RE: APPROVAL OF AGREEMENT BETWEEN WELD COUNTY, COLORADO AND
THE U. S. DEPARTMENT OF AGRICULTURE FOREST SERVICE AND
AUTHORIZATION FOR CHAIRMAN TO SIGN
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , an agreement between Weld County, Colorado and the
U. S. Department of Agriculture Forest Service, concerning the
patrolling of recreation areas of the Pawnee National Grasslands
within the boundaries of Weld County, has been presented to the
Board of County Commissioners of Weld County, and
WHEREAS , the term of said agreement shall be from May 1 ,
1984 , through September 10, 1984 , as provided in the agreement,
a copy of which is attached hereto and incorporated herein by
reference, and
WHEREAS , Weld County shall be reimbursed for costs incurred
in patrolling said Pawnee National Grasslands, and
WHEREAS , after review of the aforementioned agreement, the
Board finds that said patrolling would not detract from normal
patrol services and, therefore, the Board deems it advisable to
approve said agreement.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the agreement between
Weld County, Colorado and the U. S. Department of Agriculture
Forest Service for patrolling recreation areas of the Pawnee
National Grasslands within the boundaries of Weld County be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be,
and hereby is , authorized to sign said agreement.

ATTACHMENT 1
OPERATING AND FINANCIAL PLAN
Reimbursable Services Requested by Forest Service
This plan, made and agreed to this last day of April 1984, for the per d
beginning May 1, 1984, and ending September 10, 1984, by and between the
Service and Weld County Sheriff's Department, becomes a part of the agree-
ment between said parties dated April 30, 1982.
A. The Weld County Sheriff's Department agrees:
1. To assign a deputy to patrol the Crow Valley Campground twice daily
on Friday and Saturday between 1700 and 2400 hours and once on a
random basis on any day Sunday through Thursday. Fifty-six patrols
will be made between May 1 and July 16, 1984. Sixteen patrols
will be made between July 17 and September 10, 1984, on a schedule of
two patrols per week. One patrol will be on a Friday or Saturday and
all 16 patrols will be made on a random basis between 1700 and 2400
hours. The patrol will take approximately one hour to complete.
2. To assign a deputy to patrol the Main Allotment area (T.10N. ,R.65W. ,
Section 23) once daily on Saturday and Sunday between 1100 and 1630
hours. Thirty-five patrols will be made between May 5 and September 1,
1984. The patrol will take approximately 1-1/2 hours to complete.
3. To dispatch additional deputies within manpower capabilities to
unforeseen or emergency situations upon request of the Service.
4. To furnish the Service itemized statements quarterly, for the expen-
ditures in clauses A-1 through A-3 above. The statement should be
sent to the Forest Supervisor, Arapaho and Roosevelt National Forests ,
240 West Prospect Street, Fort Collins, Colorado 80526-2098.
5. The statement shall be in sufficient detail to allow the Forest
Service to tie these expenditures back to the reimbursable expenses
contained in clauses A-1 through A-3 and shall be certified by the
Weld County Sheriff's representative as being current and proper.
B. The Service agrees:
1. To reimburse the Weld County Sheriff's Department on receipt of
satisfactory statements of expenditures in accordance with the
following schedule but not to exceed a total of $1,782 for the
period established for this plan:

Rate Schedule for Reimbursable Services
a. Clause A-1. The rate of $16 per patrol for 72 patrols , not to
exceed $1,152 per annum. The patrols and costs are summarized
below:
April 30 through July 16 56 patrols @ $16 = $ 896.00
July 17 through September 10 16 patrols @ $16 = $ 256.00
$1,152.00
b. Clause A-2. The rate of $18 per patrol for 35 patrols, not to
exceed $630 per annum. The patrols and costs are summarized
below:
May 5 through September 1 35 patrols @ $18 = $ 630.00
c. Clause A-3. The rate of $16 per hour for actual time spent in
the requested unforseen or emergency situation.
C. It is mutually agreed that the following shall be the designated
representative of each party:
