dry tons of manure annually. Norall Technical Services has developed specialized equipment that:after manure is sprayed in the field that it be collected and hauled to a central processing facility that can be set up as a joint venture of the feed lot operators where it is blended with Norall to control moisture to 50%of the waste and formed into fuel pellets to generate electricity.Fuel for electric power from animal waste is recognized by the U.S. Department of Energy as a truly renewable energy. The pellets are clean fuel and help power companies qualify under new laws requiring that a per cent of their fuel come from renewable fuel sources. Norall has developed technology to blend human waste sewage sludge into fuel pellets and in two instances is carrying the program through to one 3 megawatt power plants and a much larger power plants to be fueled primarily from the manure of 450,000 dairy cows and a major California city. In our letter to Mr. Miller,we have suggested that it might be possible to set up a meeting somewhere in your local area where we would bring some of our technical people to discuss and create practical logistic solution to your waste odor problem. Should you agree to setting up a meeting in your area,we would very much appreciate your inviting the Montfort Company who obviously are experiencing the same problems of your area. We might add that from an economy stand point we would need to find a distributor investor to service the area with our product. Liquids are most economically shipped by tanker truck of 4,000 gallons each and sold at the local level in 55 gallon drum containers. I am taking the liberty of including a list of our officers,directors and some of our world wide consultants. re THE PREVENTION OF AIR AND WATER POLLUTION FROM ANIMAL WASTE OF ALL THE CONCENTRATED FEED OPERATIONS BY THE APPLICATION OF NORALL LABORATORY PRODUCTS NORALL2000® is designed to reduce the generation of various odors and gases caused by bacteria action in all farm animal manure or poultry litter at their source. NORALL2000® also reduce toxic pollutants such as arsenic, heavy metals, nitrates and phosphorus , dust particles and insects due to its action of micro-encapsulation. The micro-encapsulation technique also is used to control the excessive leaching of substances such as phosphrous and nitrate, to prevent them from being toxic pollutants. The wonder of this products is it will be effective within hours if not minutes after application. The application does not require large amount of physical work and time. Even then the odor problem still exist at the barns or growning houses and no reduction in bacteria and insects where the animals are. NORALL2000® application may be used to supplement or replace all other CAFO existing air and water management control procedures. ODOR FROM ANIMAL WASTE Odor associated with CAFO principally comes from animal waste and ensiled or stored feed. The more detectable odors include ammonia, hydrogen sulfide and other sulfurous compounds, amines, organic acids, and heterocyclic nitrogenous compounds. Nuisance odors result from anaerobic bacterial activity which occurs during the fermentation of damp animal waste. NORALL2000® performs well in elimination of all bacterial activity and assists in drying of the animal waste which thus eliminates the cause of odor . WATER CONTAMINATION FROM ANIMAL WASTE Nitrates and salts from cow manure or phosphorous from poultry litter can contaminate ground or surface waters through runoff caused by rainfall or infiltration through the soil. Other compounds in animal waste are toxins, such as arsenic and heavy metals, may also be carried into down stream water reservoirs by runoff. The best and possibly only way to avoid such contamination is to eliminate the contaminants at the source by using the proven ability of encapsulating power of NORALL2000O products. All contaminants will be converted into inert material even if they are carried down the stream and water ways by flood or infiltration and will not be harmful anymore. BASIC TECHNOLOGY OF THE NORALL/NTS® PROCESS SYSTEM Norall scientists have developed proprietary technology for the next generation of environmental remedies. The main theory that Norall has developed uses the physical reaction of micro-encapsulation of sub micron particles from 100 micron down to 0.5 micron by liquid glass (Na2SiO2). These micron particles are heavy metals such as lead, zinc, copper, chrome etc; or PM-10 dust; the sub-micron particles such as bacteria like e- Coli or Salmonella; parasites such as cryptosporidium, giardia; pathogen; nematodes; fungi spores; toxic chemicals such as PCB, arsenic, phosphorous, nitrate, nitrite or hydrocarbons etc. The first part of the micro-encapsulation process is the dissolution and emulsification phase of the treatment reaction. The NorallT"process first emulsifies the contaminant similar to the use of shampoos and dish-washing liquids removing oils and greases. Most of the skin creams that are in use today are just emulsions of various oils in water, with perfume and fancy bottles to account for the high price. An emulsion is a way to make a non-water soluble material (such as heavy metals or hydrocarbon) dispersible in water. Dispersible does