From: Wayne Howard, P.E., Project Manager Air COLORADO RE: Traffic Study—Intersection of WCR 51 and WCR 16 A stop sign request was received by Public Works concerning the intersection of WCR 51 and WCR 16. This intersection is not currently signed in any direction. I made a site visit on August 7, 2002, to review the intersection. As you are aware, there is a power plant being constructed along WCR 51, just south of WCR 16, which is generating a significant amount of construction traffic. Due to the additional traffic, WCR 51 has been stabilized to control the dust. It is my understanding that WCR 51 is to be paved, once construction is complete. The Manual on Uniform Traffic Control Devices (MUTCD) gives guidance on the use of stop sign applications. I believe this intersection meets the guideline warrants under Section 2B.05. The stabilization of WCR 51 has made this the main roadway and once paved, will even more so support the warrants. It is my recommendation that stop and stop ahead signs be placed on WCR 16 at WCR 51. Because this is a new situation, we may want to consider placing flags on the stop signs for several weeks until the traveling public becomes familiar with the changes. (pujik c\itjt; Hello
