Rocky Mountain Ready Mix Concrete, Inc. has operated a concrete batch plant directly east and contiguous to the proposed site since August of 1981. The new site will allow the company to build a new plant to replace the ageing, original plant. Upon completion of the new plant, the old batch plant will be decommissioned. The proposed use of the site is identical to the existing business that has been operating at its current location for over twenty years. The company brings raw materials (cement, aggregates and admixtures) onto its site. The concrete batch plant measures the raw materials and conveys them into mixer truck's drum. Concrete is then delivered by mixer truck to commercial, municipal and residential projects in Weld and Adams Counties. Rocky Mountain Ready Mix Concrete, Inc. currently bases approximately twenty mixer trucks at its Weld County site. These mixer trucks will move to the new site upon completion of the new plant. Maintenance of these mixer trucks will continue to be performed on the existing site in the existing maintenance facility. Vehicles access the site from State Highway 85 via Weld County Road 4. Westbound from Highway 85, WCR 4 serves only the industrial park in which our existing property is situated. Traffic enters and exits our existing property from the east, bordering Highway 85. Traffic will proceed from our existing property onto the proposed site. Vehicles will continue to use the same acceleration and deceleration lanes as they currently use on Highway 85. There is no proposed increase in traffic or change in traffic flow on either WCR 4 or Highway 85. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22. The proposed site's use is consistent with the Weld County Comprehensive Plan. The site is located along the State Highway 85 corridor in southern Weld County. This corridor is presently and historically has been developed for commercial, industrial, and mining operations. There are no residential developments bordering the area. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 and the zone district in which it is located. The proposed use of the site is consistent with the surrounding development as described in paragraph 4 below and is consistent with the surrounding property's zoning. The health. safety, convenience and general welfare of Weld County residents will not be compromised or in any way changed since this proposed site use is simply the replacement of an existing, adjacent plant. The general operation and the traffic impact will not change in any manner. The visual impact from Highway 85 will be greatly improved because the new plant will be set back further from the highway and will be at a lower elevation reducing the public's view of the operation to a minimum. 1 ROCKY MOUNTAIN READY MIX CONCRE t'E, INC. Baumgartner Trucking hauls aggregate from off-site mining operations to our current and proposed operations. Cat Construction is mining aggregate, a component of concrete. 5. Describe, in detail, the following: a. How many people will use this site? Rocky Mountain Ready Mix Concrete, Inc. employees. as described in (b.) below, will primarily use this site. Approximately twenty-five employees will use the site with an additional five outside aggregate haulers for a total of approximately thirty individuals. b. How many employees are proposed to be employed at this site? Rocky Mountain Ready Mix Concrete, Inc. will transfer approximately twenty-five employees from its current ready mix plant to the new operations: 20 mixer truck drivers, 1 loader operator, 1 cement bulk driver, 1 assistant plant manager, 1 plant manager, and 1 sales representative. c. What are the hours of operation? During the summer construction season, the plant operates from approximately 6:00 am to 6:00 pm Monday through Friday. Saturday production is typically from 6:00 am to 2:00 pm. Winter operation decreases the time of operation from approximately 7:00 am to 5:00 pm Monday through Friday. There will be one main building built on this site. The building will enclose the concrete batch plant and provide areas for a dispatch office and driver break room. e. What type and how many animals, if any will be on this site? There are no animals proposed for this site. f. What kind (type, size, weight) of vehicles will access this site and how often? During the days of operation (Monday through Friday and some Saturdays): ( 5) Tractor/trailers hauling aggregate 60' in length 80,000 lbs 2 times daily ( 1) Tractor/trailer hauling cement 60' in length 80,000 lbs 2 times daily (20) Mixer trucks hauling concrete 45' in length 65,000 lbs 3 times daily The above listed estimates are for typical production days. On busier summer days, add one additional trip for each category of truck. On slower winter days, subtract one trip. g. Who will provide fire protection to the site? The Brighton Fire District will provide fire protection. h. What is the water source on the property? Water will be supplied by an existing well from the Northeast corner of the property. i. What is the sewage disposal system on the property? The proposed site is currently undeveloped land with no disposal system. Rocky Mountain Ready Mix Concrete. Inc. will construct an engineered septic system for the operation. (See Attached Drawings.) j. If storage or warehousing is proposed, what type of items will be stored? Aggregate products (sand and rock) will be stored above ground in enclosed concrete bunkers. Cement will be stored in enclosed overhead cement silos. Concrete admixtures will be stored in approved tanks within the plant enclosure building. 6. Explain the proposed landscaping for the site. The company will use a xeroscape landscape plan for the site. Colored aggregates will be utilized along the east border of the site. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Explain how the storm water drainage will be handled on the site. Storm water drainage has been engineered for the site and the intended operation. The essential plan is for water to move to the west side of the property for containment. (See Attached Drainage Plan.) 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction will begin when building permits are obtained. The plant erection, building enclosure, and landscaping should take approximately six months to complete. Assuming an early spring of 2002 construction start, the project (including landscaping) would be complete by the end of the summer of 2002. 10. Explain where storage and/or stockpile of wastes will occur on this site. Wasted concrete will be temporarily stored on site to the southwest of the plant. This site is located to the west of the existing Rocky Mountain Ready Mix on the west side of Highway 85 and south of Weld County Road 4. This tract consists of 3.471 acres more or less. The existing building site layout is relatively flat with a gradual slope to the northwest corner of the lot. The existing lot is vacant, with a fill material placed in the building site and a low area to the west side of the lot with a high berm to the west. The west side of the lot contains a low area that will be used as the retention area. No major drainage ways exist on this property. The South Platte River is to the west of the site. A portion of this lot is in the 100-year flood plain as depicted on the attached site map. PURPOSE OF STUDY: The drainage study was prepared for this site to store the storm water on the site in a retention area. The drainage for the site will be stored in a storm water retention pond located at the west side of the site. This drainage study was performed in accordance with the "Adams County Storm Drainage Design and Technical Criteria Manual, February /989". PROJECT DESCRIPTION: The project site encompasses approximately 3.471 acres and is presently a vacant lot with no substantial offsite runoff. The project will consist of a concrete ready mix plant with admix storage and office space. There will also be aggregate, sand and pea gravel storage areas, cement and fly ash silos, driveway area, landscaped area and undeveloped area as shown on the attached site map. All runoff from the impervious areas shall be directed to the retention pond located on the west side of the site (see attached site map). 2 DRAINAGE BASINS: The proposed development of the area has a single basin area. Surface runoff from on site areas of the designated watershed shown on the attached map is considered to be historic flow. The historic flow will continue to infiltrate into the surface as it has in the past. HYDROLOGY: The storm runoff for the site will drain through swales to the retention pond located on the west side of the site. The retention pond will have an overflow section to protect the embankment from the overflow resulting from a 100-year storm when the pond is full. The retention facility will increase the groundwater level a negligible amount for the localized area. We would not expect the commercial areas surrounding this site to experience any property damage associated with this facility. The soils on this site are composed of sand and gravel that will disperse the stored water in an adequate manner. CONCLUSION: This drainage plan attempts to minimize the impact of the development of this project on the surrounding properties. There will be a negligible increase in storm flows from this site, however the drainage plan proposed herein should effectively contain and control these flows at or below historic rates. The minimum retention volume shall equal the runoff from a 100 year storm of 24 hour duration (i.e. , storm depth of 4w$ niches) . No credit shall he taken for infiltration in establishing the minimum volume. 2. An overflow section shall be provided for the detention facility that will protect embankments from overflow resulting from a 100 year storm when the pond is full and the tributary area is fully developed. 3. Side slopes shall not be steeper than four horizontal and one vertical. 4. One foot minimum freeboard above the maximum retention volume water surface. 5. The applicant must evaluate or assess the impacts of the retention facility on local groundwater levels and the potential for damage to nearby properties. 6. A slow release will be permitted of .25 cfs or less if the small flows will be conveyed to a major drainageway ar.d will not cause nuisance conditions such as icing on highways. 7. This policy does not relieve the land developer of making permanent detention improvements on hie property us a condition of subdivision approval. 8. A drainage maintenance easement shall be granted to the County to ensure that emergency maintenance and access can be legally provided to keep the facility operable. This easement may be vacated when the retention pond function is no longer needed. 9. Acceptable alternatives to these requirements may include: a. Agreements among landowners wherein historic flow rates are exceeded by upstream landowners and will be accepted by downstream landowners. Such agreements are subject to review by the Director of Engineering. b.