not mean soluble, heavy metals, chemical contaminants such as PCB, arsenic, dioxin, or hydrocarbons do not dissolve in the water, they are spread throughout the water and are held in suspension by the emulsifier. The second stage then is the micro- encapsulation of the emulsifier by the Norall's liquid glass ingredient, silica. In basic terms, the Norall process targets specific unwanted contaminants and captures them in a glass- like bead- thereby rendering them harmless. When bacteria or parasites such as salmonella or cryptosporidium come in contact with the NorallTM product, they are encapsulated and isolated from any moisture or nutrient they depend on for life support. Therefore they are killed in a very short period not by toxic poisons but by physical strangulation. This reaction will reduce any aerobic or anaerobic reaction that generates VOC gasses and bad odor. The Norall micro- encapsulation process also isolates heavy metals and other toxic chemicals. After Norall treatment the once contaminated soil or manure now has the same physical characteristics of soil such as porosity and permeability. In some cases, the physical characteristics of the soil are improved after the treatment by the NorallT" process. If this material is used for back fill, there will be no groundwater flow through the material which can result in contamination. This is one of the great advantages of the NorallT" process, the treated material can be used for any purpose that clean soil or organic fertilizer enriched soil is used for. NORALL TECHNICAL SERVICES, LLC. PROPRIETORY TECHNOLOGY FOR ANIMAL WASTE POLLUTION CONTROL SYSTEM The major pollution criteria any dairy operator has to meet that is the operation must meet the EPA clean air and water regulation. NTS/NORALLTT SYSTEM is developed to provide the Concentrated Animal Feed Operations (CAFO)just the economical solution they are seeking. The Office of Solid Waste of the U.S. EPA outlines the acceptable 19 waste treatment technologies or practices including the following two technologies: "Microencapsulation" and "Vitrification". 1. "Microencapsulation: is a process that coats the surface of the waste material with a thin layer of plastic or resin to prevent the material from leaching hazardous waste constituents." 2. "Vitrification: is a process that uses high temperatures to melt hazardous waste into molten glass. Subsequent cooling of molten glass material results in solid blocks of material which are resistant to leaching hazardous constituents. Both these technologies are effective in treating toxic waste. However, they are both expensive and are not applicable to a major waste problem due to economical reasons. Application of plastic or resin to coat the waste product is extremely hard to expedite. Expensive solvent material needed to deliver the coating to work effectively on micron size particles. In addition the plastic is no biodegradable and definitely not an natural part of the soil. The solvent evaporation might further pollute the air quality. As to the vitrification process, a large amount of energy is required to melt the waste into molten glass, which is not feasible for treating of millions of tons of manure treatment. NTS /NORALL PROCESS® uses the natural material of silicate sand to coat waste material such as bacteria, phosphorous, sulfate, nitrate and nitrite etc. By eliminating the aerobic and anaerobic process of composting animal waste and the generation of sulfur dioxide, ammonia gas and VOC, the odor problem is minimized. The silicate also provides a glass coating without uses high temperatures needed to melt the glass that will prevent hazardous waste to leach into the soil and underground water. Therefore, we can accomplish the objective of coating the hazardous waste without the use of hydrocarbons or the substantial energy needed to melt the glass. NTS CENTRAL PROCESSING PLANT When a large amount of composting of municipal organic waste, sewage sludge or animal manure exists or is generated daily, a central processing plant might be the most economically feasible choice. This kind of central plant can serve a region concentrated with animal operations or a major metropolitan city. The plant will be logistically located to serve a continuous demand. It also serves as a large storage area for both the treated and untreated material. Storage tanks for Norall product are available at the central process plant to supply the whole area. The central processing plant can be owned and operated by NTS and joint venture with the farm coops, private recycling company, or a municipal & county facility NTS process technology® also can be incorporated into existing recycling plants and composting operations to upgrade the performance and economics. NTS MOBIL PROCESSING UNITS For smaller operations, the mobile units can be dispatched from site to site periodically to process and collect waste. After on site processing, the physical material can be stored on site or trucked to the central plant for packaging and sales. Contract agreement with tipping fee arrangement can be developed with NTS. THE NORALLTM METHODOLOGY There are two methods of treating animal waste using NORALL2000® products: 1) Norall Technical Services provides specially designed equipment for lease to apply NORALL2000® on the ground slab of the CAFO or poultry growing houses together. By turning of the bedding material or barn manure, the material will be rendered odorless and bacteria free. This method will requires scheduled periodic turning of the bedding until the bedding is removed. 2) The bedding material must be replaced or removed by fresh bedding on a planned schedule. Based on contractual arrangement, old bedding material or animal waste may be delivered to a processing center operated by NTS, an affiliated company of NORALL LAB. and returned with new bedding material and other Norall products. Under some contract, the tipping fee for animal waste disposal may be the only cost which CAFO must pay in anycase for disposal of animal waste. NORALLTM solution and bedding material may be free. OTHER NORALL PRODUCT BENEFITS By proper planning and usage of either of the two methods, the objective will be accomplished in preventing both air and water pollution problems caused by the animal waste. Additional benefits that will also be realized include : 1. NORALLT"' is non-toxic and harmless to animals and human. 2. Reducing insect and vermin in and around the animal housing. 3. Reducing noxious odors and improving feed conversion ratio. 4. Reduce disease causing bacteria thereby improving the health of the animals. 5. And last but not least- improving the friendly neighbor image by eliminating offensive odor and the pollution of runoff waste water. Mission Statement The initial focus of Norall Laboratories, Inc. (the "Company" or "Norall") is on animal and human-waste treatment as well as agriculture. The Norall products and micro- encapsulation technology are an EPA accepted, totally new, non-toxic approach to eliminating harmful bacteria and pathogens. The Norall mission is to rid the planet of as many toxic chemicals as possible by the development of its non-toxic chemicals that are safe in cleaning our air, water and providing for our food chain to be grown free of toxic chemicals and pesticides. The Norall product and technology is based on the scientific knowledge that liquids flow at different speeds and disperse in different fashions. The product focus is to reduce or eliminate pollutants jeopardizing our planet's air, land and water. Norall Laboratories originated from over ten years of research in the development of non- toxic chemicals; many developed for solutions to a vast number of environmental roblems identified as unable to comply with existing Federal legislation enacted to otect water and air. n 1997, The US. Senate Committee on Agriculture ordered a special report titled Environmental Risk of Livestock and Poultry Production. The first line of this report was ominous. "Nationwide, 130 times more animal waste is produced than human waste." The report, quoting EPA statistics, stated that 60%of rivers and streams in the U.S. are seriously, and often dangerously, polluted from agricultural run off and including nutrients from animal waste which were identified as the largest contributor to the pollution of both air and water. As an example: an estimated 1,600 dairies in the Central Valley of California produce more waste than would a city of 21 million people. A single swine operation in Utah that produces 2.5 million hogs annually, releases environmentally uncontrolled manure greater than the human waste of the City of Los Angeles, California. Annually; concentrated farm animal feed lot operations produce over 4 1.37 BILLION tons of dry animal manure. EPA estimates of greenhouse gases created by these farm animals are staggering. Opportunity created by the Problem Animal Waste: The continuing challenge of handling, treating and disposing of animal waste, especially from cattle, swine and poultry operations, has lead to serious environmental problems in the United States and worldwide. Large concentrated animal feeding operations, and mega-farms, that are so prevalent today, has exacerbated this problem. Animal waste contains significant amounts of nitrogen,phosphorus and other nutrients, as well as parasites, bacteria viruses and often heavy metals. Heavy concentrations of such materials are toxic and cause not only serious pollution to the soil, but of greater importance is that improper treatment, storage and disposal of such wastes lead to significant pollution of lakes, rivers, streams and groundwater. Runoff caused by rains and flooding, as well as accidental waste spills which have become more common in recent years, have lead to the introduction of heavy concentrated levels of toxic pollutants flowing into lakes and rivers. This, in turn, encourages excessive growth of algae and similar organisms that deplete oxygen, choke-out fish and other valuable aquatic life, and disrupt both economic and recreational uses of bodies of water. Pathogens in animal waste cause diseases that are known to have been the cause of death of both wildlife and more importantly humans. To cite one, of many, well-publicized examples, "the release of untreated poultry manure is considered the principal cause of severe pollution in the Potomac River and Chesapeake Bay." Aiding Norall in its animal waste program is the U.S. Government. In 1999, after studying statistics of the Special Report to the U.S. Senate, and the disastrous effects that uncontrolled animal waste is having on US water and air, the Clinton/Gore Administration announced its final strategy to reduce the uncontrolled effects of this environmental problem. The EPA has identified for the Administration 450,000 concentrated or deemed large food farm animal operations that will be policed by this strategy. The plan calls for, and demands, that the feed operations must obtain a federal pollution permit. The consequence of non-compliance, under the Clean Water act, will be fines up to $10,000 per violation. This targets companies that hire contract growers as well by warning them that they are equally responsible for compliance of their contract farmers. The administration, in justification of the strategy, stated; "pesticides, fertilizers, manure and other farm residues are responsible for polluting ground water and public waterways. The EPA has stated that farm runoff is the biggest unchecked threat to American waters. Norall's animal waste program provides an immediate and economically viable solution to qualifying for pollution control permits. Norall Technical Services Division has developed mixing equipment that blends Norall product with the animal waste. Norall Solution Before Norall, many approaches have been taken to address the animal waste disposal problem. Among these were dehydration, incineration, composting and application of raw, liquefied or composted waste to cropland. All of these methods have their advantages and disadvantages, and may or may not qualify under present EPA guidelines. Targeted by EPA as non-qualifying is composting. Norall equipment is intended to replace traditional composting equipment. Literally thousands of composters exist in farm lots across the U.S. This is where the EPA qualifying technology developed by Norall comes in. Microencapsulation is the packaging of micronized materials in the form of capsules, which may range in size from less than one micron to more than 300 microns. The Norall technology ecapsulates the materials from a base of liquid glass which originally is silica sand, a natural substance of the earth. The process of microencapsulation is often used in pharmaceuticals, flavors and fragrances, detergents, etc. These applications however differ materially in that they employ a synthetic polymer reagent rather than natural silica. More recently, Norall silica micro-encapsulation has been used with great success in the treatment of hydrocarbon waste. Norall has taken its science of micro-encapsulation a step further with its system to treat animal waste in a way that protects the environment and health while making a useful end product. The treated and processed waste looks like and has the consistency of a coarse soil and can be pelletized to reduce the volume for storage, packaging and transportation. A laymen explanation of how the science of Norall micro-encapsulation works. When microorganisms come into contact with the Norall product, they are enveloped in a capsule of silica. Starved of oxygen and water, they quickly die as opposed to killing by toxic chemicals. By stemming aerobic and anaerobic digestion of the waste, thereby eliminating generation of sulfur dioxide, ammonia, and VOC's, the odor is very substantially reduced or eliminated. Pathogens including e-Coli, T-Coliform, Salmonella, Cryptosporidium, Giardia and Pfiesteria are eliminated by micro- encapsulation Nutrients in the waste are similarly encapsulated. The silica capsules are virtually insoluble in water, so the nutrients are not released into lakes and streams. Instead, they are locked away until drawn out and utilized by crops and other plants. Finally, metal particles, including lead, zinc, copper, arsenic and chromium, are not released into the environment since they are permanently encapsulated. 8 FALLACIES OF COMPOSTING The recent upsurge in water pollution caused by animal waste has been blamed largely on run-off from concentrated animal feed operations (CAFO), brought about by the unusual weather of El-Nino or La-Nino. No matter what the reason, the result is more stringent enforcement of Clean Air and Water Regulations promoted by the EPA and enforced by the U.S. Dept. of Justice. Dairy cows, targeted as large polluters alone produce more than 100 million tons of manure per year, which goes on every hour everyday non-stop! Existing animal waste treatment technology relies mostly on the "Windrow" composting method which is a slow and a difficult process to handle and requiring both massive land &time investment. Added thereto, most of the incomplete composting creates other pollutants such as odor, dust and pathogens. While a variety of primary pathogens are present in manure, the composting process does kill many of them however exposure-related infectious disease from primary pathogens among compost workers has not yet been documented. "Secondary pathogens"— fungi and other micro organisms produced during the composting process on the other hand, should be of greater concern. A variety of symptoms, ranging from red and irritated eyes to runny nose and nausea, have been attributed to dust-born bacterial and fungal spores and endotoxins which form the organisms present in