HomeMy WebLinkAbout20021808.tiff HEARING CERTIFICATION DOCKET NO. 2002-46a RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1382 FOR A VETERINARY CLINIC IN THE A (AGRICULTURAL) ZONE DISTRICT - VETERINARY PROPERTIES, LLC A public hearing was conducted on July 10, 2002, at 10:00 a.m., with the following present: Commissioner Glenn Vaad, Chair Commissioner David D. Long, Pro-Tem Commissioner M. J. Geile Commissioner William H. Jerke Commissioner Robert D. Masden Also present: Acting Clerk to the Board, Esther Gesick Assistant County Attorney, Lee Morrison Planning Department representative, Lauren Light Health Department representative, Pam Smith Public Works representative, Don Carroll The following business was transacted: I hereby certify that pursuant to a notice dated June 14, 2002,and duly published June 19, 2002, in the Tri-Town Farmer and Miner and the Greeley Tribune, a public hearing was conducted on July 3, 2002, to consider the request of Veterinary Properties, LLC, for a Site Specific Development Plan and Use by Special Review Permit #1382 for a Veterinary Clinic in the A (Agricultural)Zone District. At said hearing on July 3, 2002, the Board deemed it advisable to continue the matter for one week due to scheduling conflicts. At said hearing on July 10, 2002, Lee Morrison,Assistant County Attorney, made this a matter of record. Lauren Light, Department of Planning Services, presented a brief summary of the proposal and entered the favorable recommendation of the Planning Commission into the record as written. She gave a brief description of the location of the site, which is currently vacant. She stated the applicant has submitted plans for landscaping,screening,signage, parking and lighting, therefore, Condition of Approval #1.D can be deleted. She stated the hours of operation will be from 8:00 a.m. to 5:00 p.m., and the site will receive domestic water service from the North Weld County Water District, which indicated no concerns with serving the commercial nature of this application. Ms. Light stated hay will be grown on the remainder of property, and she gave a brief description of the surrounding uses. She reviewed the concerns expressed by Mr.VanderWal,which are addressed in the Conditions of Approval and Development Standards. Ms. Light stated twelve referral agencies reviewed this proposal,five indicated no conflict,six agencies responded with comments winch have been incorporated into the Conditions of Approval and Develop.sent Standards, and one agency did not respond. £20 : P4,//La,) P(-32002-1808 PL1609 HEARING CERTIFICATION - VETERINARY PROPERTIES, LLC (USR#1382) PAGE 2 Wade Schoemaker stated he is one of the Veterinaries which will be working from this site. In response to Commissioner Masden, Mr. Schoemaker stated their primary goal is to treat out- patient animals; however, they will do some short term boarding for critical care patients. He further stated they will only treat large animals, and added there is only one other large animal clinic in Weld County, so there is a high demand for this service. Don Carroll, Department of Public Works, stated "O" Street has been annexed by the City of Greeley, and the applicant has reserved an additional 20 feet for future expansion of"O"Street. He further stated there will be adequate room for customers to pull off of"O"Street and wait if they arrive early and the gate is not open. Responding to Commissioner Jerke, Mr. Carroll stated with the additional right-of-way reservation, the north side of "O" Street will be 50 feet in width. In response to Commissioner Geile,Ms. Light stated that although the City of Greeley has no specific opposition, there is a condition that requests the applicant attempt to address the requests of the City. She confirmed that the applicant will not be required to adhere to the City of Greeley's Development Code. Pam Smith, Department of Public Health and Environment, stated the facility will be served by a septic system,which has been reviewed and the permit was issued in May. She further stated the applicant has addressed the disposal of waste and staff has no additional concerns. No public testimony was offered concerning this matter. Responding to Commissioner Jerke, Mr. Schoemaker stated the facility will be approximately 16,000 square feet and designed similar to a barn. He reviewed the layout of the facility,which will included offices,surgical rooms,treatment rooms, and stalls. He further stated four to five veterinaries will work from this site, in addition to office staff and technicians for a total of approximately 12 employees. In response to Chair Vaad, Mr. Schoemaker stated he has reviewed and agrees with the Conditions of Approval and Development Standards. Commissioner Long moved to approve the request of Veterinary Properties, LLC, for a Site Specific Development Plan and Use by Special Review Permit#1382 for a Veterinary Clinic in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record. His motion also included deleting Condition of Approval#1.D and relettering as appropriate. The motion was seconded by Commissioner Jerke, and it carried unanimously.
