RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 16 AT WELD COUNTY ROAD 51
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that "Stop" and "Stop Ahead" signs be installed on Weld County Road 16 at Weld County
Road 51, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "Stop" and "Stop Ahead" signs on Weld County Road 16 at Weld County Road 51, for
the safety of the general public, and said signs shall conform to the State Manual of Uniform
Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of August, A.D., 2002.

COLORADO RE: Traffic Study—Intersection of WCR 51 and WCR 16
A stop sign request was received by Public Works concerning the intersection of WCR 51 and WCR 16.
This intersection is not currently signed in any direction.
I made a site visit on August 7, 2002, to review the intersection. As you are aware, there is a power plant
being constructed along WCR 51, just south of WCR 16, which is generating a significant amount of
construction traffic. Due to the additional traffic, WCR 51 has been stabilized to control the dust. It is
my understanding that WCR 51 is to be paved, once construction is complete.
The Manual on Uniform Traffic Control Devices (MUTCD) gives guidance on the use of stop sign
applications. I believe this intersection meets the guideline warrants under Section 2B.05. The
stabilization of WCR 51 has made this the main roadway and once paved, will even more so support the
warrants.
It is my recommendation that stop and stop ahead signs be placed on WCR 16 at WCR 51. Because this
is a new situation, we may want to consider placing flags on the stop signs for several weeks until the
traveling public becomes familiar with the changes.