the manure and grow in the compost process. The most serious health threat comes from these secondary pathogens, such as heat tolerant fungus known as Aspergillus fumigantus, and several related fungi which cause "aspergillosis" (also known as"farmer's lung" or"brown lung"disease). This fungus, is a well known product of silage, waste compost and wastewater sludge compost, grows well on decaying vegetable matter at temperature above 45 degree C., and thus survives most of the composting process. Infection of susceptible individuals (including those on immuno-suppressant drugs, antibiotics, on adrenal corticosteroids, or with pulmonary disease, asthma, and certain other infections) may be severely debilitating and even fatal. Such infection appears related to high levels of"infective units"in dusts, perhaps reflecting interaction with other materials as irritants. The organism itself is ubiquitous and not regarded as an off-site or product-related problem. The health threat to the general public becomes more serious as the suburban developments move closer to dairy operations. Open field composting operations should no longer be an option as a solution to manure treatment when operates near population area. Every year, nearly 8 billion chickens, 300 million turkeys, 100 million hogs, and 60 million cattle are produced in the United States. The quantity of solid waste ("biomass") generated by this industry is literally mountainous: the dairy farms in California alone, for example,annually generate more than12 million tons of manure. Although manure is rich in plant nutrients — especially nitrogen and phosphorous — and is widely used as fertilizer, there is truth in the saying "too much of a good thing." Studies indicate that where land application has been practiced for numlrr of years, the concentrations of nutrients in the soil and water can exceed acceptable levels. Runoff and leaching often wash these excess nutrients into the local watershed, leading to significant pollution and damage to the ecosystem. In our rivers and estuaries these nutrients can promote increased plant and algae growth, eventually choking out native fish and other aquatic life. Recent amendments to federal Clean Water Act regulations require that discharges from CAFOs comply with an EPA permit, leaving many operations scrambling for alternatives to land application and on-site storage of their animal wastes. Biomass as energy The cause of the pollution is, ironically, an energy source that is largely thrown away. The waste stream created by animal agribusiness contains nearly 2,000 trillion Btu's of energy, roughly equivalent to 300 million barrels of oil. At $25/barrel this would represent an energy value of approximately$7.5 billion. Unfortunately, manure is not oil. Mass conversion of barnyard waste to heat or electric power is not simple. Power from biomass has not enjoyed wider application for several reasons: (1) biomass is less dense than fossil fuels, so handling and transportation are more expensive; (2) animal waste sources are widely dispersed, so power generating facilities tend to be small, drawing only from local sources; and (3) biomass initially has a high moisture content, and must be dried before it can be economically used as fueL These characteristics leave biomass power generation at a distinct cost disadvantage relative to fossil fuels. Conversion of biomass to energy in general is gaining acceptance, and today is second only to hydro-power among renewable sources in our national energy supply. Independent generators, primarily using woodchips and municipal solid waste (garbage), annually supply 11 billion kilowatt-hours of power to the electricity grid, simultaneously providing environmentally superior disposal of 22 million tons of waste. While animal wastes presently make up a small fraction of biomass-to-energy, introduction of a method to maximize the heat value of biomass while minimizing handling problems would serve to dramatically increase the role of animal wastes in generating power. Opportunity created by the Problem Animal Waste: The continuing challenge of handling, treating and disposing of animal waste, especially from cattle, swine and poultry operations, has lead to serious environmental problems in the United States and worldwide. Large concentrated animal feeding operations, and mega-farms, that are so prevalent today, has exacerbated this problem. Animal waste contains significant amounts of nitrogen, phosphorus and other nutrients, as well as parasites, bacteria viruses and often heavy metals. Heavy concentrations of such materials are toxic and cause not only serious pollution to the soil, but of greater importance is that improper treatment, storage and disposal of such wastes lead to significant pollution of lakes, rivers, streams and groundwater. Runoff caused by rains and flooding, as well as accidental waste spills which have become more common in recent years, have lead to the introduction of heavy concentrated levels of toxic pollutants flowing into lakes and rivers. This, in turn, encourages excessive growth of algae and similar organisms that deplete oxygen, choke-out fish and other valuable aquatic life, and disrupt both economic and recreational uses of bodies of water.
