RE: APPROVE INTERMENT OF DECEASED VETERANS AND AUTHORIZE CHAIR TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Senate Bill 02-100 signed by Governor Owens on April 12, 2002, specifies
that per Section 28-5-502 (1) it is the duty of the County Commissioners of each county to
designate some proper person in each county whose duty it is to cause the decent interment of
the bodies of honorably discharged military personnel that is indigent as described in
Section 28-5-502, and
WHEREAS, Section 28-5-502(2) requires the County Commissioners by resolution to
establish a maximum expense to the county for each burial, exclusive of any federal funds
provided for such purposes, and
WHEREAS, Section 28-5-503 requires that the County Commissioners see that
headstones furnished by the Veterans Administration, or furnished on behalf of the veterans
described in Section 28-5-502, shall be set at the expense of the county with the County
Commissioners establishing a maximum expense to the county for setting the headstones.
NOW THEREFORE BE IT RESOLVED, that in accordance with the above stated
statutes the Board of County Commissioners hereby designates Richard Rowe, Department of
Social Services Assistance Payment Manager, and any subsequent incumbent to his position,
as the proper person in Weld County whose duty it is to cause the decent interment of the
bodies of honorably discharged military personnel described in Section 28-5-502.
BE IT FURTHER RESOLVED THAT, the maximum expense that Weld County will pay
for each burial, exclusive of any federal funds provided on behalf of veterans described in
Section 28-5-502, shall be $1,500.00.
BE IT FURTHER RESOLVED THAT, the maximum expense that Weld County will pay
for the setting of each headstone provided by the Veterans Administration, or furnished on
behalf of the veterans described in Section 28-5-502, shall be $75.00.
BE IT FURTHER RESOLVED THAT, the funds for the above expenses shall be paid
from the Social Services General Assistance Program Budget, and that the General Assistance
Program's income qualifications and other eligibility criteria for determination of indigent status
shall be used to determine eligibility of the veterans described in Section 28-5-502.
