Through this letter, Region 4 is submitting to each of your respective transportation planning
organizations a set of amendments to the 2001-2006 Statewide Transportation Improvement
Program. These amendments cover two situations. The first set of amendments has been
prompted by the recently identified statewide shortfall in revenue for transportation in FY02.
Consequently, the Transportation Commission has directed each Region to reduce Other Regional
Priority spending during FY02 with each Region's share being based upon the same percentage as
its annual allocation. For Region 4, the amount being reduced is $2,606,000 (19.4% of the
statewide total). The projects selected for reduction are in the design phase for FY02. The
budget cuts are not expected to have an adverse effect on the timing of construction, currently
scheduled for FY05 or later. It is anticipated the reductions can be restored in the FY03-08 STIP
as the projects move closer to construction.
The second situation is related to a DRCOG Transportation Improvement Program (TIP)
amendment which had reprogrammed funding from DR 3386, SH 119: At Jay Rd to DR5553, SH
119: At SH 52 (Mineral Rd) (Boulder). A revision of the funding for project DR5553 is being
proposed in the amendment attached to this letter for two reasons. The first reason is a $500,000
reduction because of reduced allocation of Other Regional Priorities funding to CDOT Region 4
(as noted above). The second is to return back to DR3386 an amount of$28,000, which is
necessary to cover the preliminary engineering expenses that were incurred prior to the decision
to fund the SH 52 interchange sooner than the Jay Rd interchange. Consequently, the amount of
funding remaining available for DR5553 in FY02 is the originally intended $1,414,000 minus the
$528,000 associated with the two reasons noted above.
