Re: USR-1370 Notice to Holders of Mineral Interest
Dear Kim;
Enclosed with this letter are copies of a public notice for the USR-1370 hearing before the Weld
County Planning Commission scheduled for March 19, 2002. In addition to the copies of the
notice, I have enclosed the verification of mailing from the postmaster. The research conducted
in conjunction with preparing this application revealed two parties with interests on this property
in addition to the City of Longmont. This information is consistent with what is available
through the Weld County Assessor's Office.
The first notice was sent to Patina Oil and Gas Corporation who have an interest in mineral
rights on a portion of this property. I contacted Patina by phone and the notice was sent directly
to the person who reviews these matters as opposed to the address of record for Patina. That
explains the discrepancy between address on their mailing and the mineral interest records.
The second notice was sent to Duke Energy in Houston. The records I have reviewed show that
Duke does not actually hold a mineral interest, but rather has a pipeline easement on a portion of
this site. Even though it appears that Duke Energy doesn't have a specific mineral interest, I
have forwarded them a notice of the meeting.
Please let me know if there are additional steps appropriate for me to undertake as this project
moves forward.

the reclaimed Longmont city landfill
Dear David;
Thank you for calling me back about the application filed by the City of Longmont for the
recreational use of an archery range on the City's former landfill property. Late last year. a
nonprofit archery association that was looking for a place to locate a practice facility for archery
approached the City. The City and the St. Vrain Archers and Bowhunters Association (SVBA)
entered into a lease for the property to permit the SVBA to develop an archery practice range on
the former City of Longmont municipal landfill property located in unincorporated Weld
County. The landfill has been reclaimed and the site is now vacant. Weld County requires a Use
by Special Review permit for this activity. Weld County process requirements provide that
holders of mineral interests be given at least 30 days notice prior to the public hearing. A notice
is included with this letter describing the time, date, and location of this hearing before the Weld
County Planning Commission.
As we talked about in our phone conversation, I am also enclosing some pertinent application
materials from the application package submitted to Weld County for your review. Since the
proposed use is passive and does not propose any permanent development, the City feels this is
an appropriate and compatible use with the reclaimed landfill property. In addition, the use will
provide a recreational opportunity for residents in the Longmont and southwest Weld County
area.
We hope that you will find the proposed activity is not detrimental to the mineral interests that
