Enclosed, please find the Annexation Impact Report pertaining to a petition for
annexation for a parcel of ground which is located between Highway 34 Bypass and E.
24`h Street and East of Cherry Avenue. The following is the City of Greeley schedule
for processing this request.

LEGAL DESCRIPTION:
A parcel of land situated in the N1/2 SW1/4 and in the S1/2 SW1/4 Section 15, Township 5
North, Range 65 West, of the 6th Principal Meridian, County of Weld, State of Colorado. Said
parcel being more particularly described as follows:
Commencing at the south 1/16 corner said section 15, Section 16; Thence N89°47'39"E along the
north line S1/2 SW1/4 said Section 15, 648.76 feet to the true point of beginning. Said point
being on the east line Denzel Annexation No. 2;
Thence N00°15'18"W along the east line said Denzel Annexation No. 2, 997.83 feet to a point on
the west line Lot B, Exemption Survey No. 0961-15-3 RE-3202 as recorded in the Weld County

AVAILABLE UTILITIES City of Greeley Water and Sewer Service is not
currently available to the property. The applicants
would be responsible for extending City of Greeley
Water, City of Greeley Sewer, gas, electric, and
telecommunication utilities at the time of
development.

INTENDED/PROPOSED USES The applicants have indicated that they will seek
residential zoning for the property. The applicants'
narrative indicates that they intend to develop a new
ski lake and build approximately 120 new single-
family attached and detached units.
COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected
Growth (LREGA), Urban Growth Area(UGA) and
Mid-Range Expected Service Area(MRESA). The
property is outside of the Municipal Services
Suitability Area(MSSA) and also outside of the
Line of Fiscal Demarcation. A full compliment of
urban services is not currently available to the site.
ANALYSIS In order to comply with the State of Colorado one-
sixth (16.67%) contiguity standard regarding
annexations it was necessary to break the Denzel
property into three separate annexations. Denzel
Annexation No. 1 has 17.01% of its boundary
adjacent to the existing municipal boundaries of the
City of Greeley. By doing this, Denzel Annexation
No. 1 contiguity requirements are met and then will
provide17.45% contiguity for the Denzel
Annexation No. 2. Denzel Annexation No. 3 has
20.07% contiguity to Denzel Annexation No. 2.
The annexation will not further extend the eastern
Annexation Impact Report 2 Denzel Annexations No. 1, 2 & 3
boundary of the City.
The developer will be responsible for extending
City of Greeley water and sewer and all other utility
services to this property. Because the property lies
outside of the Fiscal Demarcation Line, a Public
Infrastructure Fiscal Impact Analysis would
have to be completed before development.
The annexation of this site into the City would be
consistent with present growth patterns and
Comprehensive Plan policies. There is evidence
that this site shares a common interest with the
City's future. The requirements of State statutes
and City of Greeley guidelines for annexation
appear to have been met by this requested
annexation.
According to figures the applicant obtained from
Mr. Wayne Eads with Weld County School District
6, single-family residential lots in this development
will generate 0.735 students per residence for a total
expected student population of 88 students for the
entire Denzel development.
