RE: APPROVE SERVICE ENHANCEMENT REQUEST#2002-03 FOR SUPPLEMENTAL
SERVICES AND AUTHORIZE CHAIR TO SIGN -AFFILIATED COMPUTER
SERVICES, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with Service Enhancement Request#2002-
03 for Supplemental Services between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, and Affiliated Computer Services, Inc.,
commencing January 1, 2002, and ending December 31, 2008, with further terms and
conditions being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that Service Enhancement Request#2002-03 for Supplemental
Services between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, and Affiliated Computer Services, Inc., be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said request.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of January, A.D., 2002.

Related Agreement: Master OnSite Services Agreement between Weld County and Affiliated
Computer Services.Inc. (ACSldated November 1993
All terms defined in the Agreement and its amendments shall have the same meaning ascribed to them
therein when used in this Service Enhancement Request. Pursuant to Section 2.2 of the Agreement,
Client hereby requests that ACS perform the Supplemental Services described below. The parties
acknowledge that any Supplemental Services to be performed pursuant to this Service Enhancement
Request shall be performed under the terms and conditions of the Agreement. In addition, unless
otherwise set forth below, any payments to be made by Client to ACS under this Service Enhancement
Request shall be made pursuant to the terms and conditions of the Agreement. The amounts to be paid by
Client to ACS under this Service Enhancement Request shall be in addition to any other amounts which
Client is obligated to pay to ACS under the Agreement.
Description of Supplemental Services:
This Service Enhancement Request(SER)will expand ACS's scope of responsibilities to include
those of the Internet and e-government at Weld County. Additional resources will be directed
toward the overall management and ongoing maintenance of the Weld County web page and to
assist the individual departments with their web application needs.
Responsibilities for overseeing e-government policy and providing direction will be incorporated
into Weld county's existing Information Services Governance Committee. Expanding the scope
of this committee's responsibilities will make it the focal point for all IT and e-government
initiatives that take place in Weld County.
ACS will provide one additional FTE with skills necessary to facilitate Weld County's e-
government environment. Weld County will provide the necessary funding for hardware,
software and maintenance associated with establishing the web server and related e-government
applications. While ACS will maintain the Web page,Weld County departments will be
responsible for maintaining the content published on the web page.
This Service Enhancement Request will be effective January 1,2002,with charges prorated based
on the actual start date of the individual filling the position. The SER will be coterminous with
the master agreement dated November 1993,and will include responsibilities as follows:
- Provide technical resources to facilitate the e-government initiative at Weld County.
- Maintain web user policies and establish guidelines and procedures for web development and

publishing activities.
- Provide strategic and tactical planning associated with a web environment.
- Incorporate web technology into the existing governance structure and processes at Weld
County.
- Consult with County departments about their web development and publishing needs.
- Research and recommend existing vendor-supplied web applications that meet Weld County
requirements.
- Assist with implementation of vendor supplied web modules for existing host applications.
- Act as project lead for web application projects and coordinate resources between end users,
applications staff,network staff,and 3 party vendors when necessary.
- Provide planning, design, development,testing, and implementation of web interactive and e-
commerce applications to provide requested information and/or services to the public using
the Internet and its capabilities.
Initially this agreement will provide the resource to migrate the Weld County web page to a new
Weld County web server and provide for the basic web publishing needs of the county
departments. As the e-government environment is developed and expands,Weld County
acknowledges that additional support resources will eventually be required to maintain the
expanding technical infrastructure at Weld County.
Time Frame
Projected Start Date: January 1, 2002
Projected End Date: December 31, 2008
Payment
The additional amount to be paid by the Client to ACS under this Service Enhancement Request
will contain a fixed 4% COLA, which will be applied each year effective on January 1 of each
contract year. ACS will submit an invoice to the Client on a monthly basis beginning in January
2002 in twelve equal monthly payments based on the annual payment schedule listed below.
